About this file
This is a Bid Schedule attachment for City of Portland Solicitation No. 000002636 for Emergency Property Damage Response services (City Project 133244). The solicitation requires bidders to provide labor services on a 24/7 on-call basis and supply various materials including plywood sheets, dimension lumber, fasteners, fencing, and debris removal services. The bid schedule requests separate pricing for regular hourly labor rates and holiday hourly labor rates, with hourly rates to include overhead, miscellaneous surcharges, demobilization, and actual labor charges. Bidders must also provide unit pricing for ten material line items ranging from construction materials to disposal fees. The bid submission must include complete pricing information, company name, contact information, and authorized signature. All bids are irrevocable for at least sixty calendar days after the bid opening date.
Pricing terms include fixed unit rates for the first contract year, with annual adjustments thereafter based on the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) for the Seattle-Tacoma-Bellevue area, using August values as the basis for comparison with a maximum of one adjustment per year. Disposal and dumping fees may be adjusted up to twenty percent every six months if documented cost increases occur, with contractors responsible for initiating such requests. Special provisions apply to tire removal fees, which are tiered by rim size categories (passenger/light truck tires under 18 inches, semi-truck tires 18-24.5 inches, and oversized tires 24.5 inches or larger). Bidders must certify compliance with conflict-of-interest requirements and confirm bids are submitted in good faith without fraud or collusion.

Note 1
Fixed rate per unit of measure. Rate will be firm for first year of Contract term. For each year thereafter, rate may be adjusted per U.S. Bureau of Labor Statistics Consumer Price Index (CPI) Series ID CUURS49DSA0: All items in Seattle-Tacoma- Bellevue, WA, all urban consumers, not seasonally adjusted, with each August serving as basis for comparison (https://www.bls.gov/regions/west/data/xgtables/ ro9xg01.htm, or as later updated). For example, the value for August 2019 was 280.286, the value for August 2020 was 284.905, which represents an increase of 1.65%, therefore rates for following year may increase by 1.65%. This method may be used to adjust Unit Rates for all remaining years of Contract term. No more than one such adjustment shall be made per year.
Note 2
If disposal fees increase during the term of this Contract, Contractor may submit a request to increase Unit Rates by prorated amount up to a maximum amount of 20%.
Such increase may occur only once every six months of the term of the Contract.
Contractor shall be responsible for initiating such requests and must demonstrate that the request is due to increased disposal costs.
Note 3
Rates for the removal of tires shall be based on the tire size. Tire rim sizes of less than 18 inches shall be paid at the passenger and light truck tire rate; tire rim sizes of 18 inches or larger shall be paid at the semi-truck tire rate; tire rim sizes of 24.5 inches or larger shall be paid at the oversized tire rate. Tires are not to be included in the cubic yard disposal payment Rate.
