City Project 133244 Page 2 of 17 Emergency Property

SECTION 1 INTRODUCTION

1.1 Background

The City of Portland, Bureau of Police is often called upon to investigate and secure vacant buildings during off-hours or during holiday periods. Should a property or building be found standing open and vacant, the investigating officers will first try to call the property owner or store manager and if the authorized party cannot be contacted, the officer will call for Emergency Board-Up Services.

The City of Portland, Portland Fire & Rescue (PF&R) is often called to emergency situations such as fires, water problems or other investigations, where the building would be left unsecured after the fire department concludes their mission. Should PF&R be unable to secure the building themselves, are unable to locate an owner or responsible party to assume responsibility for the property or structure, the incident commander will call for Emergency Board Up Services.

1.2 Scope of work

The successful Contractor shall provide Contractor shall provide on-call labor, equipment, and materials for Emergency Board-Up Services to secure commercial and residential building structures as called upon by the City of Portland and prevent unauthorized entry or additional damage to the structure by humans and animals. On occasion, perimeter barricades to real property, such as fencing, may need to be repaired in order to prevent unauthorized entry. Contractor shall provide on-call Emergency Board-Up Services on a 24/7 basis [twenty-four (24) hours a day, seven (7) days per week]. All supplies shall be delivered, or work shall be performed in accordance with the most currently accepted materials and labor cost addendum. The delivery schedule for the work is identified herein.

1.3 General Service Specifications

The Contractor shall be prepared to secure windows and doors on the main floor and second level of buildings and may be called upon to secure roof skylights and fire department ventilation openings.

In cases of building damage resulting from vehicle accidents, the Contractor shall be required to install building structure and framing support in accordance with building standards and codes necessary to prevent a hazard to public safety and further building damage. Buildings such as drug laboratories or those with sensitive items and/or information shall require more durable and extensive board-up repair and services.

The Contractor shall respond to call for emergency board-up services, arriving on scene within one

(1) hour to perform a scene assessment and call for additional resources if necessary, including but not limited to additional manpower to assist at the site or to deliver needed resources to the site.

Contractor shall have personnel available to provide such services on an as needed basis, seven (7) days per week twenty-four (24) hours per day. Contractor personnel shall remain onsite until the board-up is complete and the site is secured.

The Contractor shall furnish all tools and equipment at no expense to the City. The hand tools required shall be those typically associated with carpentry work. Ladder equipment of mixed lengths will be necessary for the satisfactory performance of the board-up work. Due to the unknown locations of the work and the fact that in some circumstances, electrical power may not be available to the Contractor, the Contractor shall··provide battery operated tools and equipment which shall include but not be limited to saws, drills, screw guns, and light source.

While the frequency or number of callout incidents required by the City for the Contractor's services may vary, the City does not imply or expressly guarantee any minimum number of callouts or frequency of board-up requests during the contract year.

1.4 Personnel and Equipment

The Contractor shall provide one (1) primary and one (1) alternate name and telephone number for the Bureau of Emergency Communications (BOEC) to contact for services. The name and telephone

City Project 133244 Page 3 of 17 Emergency Property numbers shall include mobile telephone or voice/pager telephone number. The names and telephone numbers shall be provided to BOEC in writing within five (5) days from the date of contract award.

Any changes in personnel names and telephone numbers shall be provided by the Contractor to the PF&R Fire Liaison at least five (5) days prior to the effective date of such changes. Notification shall be made by calling 503-823-3873.

The Contractor shall maintain voice communications equipment necessary for communications between the BOEC Dispatch Center and the Contractor's crew once the crew has been dispatched from their base telephone location. At a minimum, the dispatched telephone system shall consist of a cell phone. The communication system shall be maintained at the expense of the Contractor. Upon receipt of the board-up call from BOEC, the Contractor will receive the direct phone number of the City of Portland representative (Police or Fire) on site and will immediately call the representative for information regarding the type of board-up services required and the extent of the damage as well as informing him of the Contractor's estimated time of arrival on site. The Contractor will remain in contact with the representative until arrival or as determined by the representative on site. Before leaving the site, the city representative will provide the Contractor with a signed Authorization Form for the proper requesting bureau (Police or Fire), authorizing the Contractor to do the work at the particular board-up site.

A one-person crew will be able to normally handle most board-up service requests; in the case of additional personnel being required for a specific service, the Contractor will respond to the job site and in conjunction with the on-site officer make that determination and then promptly notify additional personnel regarding the on-site need. If additional materials or tools are required, at least one (1) Contractor employee will always remain on site while others procure the necessary materials and equipment.

In accordance with generally accepted safety practice, the Contractor will be solely and completely responsible for conditions of the job site, including safety of all persons and property during the performance of the work. This requirement will apply continuously and by necessity will not be limited to normal working hours. The Contractor will conduct their operations so as to cause the least possible obstruction and inconvenience to vehicle and pedestrian traffic while insuring or maintaining the safety of traffic and the public at all times.

1.5 Materials and Methods

The majority of the board-up services work includes attaching 4' x 8' sheets of plywood over windows or door openings. The Contractor shall use no less than 3/8" thick CDX (exterior grade) plywood for securing or enclosing a structure in order to prevent unauthorized entry. Standard dimensional lumber shall be used as a frame build-out or building structure and framing support as may be needed consistent with the requirements of the work.

Board-up materials must be fastened in a manner to not cause further damage to the structure but all the while securing the structure as much as possible.

The Contractor shall maintain a supply of door lock strike plates, chains, padlocks, and hasps to be used on an as needed basis. The Contractor shall use a padlock that is the same or equal to Master #LFD or American #5260CC for securing doors where the door frames have not been damaged but in need of complete securing. Hasps may be of 4-1/2", 6", or a "Flexo" type.

Contractor must have adequate stock available for most board-up services. All equipment and materials shall be brought to the board-up site by the Contractor at the time of his arrival for work. Repetitive out-of-stock conditions shall not be acceptable and may be cause for contract termination.

City Project 133244 Page 4 of 17 Emergency Property

1.6 Standard Board-Up

The standard board-up will be the majority of the work performed by the Contractor with the requirements being closing all ground level doors, windows, etc., which are open or broken and would permit access to a commercial or residential building which is the primary structure on the lot.

Upon specific direction from the officer on site, other accessory structures (sheds, detached garages, outbuildings, etc.) may also be included in the standard board-up request. Work will be accomplished by installing plywood completely over all door and window openings so as to prevent entry. Plywood must be at least 3/8" CDX (exterior grade) plywood and attached with a minimum 2" drywall screws placed a maximum of 13" on center. Plywood must be a single sheet for opening 4' x 8' or smaller and must be cut within 2" of the opening size.

1.7 Security Board-Up

For buildings such as drug laboratories or others as directed by the Police Bureau on-site officer that require a more durable or secure board-up repair, 2" screw fasteners shall be used in the application of board-up materials. Boarding over all doors, windows, etc. which are at ground level or might otherwise be readily accessible will be required, Plywood shall be a minimum thickness of 3/8" CDX (exterior grade), cut to fit each opening exactly within a tolerance of 1/8" on any side. Plywood will be set into the frame of each opening so as to be as near as possible, flush with the face of the wall.

It will then be nailed around the perimeter of the plywood with nails six inches (6") on center. Plywood will also be secured with drywall screws, alternating with the nails and placed a maximum of six inches (6") on center. Where door or window is flush or protrudes beyond the siding it may be necessary to frame an opening for the plywood to be set into.

1.8 Fencing

The Contractor shall maintain a supply of 300 feet of fencing materials to be used on an as needed basis. Once placed, the fencing may not be switched out to a third-party vendor without the responsible city representative’s notification and authorization.

1.9 Cancellation

For the purposes of the resulting contract, cancellation will be defined as the anomaly when services have been recalled; cancellations can occur from the time of initial dispatch up to and including the time of arrival on scene where services are to be performed. A cancellation fee equal to one hour of billed time (at the regular rate/holiday rate as appropriate rate) will be paid to the Contractor for each cancelled call-out. The City will not be billed for services performed that are not specified within this Price Agreement.

1.10 Clean-Up

All broken glass and debris shall be removed by the Contractor from public walkways and sidewalks and such walkways shall be broom clean. Clean-up of glass and debris shall be completed in a manner intended to reduce the possibility of personal injury, liability, and any hazard to public safety.

If the board up process involves the removal of fire debris from inside a structure to the outside, the debris must be placed onto a non-permeable membrane (tarp) to prevent contamination of the soil/environment.
