About this file
This is Addendum 02 to Invitation to Bid (ITB) No. 00002636 issued by the City of Portland, Oregon's Procurement Services division for Emergency Board Up Services. The addendum updates the bid specifications and responds to questions submitted by prospective bidders. The services involve emergency property damage response, primarily boarding up windows and doors damaged by vandalism and fire, with occasional fencing containment requests (approximately 4-6 times annually for larger fire and arson scenes). Based on recent activity, the City anticipates approximately 21-29 jobs per month, though monthly volumes vary. The updated bid schedule (Attachment 2) has been revised to clarify material specifications, specifically correcting the lumber dimensions for line items 3, 4, and 5. Responses to this ITB are due by 4:00 pm on November 14, 2025. No site visits or bidders conferences are mentioned in this addendum.
The addendum clarifies that Oregon BOLI prevailing wage rates do not apply to these services, as the work constitutes temporary repair and maintenance of existing buildings rather than building improvements. Acceptable materials are limited to those specifically listed in the Updated Attachment 2 - Bid Schedule, with no substitutions permitted; oriented strand board (OSB) cannot be substituted for plywood. Labor rates are limited to two options specified in the updated bid schedule, with no overtime rates accepted as separate line items. The services are not restricted to public buildings; private property damage response is included in the contract scope.

No. Question Answer
Will BOLI prevailing wages apply to the services within this ITB?
BOLI wage rates do not apply to these emergency board up services. This is repair/maintenance of an existing building, is temporary, therefore it is not considered an improvement of the building. Are these only for repair of public buildings? If so, it gives us additional strength in our statement as these are not public at all.

How many jobs a month would you say get dispatched under this contract?
All months are different. Below are the most recent 3 months:
July – 29 jobs August – 21 jobs September – 22 jobs
Of those jobs dispatched, do you know roughly how many of those jobs are for fires, vandalism, fencing containment, etc?
The majority of the work will be boarding up windows and doors due to damage from vandalism and fire. Fencing requests will be approximately 4-6 times per year. Fencing requests are for larger fire/arson scenes in which we need to maintain control or hazard safety until an insurance carrier is identified
Is there a place to list an overtime rate for man hours?
No, the two rates accepted for this bid are provided on Updated Attachment 2 – Bid Schedule under Labor Rates.
For line items 1 & 2 on Attachment 2 – Bid Schedule, can 7/16 Oriented Strand Board (OSB) be substituted for plywood?
No substitutes will be accepted. Only products listed on the document Updated Attachment 2 – Bid Schedule will be considered.
Attachment 2 – Bid Schedule, line item 3 calls for 2”x4”x8” lumber, line item 4 calls for a 2”x4”x10” lumber and line item 5 calls for a 2”x4”x12” lumber.
Are those measurements accurate?
These dimensions are not accurate. Please refer to the Updated Attachment 2 – Bid Schedule for the accurate dimensions.
