About this file
This document is a Questions and Answers (Q&A) attachment for a Fermi National Accelerator Laboratory project involving a Kautz Road Substation Replacement. The file contains 25 technical questions and answers covering detailed specifications for a Prefabricated Control House (PDC) and associated electrical infrastructure, including medium voltage switchgear, relay panels, DC power systems, transformer monitoring, fire systems, and HVAC components. Key technical clarifications include confirming equipment quantities, CT ratios, paint colors, building code compliance (IBC 2021), communication interfaces, and system integration requirements.
The Q&A addresses specific technical details such as SEL relay configurations, power distribution requirements, building security preparations, fire alarm system specifications, and vendor responsibilities for factory acceptance testing and on-site installation. The project involves complex electrical and building systems for a scientific research facility, with an anticipated operational date of January 1, 2030. The federal contract opportunity is issued by the Department of Energy's Fermi National Accelerator Laboratory, seeking a subcontractor to provide a comprehensive prefabricated control house building and associated 13.8kV medium voltage switchgear.

Question 1 : Relay Panel, Drawings E-570, E-571, Please confirm quantity. Answer: 4 Question 2: Relay Panel, Drawings E-570, E-571, Please confirm quantities and Relay part numbers. SEL does not offer SEL-3555 in 1RU configuration, only with 3RU. Answer: Furnish (2) SEL 3555 RTAC's in size offered by manufacture.
Question 3: Relay Panel, Drawings E-570, E-571, E-122, SEL-3555 connections:
Is there a reason for two (2) SEL-3555 RTACs being requested? Does the end user require redundancy? Why are the 17 serial ports for each RTAC being requested?
The comm architecture only shows serial connections to the RTACs from some of the 787 relays and Annunciators. Are these direct connections required if the same relays are connected to the 2731 switches? Are the 3555 RTACs intended for central data concentration only? Answer: See revised network drawing, E-122, for requirements.
Question 4: MV SWGR, there is an adjective "pulsed" used across different documents for feeders and buses. Does the adjetive "Pulsed" in terminology "pulsed feeders", "Pulsed Bus" or "Pulsed Power" imply any specific functionality or requirement? Switchgear will meet IEEE C37.20.2 and will be UL labeled but no specific design for pulsed functionality is applicable for Metal-clad Switchgear. Answer: Does the adjetive "Pulsed" in terminology "pulsed feeders", "Pulsed Bus" or "Pulsed Power" imply any specific functionality or requirement?
Switchgear will meet IEEE C37.20.2 and will be UL labeled but no specific design for pulsed functionality is applicable for Metal-clad Switchgear.
Question 5: MV SWGR, please confirm CTs ratio for mains and Ties, Answer: Provide 400 5 CC400 CT’s Question 6: MV SWGR, Please confirm CTs ratio for feeders on load side. Answer: Provide 4000:5 C400 CT's on the load side and Provide 1200:5 MR C400 CT's on the line side of the feeder breakers.
Question 7; MV SWGR Please clarify on this requirement for the MV SWGR. Answer: The engineering certification is applicable to the PDC design and integration, not the equipment subject to manufacturing standards.
Question 8: PDC, Drawing E-7, DC bus tie switch--Is this backfed through breakers in each panel? Specification Attachment #8: lists Two (2) Battery Disconnect Switches, and one (1) DC Bus Tie Disconnect Switch. Drawing E-500. PPDB FLOOR PLAN: shows those disconnects as well as two (2) Battery Fuse enclosures. Drawing E-4. 13.8kV & 480V SINGLE LINE: shows the Two (2) Battery Disconnect Switches and two (2) Battery Fuses but does not show one (1) DC Bus Tie Disconnect Switch. 1. Please provide a Single Line Diagram that includes the DC Bus Tie Disconnect Switch or explanation of its application. 2. Is it acceptable to combine the Battery Disconnect Switches and Battery Fuses into Fused Disconnect Switches? 3. Drawing PPDB FLOOR PLAN (E-500) does not show the rating of the Battery Disconnect Switches and Battery Fuses but does show #2/0 wire to them. Are 200A disconnect switches with 175A fuses acceptable? Answer: The DC bus tie is a connection between branch circuit breakers in each panelboard. 1. "Bus Tie" disconnect switch is not required. Branch circuit breakers from interconnected panels serve the purpose. See drawing E-4 2. No. The positive and negative leads of the batteries should be separated and routed independantly prior to overcurrent protection device.3. Yes.
Question 9: PDC, please confirm all paint colors. Attachment (Sheet Note G) calls for 4 custom colors, Sandstone on exterior walls. Spec (2.13.3) calls for Twilight Blue on exterior wall. Answer: For the building exterior we want to go with traditional FNAL blue. Please use the Federal paint standard color: SAE AMS-STD-15056 Queston 10: PDC, Need specs/drawing for FNAL Fiber Optic Interface Cab. Answer: Corning Closet Connector Housing (CCH) Question 11: PDC, Transformer monitoring racks shown on layout are not in equipment list or in the relay or mimic panel specs. Need specs/drawings. Answer: Provide 19" equipment racks for use by others. Include (2)125 VDC and (2)120 VAC circuits. Equipment racks to match adjacent racks.
Question 12: PDC, Is the PDC base structure supporting all the cable tray/light, conduit in the vault? Answer: Yes Question 13: PDC, Structural drawings state compliance with IBC 2021, spec says IBC, 2009 and 2021. Current adopted year for Illinois is 2018. If IBC 2021 is chosen, PDC size may increase. Answer: ICB 2021 is required.
Question 14: PDC, Is A40 galvanneal acceptable deviation from G90 galvanized for sheet steel applications? Answer: Details to follow – will be included in next amendment.
