About this file
This document is an Amendment (No. 02) to a Request for Proposal (RFP) issued by Fermi National Accelerator Laboratory for the Purchase of Kautz Road Substation Replacement. The solicitation (UIP-KRS-369604-JK) seeks a subcontractor to provide a prefabricated control house building and associated Arc Safe 13.8kV Medium Voltage Switchgear. The proposal is due on September 9, 2025, with the original RFP issued on July 21, 2025. The amendment includes technical clarifications regarding switchgear specifications, specifically addressing arc resistance ratings, equipment height, circuit breaker configurations, and current transformer specifications. Key technical discussions involve equipment dimensions, control device mounting, and alternative component configurations to meet project requirements.

SOLICITATION (REQUEST FOR PROPOSAL) NO.
UIP-KRS-369604-JK
DATE RFP ISSUED:

PROJECT NO.
Not Applicable
PROPOSAL CLOSE (DUE) DATE:
September 9, 2025
TITLE OF PROJECT:
Purchase of Kautz Road Substation Replacement Prefabricated Control House Building and associated Arc Safe 13.8kV Medium Voltage Switchgear
Offerors must acknowledge this Amendment prior to the hour and date set forth in the solicitation by the following methods:
e-mail to Jerry King at jking@fnal.gov or Danielle Amico at damico@fnal.gov If by virtue of this Amendment you desire to change an offer already submitted, such change may be made by e-mail referring to the Solicitation and this Amendment and it is received prior to the due date and time set for proposals.
The above reference Solicitation is amended as follows:
The following questions and answers are provided.
Question 1: Spec 26 13 26 Clause 3.1.B calls for Arc Res Type 2BC. This is a generic rating; Arc Resistant switchgear is rated as either Type 2B or Type 2C. We will be quoting type 2B, please confirm that is acceptable. Type 2B will also have a lower profile and is the better application for this project. Answer: The Arc Res Type 2BC refers to the switchgear meeting Type C but since some sections require two breaker high configuration, Type B specification applies to those sections.
Question 2: Spec 26 13 26 Clause 3.1.C Calles for overall height 110”, our Arc Res is 116”H (including plenum). Answer: Alternate height will be considered if the physical arrangement can be achieved.
Question 3: With the Switchgear being of a 2 high design or breaker over breaker, there is limited space for mounting control devices on the SWGR doors (SEL Relays, Lockouts, Test Switches) has the EOR confirmed that all necessary control components will fit on the control compartment door? Is there an elevation drawing? Answer: The two high circuit breaker configurations for feeder circuit breakers is a typical application Fermilab has in an existing substation. The following drawings illustrate the configuration:
Question 4: Spec is calling for 12 C800 CT's, these will not fit on breaker bushings. You can fit a C400 and C200 for double sets of CT's. Answer: The specifications revision dated 6/26/2025 specify C400 CT’s. Provide an alternative configuration if this does not physically work.
The Proposal due date is unchanged.
Proposals due date is remains September 9, 2025.
All other requirements identified in the solicitation (RFP) remain unchanged.
