About this file

This is a Scope of Work Document from the University of Colorado Boulder's Facilities Management, Utility & Energy Services for the UCB001319 – UTIL – CHW (Chilled Water) System Expansion and Service to PDPS project. The project involves expanding the existing chilled water distribution system to provide new service connections for the PDPS Building and future building main expansion. The work will be performed on multiple engineering buildings located at 1111 Engineering Drive, including the Engineering Classroom Wing, Engineering Computer Science Department, Engineering South Tower, and several other engineering-related facilities. The project requires installing new chilled water supply and return connections using Ductile Iron pipes and fittings, intercepting the existing 20" TR Flex CHW Distribution System, and adding two 8" connections with four 8" Gate Valves.

The scope requires the contractor to provide all labor, supervision, tools, materials, and equipment to complete the work, with strict coordination requirements to minimize service disruptions. The work must be phased consecutively from Monday through Friday and sequenced to ensure no customer experiences an outage. The contractor is responsible for removing and disposing of all components, purchasing and installing materials, pot-holing the route, and conducting hydrostatic testing of new service lines to 250 psi. All landscape and surface areas disturbed during construction must be repaired to meet or exceed prior conditions. The project involves detailed submittal processes, with all components and equipment requiring written approval from the University of Colorado, and any materials purchased or installed prior to approval will be at the contractor's risk.

1.3 Existing Conditions:

1.3.1 Existing Chilled Water (CHW) Distribution (DIST) system utilized throughout the Project. A single CHW Building Outage is expected to complete this work.

1.3.2 Unless otherwise noted in this document, all work will be at the site. The CHW Distribution System operates 24/7 for the CU Boulder campus and supplies cooling to the majority campus buildings and cannot be de-energized for prolonged periods of time. Contractors are hereby notified that outage work

UCB001319-UTIL-CHW System Expansion and Service to PDPS R0.docx under this scope is required to occur in a continuous manner until cooling systems are back in service.

1.3.2.1 Contractor (that work is awarded) shall be required to attend 2-hour “Contractor Safety Training” meeting, including but not limited to, lock-out/tag-out and site security. Training is administered by CU DIST personnel.

1.3.2.2 CU Boulder personnel are the only qualified group to manipulate equipment at the site for system isolation and outages.

1.3.2.2.1 Contractor is required to provide Method of Procedure (MOP) documents for any work impacting the operation of the CHW System two (2) days prior to the start of work that does not require a customer outage and two (2) weeks prior for any work that requires a customer outage.

1.3.3 Contractor shall visit the site, become familiar with the exiting field conditions, and own estimate of the difficulties attempting the execution of the work prior to submitting their Bid.

1.3.4 Contractor shall field verify all dimensions, sizes, clearances, and locations prior to the start of construction.

1.3.5 Provide all necessary safety measures, including, but not limited to, fencing, directional signage, and lighting in order to protect both the work, building occupants, and residents during the work.

1.3.6 There is no parking within 100yards of site sidewalk, traffic is limited to actively loading and unloading.

1.4 Project Description: The intent of the Project is to upgrade the CHW distribution system for future expansion and provide a new 4” service to the PDPS Building.

Contractor shall be prepared to work around energized systems and equipment. The project will be performed while the adjacent CHW systems are energized and buildings are fully functional and occupied.

1.4.1 The contractor shall prepare and submit Method of Procedure (MOP) documents for each work area. Contractor shall be responsible for any delays due to lack of due diligence when preparing the MOP documents. MOP documents shall be submitted for approval 2 days prior to construction schedule start date. Deviations from CU approved MOP documents are not acceptable and Contractor is responsible for any delays due to not properly identifying as-built conditions prior to submitting MOP documents. CU approval of MOP documents is based on Contractors due diligence and reporting of as-built conditions.

1.4.2 The successful bidder shall provide a detailed construction schedule and properly identify the expected schedule dates and times of the outage. The detailed construction schedule shall be submitted prior to start of the Project for coordination and approval.

1.5 Scope: Provide all Labor, Supervision, Tools, Material, and Equipment to coordinate and complete the following Work:

1.5.1 All work shall be phased on consecutive days Monday through Friday and coordinated to reduce service impacts and number of customers impacted.

Work shall be sequenced to ensure no customer experiences an outage during the project.
