Section 01 11 00.10 subsection 1.2.6 states “Contractor shall evaluate heat load for proposed Immersive Training

Device (ITD) room and determine size of a new stand alone HVAC system required to support eight (8) ITD’s in the ITD room. See attached ITD specification sheet for ITD heat load and BTU/ hr information.” Is this project considered design-build or design-bid-build?

Design Build

AS a follow up to whether this project is a design-build or design-bid-build, if this project is considered design-build, are the heat load calculations required to be signed and sealed by a licensed MEP engineer?

Heat load calcs are to be signed and sealed by a licensed MEP engineer

Mechanical and electrical as-built drawings were provided. Can you please provide the most current scaled

Architectural as-built drawings?

Architectural as-builts of Hangar 12 will be made available for download.

I had a question on the section where it asks us what to submit. On the chapter 3, section C through J, it asks to complete the blanks and submit those pages that require a fill in. Is this referring only those pages that we checked the blue squares? I’m sorry for the inconvenience I just don’t want to fill out something incorrectly, or miss something completely. Like section C-

Description/Specifications/Statement of Work, those are your requirements would we leave those out?

In response to your question, you will complete the fill in boxes in accordance with the solicitation and if easier for you please email back the full solicitation. You don’t have to extract pages and send them separately. If you have a question about a specific clause in the solicitation please let me know, or if I didn’t answer your question completely.

Is the contractor to dispose or store the modular furniture in room 14? If stored, where?

The is no modular furniture in Room 14 - only executive-type furniture type that is to be stored during construction. Part of contract (SOW 1.2.7

FURNITURE GROUP 1) requires that the contractor determine where and how the furniture be stored within the limits of JBSA Randolph AFB.

SOW Attachment 2 Flight CC Office Room 14 New Work states, “Install new conduit for data and phone on west wall.” Please confirm that we are only required to install conduit and nothing else.

Contractor shall install provide and install conduit and boxes.

SOW Attachment 2 Flight CC Office Room 14 New Work states, “Install new conduit for data and phone on west wall.” Please confirm that this conduit is being mounted on the wall as indicated.

In accordance with SOW Attachment 1 SECTION 01

11 00.10 Page 8 “ IAW ETL 02-12, Para 8.3.3.9.2;

Ensure dual/quad telecommunication's jack is provided every 10 ft in administrative areas or as specified”. If 10ft cannot be met, please install one dual jack on every office wall the renovation will take place in. The locations depicted on SOW attachment 2 are only ideal locations requested from the user as ideal locations on where the drops should reside on those particular walls.

SOW Attachment 2 Flight CC Office Room 18 New Work states, “Install new electrical conduit with boxes for electrical outlets and data on new wall.” Please confirm we are only providing conduit and boxes as stated and no wire or electrical/comm devices.

In accordance with SOW Attachment 1 SECTION 01

11 00.10 Page 8 “ IAW ETL 02-12, Para 8.3.3.9.2;

Per SOW: Under Demolition for Room 18, “Contractor shall split electrical wiring to support light fixtures for two office areas.” Under New

Work for Room 18, “Contractor shall install new electrical conduit with boxes for electrical outlets and data on both sides of new wall.” This is to be interpreted as “provide and install.”

SOW Attachment 2 Flight CC Office Room 18 New Work states, “Install new electrical conduit with boxes for electrical outlets and data on new wall.” Please confirm the quantity of electrical outlets and comm boxes for each side of the new wall.

SOW Attachment 2 furniture layout was provided by the Customer. Contractor shall assume that each desk, computer table, or table shown will require a dual electric outlet. Contractor shall place dual electric outlet closest to desk/ computer table/ table for convenience of use. One comm data box shall be installed next to electric box for desks only.

SOW Attachment 2 ITD/Flight Room New Work states, “add data/comm and telephone on sidewalls at new desk.

Does this note apply to the ITD room only (2 desks)? Or does it apply to the flight Room also (10 desks)?

Yes – this note applies to both rooms.

SOW Attachment 2 ITD/Flight Room states, “Provide test and balance on HVAC.” Please confirm Test and Balance is only required at the ITD/Flight Room.

On this slide, test and balance of the HVAC, only applies to the Flight Room since Rooms 9 & 10 will be receiving a new standalone system. A separate test and balance on the “existing” system that will be isolated is not required.

A test and balance is also called for in the SOW in

Room 18 – both the old room and the new room.

SOW Attachment 2 Flight CC Office Room 14 (Page 9), states, “Add door frame and door. Contractor to reuse door frame and door from demolished door.” It also states, “Add new west door.” From the Statement of

Work Section 01 11 00.10 it appears there is only one new door for this room. Please confirm only one relocated door is being installed in Room 14.

“Add new west door” is a duplication of “Add door frame and door. Contractor to reuse door frame and door from demolished door.” Only one door is to be added.

SOW Attachment 2 DOV Chief Office Room 16 (Page 10) states, “Cut ceiling grid for installation of new metal studs for wall opening.”

What is the question?

SOW Attachment 2 ITD/Flight Room on the New Work

Page (Page 5) states, “Reinstall Ceiling Grid with necessary supports and reinstall ceiling tiles.” Statement of Work

Section 01 11 00.10 states, “Contractor shall install new ceiling grid and tiles with necessary supports.” Please confirm whether ceiling grid and tile in the ITD/Flight

Room space is to be re-used or new.

Contractor shall install new ceiling grid and tiles with necessary supports, per Statement of Work

Section 01 11 00.10.

SOW Attachment 2 ITD/Flight Room on the New Work

Page (Page 5) states, “Install 6 light fixtures to one switch.” Statement of Work Section 01 11 00.10 states, “Contractor shall tie light fixtures to ceiling. There are approximately 6 light fixtures total within rooms 9 and

10.” Please confirm that there are no new light fixtures for the ITD Room and only the six (6) existing fixtures that will be tied to a new switch.

This is correct - there are no new light fixtures for the ITD Room.

SOW Attachment 2 Flight CC Office (Room 18) Page 13 states, “Remove ceiling grid and tile from middle of room approx. 11.5 ft”, and Page 14 states, “Reinstall ceiling grid with necessary supports and reinstall ceiling tiles.”

Statement of Work Section 01 11 00.10 for Proposed new

Room 18 states, “Contractor shall install new ceiling grid with necessary supports. Contractor shall install new ceiling tiles.” Please confirm whether ceiling grid and tiles in Room 18 should be new or used?

The new room that opens to Room 8 (the Flight

Room), will get new ceiling grid and ceiling tiles with the necessary supports. The other room that open directly into a hallway will have reinstalled ceiling grid and tiles.

SOW Attachment 2 DOV Chief Office states Reinstall

Ceiling Grid and Reinstall Ceiling Tiles. Section 01 11

00.10 states install new ceiling grid and new tiles. Please confirm whether ceiling in these spaces should be existing or new?

Contractor shall install new ceiling grid and tiles with necessary supports, per Statement of Work

Section 01 11 00.10.

SOW Attachment 2 Flight CC Office (Room 14) Page 9 states, “Add electrical outlets to walls shown.” SOW

Section 01 11 00.10 states, “Contractor shall add electrical outlets to walls shown.” We are unable to locate the document hat indicates the walls that should receive new electrical outlets. Please confirm which wall(s) are to receive new outlets and in what quantity?

SOW Attachment 2 furniture layout was provided by the Customer. Contractor shall assume that each desk, computer table, or table shown will require a dual electric outlet. Contractor shall place dual electric outlet closest to desk/ computer table/ table for convenience of use.

New furniture in ITD/Flight?

There is no new furniture to be installed on this contract.

SOW Section 01 11 00.10 states, “Contractor shall install new carpet per the attached carpet selection letter.”

Please advise where the carpet selection letter is located within the RFP documents.

Carpet selection letter is attached.

SOW Section 01 11 00.10 requires the contractor to evaluate the heat load of the ITD room and design an

HVAC system based on that heat load. To ensure we account for other head load in the room what is the expected capacity of people in this room at any given time?

No more than 12 people at any given time.

In addition to the ITD equipment in the ITD Room is there any other heat generating equipment that must be accounted for in this space?

No

SOW Section 01 11 00.10 in Room 9 says to tie up heat device. What is this device what is its function?

It is a heat detector used to sense heat generated in the room where ITD’s are currently used.

Is there an existing HVAC system serving Rooms 9 and 10?

If so, is this system to be completely removed from serving Rooms 9 and 10 or is this system to continue serving the new ITD room in addition to the new standalone system? In other words, is the new standalone system to supplement the existing HVAC system, or replace it entirely in the space?

Yes, there is an existing HVAC system serving

Rooms 9 & 10. As stated in the SOW, this new system is to be standalone, not a supplemental system, for the newly combined room. The preference is to remove existing registers, cap and insulate the unused duct work in the ceiling;

ensuring no air loss or condensation forms from unused existing duct work.

Depending on the answers to the previous question, outdoor ventilation air must be considered for the people in the room. If the existing system is to continue serving the space, then it would most likely be the system handling the OA, while the new standalone system would simply handle the heat being generated in the space by the ITD machines. Otherwise, if the existing system is to be removed from serving the space, then the new standalone system would also need to be sized for handling the outdoor ventilation air.

It is preferred that the Contractor remove the existing supply and leave the existing return.

You may want to ask about how this new standalone system is to be controlled. I would imagine just a local room thermostat would suffice, but they may also require a connection to the base EMCS for some reason.

The new standalone system is to have a local room thermostat. It will not be controlled by EMCS since the Customer must be able to control the room temperature at all times.

Is the new “standalone HVAC system” intended to be a DX split system with a remote outdoor condensing unit or can it be a new fan-coil unit that would tap into an existing chilled water loop in the building?

The preference is for a new fan-coil units that would tap into an existing chilled water loop with a local room thermostat.

Where should the contractor drain the condensate of the new stand-alone system?

The Contractor is responsible for submitting the design.

The attic was accessed through a 3’ wide door during the site visit. Is there a larger access point to the attic space to install equipment versus this single door access?

The only existing point of access is the 3-ft wide door.

Can the government provide the existing mechanical as-built drawings for Hangar 12 to assist in design of new stand-alone system for the ITD room?

All HVAC drawings/ as-builts were included in the procurement package.

For the furniture required to be relocated to Hangar 13 please confirm our only scope is to physically move the furniture and that we are not responsible for any connections in Hangar 13?

Contractor is responsible for solely moving indicated furniture to Hangar 13. If by connections you are referring to electric, etc, then, no, the contractor is not responsible for connections.

In the Flight Room of Hanger 12 the drawings show eight

32” TV’s and one 85” TV. Does the Government want CAT

6, Coax or both run to each location?

Neither. TV’s are to be used as monitors connected to laptops. Therefore, at locations where a TV is shown, an electric outlet and one comm outlet must be installed.

Where will the headend for the CAT 6 or Coax serving the

TV's be located?

See above.

The SOW calls for the placement of 35 Dual communications drops. Is this the total number including those required for relocation of walls?

Yes – this includes the relocation of walls. The 35 dual drops is the total required number for Hangar

12.

This project is tax exempt correct? If not what is the tax rate we need to carry on materials.

Yes

With the weather delay which moved the Q&A submission date to 2/22 and the need for several answers to price this project (specifically design information for the HVAC in the ITD Space) we are requesting an extension of the project due date a minimum of 5 business days from the date that Q&A responses are provided.

Due to the inclement weather the Government is moving the solicitation closing date from 1 March

2021 to 5 March 2021 12:00PM CST.

We would like to request a bid extension of one week. We feel this is of substantial value to the Government because it will allow contractors to more accurately bid the project for a couple of reasons. 1) Many of us lost power and internet for a week during the recent storms and were not able to work effectively. 2) The SOW drawings state that “all dimensions are approximate.” We really need the Architectural as-built drawings to accurately bid this project. Will the Government be extending the bid date?

Due to the inclement weather the Government is moving the solicitation closing date from 1 March

2021 to 5 March 2021 12:00PM CST.

Do you have an approximate time frame to award? This will affect how I bid on this.

The anticipated time for Award is 11 March 2021.

Attachment 2- SOW page 4 third bullet identifies the requirement for the contractor to bid the modular furniture per the CLIN Options. We cannot find a CLIN schedule in any of the documents. Can you please provide the necessary CLIN schedule for accuracy of bidding?

This is a typo. It refers to 1.2.7 FURNITURE

GROUPS, not CLIN

H64) Will electrical power be required for the washer and dryer? If so, what will be the voltage, amperage and type of receptacle required?

Electric power is required. The unit to be used will be a full size residential, stackable, washer/ dryer unit.

H64) What is the distance to the closest electrical panel to the washer/dryer area that has available breaker space?

What type of panel and breakers? Can pictures of the panel, wall above panel and ceiling above panel be provided?

The closest panel is in the hallway immediately outside the Ladies restroom. It has four (4) spares.

Attached is additional panel information.

H64) The plans call for a 3” drain line. The plans also say the washer is a residential unit which normally use a 2” drain line. Can we go back to a 2” drain line? If not, we will need access to the “AS BUILTS” to see how far we will need to go to install a 3” line.

This is design build. If residential normally use 2-inch and you feel the 2-inch will suffice, then you can propose that on your plans and justify it as stated.

H12, Furniture) Will the Government provide a Conex or on-site storage area for the furniture that is to be removed and stored?

No. This is a part of the contract to be bid.

H12, Furniture) Furniture is Room 8; Is all the furniture to be torn down and reinstalled in Hangar 13? Do they have a reinstallation print, plan or overall?

Contractor shall disassemble, relocate, and immediately reassemble modular furniture to

Hangar 13 (Rooms 104, 105, 106, 107, 108, and

109) located in JBSA Randolph AFB.

H12, Furniture) Will the Government provide an electrician if needed for the disconnect and reconnect of the modular furniture base feeds?

Contractor is responsible for disconnecting all electrical associated with modular furniture. No electrical will need to be reconnected when set up again.

H12, Room 8) SOW states to provide electrical and data boxes for workstations. What are the electrical requirements of each workstation? How many workstations can go on each electrical circuit?
