About this file
This is Amendment #1 to a Request for Proposals (RFP) issued by the State of Maryland, Office of State Procurement, for Travel Services (RFP Number BPM057915). The amendment revises and clarifies information contained in the original RFP. The primary change updates the proposal due date from August 12, 2026 at 2:00 PM Local Time to September 17, 2026 at 2:00 PM Local Time. A Follow-up Pre-Proposal Conference addressing Minority Business Enterprise (MBE) Requirements is scheduled for Thursday, August 6, 2026 from 10:00 to 11:00 a.m. (ET) via Google Meet, with details provided for remote attendance. The conference will review MBE participation requirements, required forms and documentation, compliance expectations, and allow prospective prime contractors and subcontractors to ask questions prior to proposal submission. Offerors who elect not to submit a proposal are requested to complete and submit a Feedback Form.
The amendment clarifies instructions for the Price Form, which must be submitted as a separate Excel document with automatic calculation formulas and locked cells except where offerors enter line item prices and signature information, labeled as Attachment B-Financial-Proposal.xlsx. The resulting contract has been determined to be a Tier 1 Living Wage Contract. The amendment also updates references to the Prime Contractor List of All Subcontractors attachment and includes provisions for MBE Participation Goals, Veteran Small Business Enterprise (VSBE) Participation Goals, and Economic Benefit Factors as evaluation criteria. An updated Abbreviations and Definitions attachment has been uploaded to eMMA.
