TMAS 2 Questions and Answers from 14‐15 August 2018 Industry Day
Number Questions Answers 1 Can the Organizational Conflict of Interest (OCI) restrictions listed in the TMAS 2 Industry Day Briefing be tailored for each Task Order?
(i.e. can the TOS contract restriction only apply to the AEDC Task Order?)
We will look further into this before making a final decision; however, please note that each individual Task Order has requirements at multiple locations, which may drive the need for the same OCIs to be on all of the Task Orders.
2 Will the Government consider a “Paid” Task Order Program Manager position (billable hours) on each of these large TMAS 2 Task Orders?
No.
3 Will the TMAS Program Office consider staggering the TMAS 2 Fair Opportunity Proposal Request (FOPR) releases, so proposals are not due at the same time? We believe that staggering the FOPRs will promote more competition.
We will consider this option.
4 Will any of these Task Orders be socioeconomic set‐asides (i.e.
SDVOSB, WOSB)? Recommend some be set‐aside.
No.
5 Will there be any restrictions on Cross Teaming on TMAS 2? TBD.
6 Can qualified SB Primes bid on multiple Task Orders as a Prime? Yes. Contractors can submit proposals as a Prime on multiple Task Orders.
7 As a Sub? Yes. Subcontractors can be a Subcontractor on multiple Task Orders.
8 Can non‐qualified OASIS SBs team across the domains and Task Orders?
Don’t understand the term “non‐qualified” in this question. If the other answers provided in this document do not sufficiently answer your question, please resubmit and clarify your question.
9 Can a company Prime on one Task Order and Sub on another? Yes. A Contractor can be a Prime on one task order and be a Subcontractor on another Task Order.
10 Are all the programs and projects presented at the 14 August 2018
Industry Day releasing their future work under OASIS either Full and All TMAS 2 requirements will be solicited and awarded under OASIS SB.
11 Does the engineering services under TMAS include any materials for modifying aircraft, UAS, drones, etc.?
First, we want to clarify that the “engineering services” terminology in this question pertains to the type of engineering work described in the Task Performance Work Statement (PWS), and does not pertain to the Engineering Services associated with NAICS 541330 under OASIS SB Pool 3. The Other Direct Costs CLIN under the TMAS 2 Task Orders is for services incidentals and is not meant to be a Supply CLIN.
12 Does the engineering services under TMAS include any UAS or sensor development, testing, evaluation, or demonstration?
The “engineering services” terminology in this question pertains to the type of engineering work described in the Task PWS, and does not pertain to the Engineering Services associated with NAICS 541330 under OASIS SB Pool 3. The TMAS 2 requirement includes test and evaluation of multiple systems. The requirements will be outlined in the PWS.
13 Can you tell us what type of engineering services are being provided at White Oak, Maryland facility?
The “engineering services” terminology in this question pertains to the type of engineering work in the Task PWS, and does not pertain to the Engineering Services associated with NAICS 541330 under OASIS SB Pool 3. The White Oak requirement falls under the AEDC Task Order; please see the Industry Day slides posted on FBO.
14 Can you tell the schedule for OASIS SB On‐Ramp for Pools 3, 5A, 5B, and 6 since TMAS Task Orders are based on these Pool holders?
General Services Administration (GSA) is responsible for On‐Ramping the OASIS SB Pools.
15 TMAS 1 only allowed Prime past performance. With the proposed changes coming (i.e. multiple disciplines under 1 Task Order), will the Government consider team past performance?
Yes.
16 What will drive a decision to shape opportunities for Pool 3? We are very interested in Pool 3 Engineering opportunities.
The Task Orders’ structure and requirements will drive the final NAICS Code determinations.
17 Is it possible to compete tasks in multiple pools (i.e. 3 and 5A)? No. Each Task Order must be solicited/awarded under one (1) NAICS/Pool.
Number Questions Answers 18 Can you look at lower levels in subtasks and see what might fit in Pool
3? A lot of C4ISR/Cyber would normally fall into Pool 3 (NAICS 541330), for example.
No. The C4ISR and Cyber work that falls under the TMAS 2 Task Order titled, “96 Cyberspace Group” is predominantly research, development, test, and evaluation on Aircraft; thus, the NAICS 541715 Pool 6 determination is appropriate.
19 When will the Pool selections become final as this directly impacts Bid / No‐Bid decisions as well as teaming decisions?
Anticipate final determinations not later than 11 January 2019.
20 For OASIS SB Prime Contractors, the Government can rely on the contract level Small Business certification. If one of our subcontractors is also an OASIS SB Prime, can we (the task order Prime) rely on the OASIS contract level Small Business certification?
Don’t understand the question; please resubmit.
21 Will teams be penalized for using a Subcontractor work sample? No.
22 We assume the “Categories” of scoring will be adopted for what is important to the individual Task Order customers.
Yes. The Evaluation/Scoring Criteria will be tailored to each Task Order’s requirements.
23 Will the Subcontractors be limited to Prime work samples only? TBD.
24 What workshare will be required for a Major Subcontractor? TBD.
25 If the Highest Rated Offeror selection process is used, can Contractors use PSC codes to count for experience, in addition to NAICS codes?
TBD.
26 Will the Government share with industry their detailed assessment of the “organizational level” NAICS/PSC code determination for the work comprising each TMAS 2 task order?
The technical team matched the labor requirement to the Performance Work Statement (PWS) requirement, then utilized escalated historical labor rates to calculate the dollar value associated with each customer requirement. The Contracting Officer then reviewed each Task Order’s customer’s PWS requirement and assigned a NAICS code. When all of the customers’ NAICs codes were determined on an individual TO, the Contracting Officer applied the customer’s percentage of work, totaled the NAICS percentages, and the NAICs code with the highest percentage of work was determined to be the predominant NAICS code for the Task Order. The dollar values, and associated percentages, assigned to each customer, are based on the Independent Government Estimate (IGE);
thus, we cannot release that level of detail.
27 Did the Government consider the Small Business Administration’s (SBA) Regulation 13 C.F.R. § 121.201 language on what is, and what is not, required for contracts using NAICS code 541712 [now 541715] designation? Specifically, as stated “Research and Development” means laboratory or other physical research and development. It does not include economic, educational, engineering, operations, systems, or other nonphysical research; or computer programming, data processing, commercial and/or medical laboratory testing.”
Yes, the Contracting Officer considered all information necessary to determine the NAICS codes.
28 Did the Government consider the phase of acquisition lifecycle and maturity of the technologies generally associated with R&D efforts, i.e. that R&D activities are accomplished pre‐system design development/engineering manufacturing development on low technology maturity level (TRL), TRL 2/3/4 technologies, in determining the NAICS designations for TMAS 2? Was the fact that a majority of the support services provided by TMAS 2 are for developmental and operational testing of high TRL level technologies (TRL 6/7/8) accomplished at virtually the opposite end of the acquisition lifecycle from R&D efforts considered in the NAICS determinations?
No, the TRL levels were not taken into consideration to determine the Task Orders’ NAICS Codes. The TRLs come into play when determining the Product and Service Code (PSC) associated with each Task Order’s NAICS Code.
Number Questions Answers 29 The Government indicated that the percentage of work in each NAICS code for each Task Order was based on a dollar cost estimate of the effort. This cost‐based calculation of the work percentage in each NAICS could potentially be skewed by the LCAT/skill levels of the included positions, which wouldn’t represent a true assessment of the level of effort of the work. Will the Government re‐evaluate the NAICS determinations of the task orders based on labor hours versus dollar value to provide a more accurate assessment of the level of effort involved for each NAICS/PSC code?
The Pre‐Decisional TMAS 2 NAICS were determined in accordance with FAR 19.303(a)(2), which states, in part, “A procurement is usually classified according to the component which amounts for the greatest percentage of contract value.” Thus, LCATs/skill levels will not be used to determine the TOs’
NAICS.
30 Will the Government consider a sixth TMAS 2 task order that would consolidate/comprise valid work under the 541330, Engineering Services, NAICS code in the current 5 TMAS 2 Task Orders?
No.
31 Assuming the TMAS 2 Task Orders will contain FAR clause 52.232‐25, Prompt Payment, and FAR 52.232‐25, Alternate I as the current TMAS Task Orders do, will the Government consider implementing guidance of DFARS 232.906, specifically DFARS 232.906(a)(i), which states, “Generally, the Contracting Officer shall insert the standard due date of 14 days for interim payments on cost‐reimbursement contracts for services in the clause at FAR 52.232‐25, when using the clause with its Alternate I.” We believe this would further emphasize a sense of urgency to DFAS for more rapid payment of approved, submitted invoices and improve cash flow for small businesses on such large Task Orders.
We will take this into consideration when building the FOPR’s model contract.
32 Is an indirect rate ceiling on the TMAS 2 task orders being considered?
We are considering utilizing this strategy again.
33 Can we talk directly with the customers (i.e. 96 TW, 412 TW, AEDC, Tenants)?
No. Industry cannot meet privately with the customers. All TMAS 2 communication must come through the TMAS 2 Program Management Office. Note, however, that during our upcoming Industry Days at each location (Eglin, Edwards, and Arnold AFBs), industry will be given the opportunity to learn more and speak with the customers.
34 When will future Industry Days take place? TBD.
35 If you are not part (as a Subcontractor) of an original proposal, can you be added later?
Yes, after contract award, and within the Task Order's subcontracting percentage limitations and the Prime’s need.
36 I have work on an existing contract at one of the AFTC locations. Is there an Organizational Conflict of Interest (OCI) concern?
We will have to look at the work being performed on your current contract to determine if an OCI exists.
37 Would you consider breaking out the Cyber TO into small chunks/TOs?
No. Breaking up the Cyber requirement would impact synergy and flexibility of the customer’s needs.
38 Could you set up a library with pertinent documents, such as Performance Work Statements (PWSs)?
Yes, we will set up a TMAS 2 library.
39 Will the Draft Fair Opportunity Proposal Request (FOPR) be pre or post GSA OASIS SB certification?
As of right now, the Draft FOPR will be pre certification and the Final FOPR will be post certification.
40 Will Industry have a chance to comment and provide feedback on the acquisition approach?
We will post a Draft FOPR for feedback.
41 How will the Cost/Pricing evaluations be accomplished? TBD; however, each TO will have its own pricing.
42 Will you provide a matrix comparing the current TMAS 1 structure to the new TMAS 2 structure?
Yes. This comparison is in the Industry Day Pre‐decisional briefing that is posted on FBO.
43 Is there any OCI concern if a company has an EPASS AFLCMC/EB TO? We would have to look at the particular work being performed on the EB TO in order to make that determination.
