TMAS 2 Acquisition Strategy
Two Step Highest Rated Offeror with a Reasonable and Realistic Price (2-Step HRO w/ RRP) Neither Trade-off nor Lowest Priced Technically Acceptable
Step 1 Rank all offerors highest-to-lowest using offerors’ self-scores
Government validates top two highest scores
Must meet a minimum required score
Step 2 Top two validated offerors’ scores are now considered equal
Government will evaluate offerors’ cost volumes to determine reasonable, realistic, and balanced pricing
Award to lowest offeror
TMAS 2 Acquisition Strategy
Cross Teaming is Permitted
