3.0 AEDC Task Requirements.

3.1 TST Division.

The Contractor shall provide advice and assistance services in support of ground testing for tests conducted in test facilities at Arnold AFB, TN and other geographic locations including, but not limited to, other Air Force installations and Original Equipment Manufacturers Facilities. The breadth of test programs ranges from component testing through system testing for Air Force and Joint Acquisition programs, DoD fielded weapons systems including Foreign Military Sales, and US and international Commercial entities. The Contractor shall provide advice and assistance the on turbine, ramjet, and scramjet propulsion systems for aircraft and missile applications including expertise in T&E.

3.1.1 General Test Support.

The Contractor shall provide advice and assistance services in support of planning for programs/test activities throughout the entire acquisition life cycle. The contractor shall provide scientific and technical expertise to the AEDC/TST division and branches on all aspects of testing at AEDC and its operating locations by interfacing directly with AEDC Government personnel, the test customers and the AEDC Test Operations and Support Contractor as recognized technical experts on test techniques, facilities and capabilities and support the review of test plans and monitor test progress at other geographic sites. The Contractor shall provide advice and assistance services in support of AEDC’s role as one of the Lead Development Test and Evaluation Organizations (LDTO) and Executing Test Organizations (ETO) for AFMC. The Contractor shall assist with briefings, information, technical support, budget status, requirements review, schedule review, peer reviews of documentation, application of scientific test and analysis techniques, instrumentation requirements, data reduction and analysis requirements, test planning, test execution, and test reporting. The Contractor shall advise internal team members and external customers on test matters. The Government will rely on Contractor expertise and recommendations to reach a near final solution for test plans, test execution, and analysis and reporting prior to the Government delivering final products to customers. When participating in test planning, execution, analysis and reporting for assigned programs, the Contractor test support will be a member of a combined Government/Multi-Contractor team. The Contractor shall maintain a working copy of documents available to test team personnel and shall provide review copies IAW Government directives. The Contractor shall provide advice and assistance services in support of integrating strategically-focused activities in order to create new and enhanced RDT&E capabilities that support next generation DoD systems. The Contractor shall provide advice and assistance services in support of identifying future test capability requirements, tracking existing CONUS and OCONUS ground test capabilities, defining gaps between future RDT&E ground test requirements and existing RDT&E ground test capabilities, and identifying test technologies and capital improvements to meet future requirements. All T&E projects shall be accomplished IAW AFI 99- 103, AFMC 99-103, AEDC OI 99-10, and AEDC I99-100 and as described in this section of the PWS. The Contractor shall provide advice and assistance services in support of evaluating test plans and make recommendations for test plan improvements including test conditions, procedures, and instrumentation. The Contractor shall also advise and assist by providing expertise in the application of the science of test with the ability to plan and design flight systems, weapon systems command and control, and launch system tests (objectives, methods, conditions, data, instrumentation) from program requirements; by developing and using data and uncertainty analyses and statistical techniques to evaluate system and test system performance; and by providing test project management, cost estimation, and oral/written technical communication/reporting.

3.1.1.2 Support AEDC RDT&E Projects.

Requirements Overview: The Contractor shall provide advice and assistance services in support of science, engineering, and strategic planning that aligns with AEDC’s mission as stipulated by AFTC HQ’s guidance and is consistent with the AEDC Vision and the AEDC Strategic Plan. The Contractor shall provide advice and assistance in the support of project engineering of AEDC test projects, in assessing AEDC’s test capabilities, and in future test capability planning. The Contractor shall also advise and assist by providing expertise for integrating strategically-focused activities in order to create new and enhanced RDT&E capabilities that support next generation DoD systems.

3.1.1.3 Test Planning Activities.

The Contractor shall provide advice and assistance services in support of test planning and preparation activities as described in the following subparagraphs.

3.1.1.3.1 The Contractor shall provide advice and assistance services in support of preparation of cost and schedule estimates. The Contractor shall provide advice and assistance services in support of development of cost estimates and schedules in response to customer inquiries in the form of Rough Order of Magnitude (ROM) estimates and Statement of Capability (SOC) documents. This advice and assistance requires coordination and communication of requirements to and obtaining information from the other AEDC operating contractors required to accomplish the test.

3.1.1.3.2 The Contractor shall provide advice and assistance services in support of the preparation of baseline test project plans using information provided by the AEDC Test Operations and Sustainment contract.

3.1.1.3.2.1 The Contractor shall provide advice and assistance services in support of assessing the suitability of test plans, developing analysis requirements, developing the best approach to meet the objectives, and support technical review boards. A determination of project suitability shall be accomplished in coordination with the customer. The assessment shall address the intent of the project (e.g. demonstration, qualification, developmental) and methods of test (MOT), test objectives, data analysis plan, uncertainty analysis, and instrumentation. The AEDC test capabilities required to conduct a test project must be identified and determined to be available for use. Analysis requirements will either be qualitative or quantitative based on the customer’s objectives. The analysis requirements for quantitative results shall incorporate the following items at a minimum: a) pre-test measurement uncertainty assessment, statistical assessment of the suitability for each test objective, and uncertainty propagation to customer required results for all relevant operating conditions of the test; b) the requirements for configuring the data systems to meet the customer’s objectives including the implementation of customer algorithms to produce necessary performance parameters; and c) data validation approach to ensure data integrity. The analysis requirements include defining the delivery schedules for data, analysis products, and technical reports.

3.1.1.3.2.2 The Contractor shall provide advice and assistance services in support of determining AEDC instrumentation and control system requirements for customer provided test plans. This requirement requires coordination and communication with the test customer or their designated representatives for test information, and the AEDC operating Contractors providing services necessary to accomplish test projects.

3.1.1.3.2.3 The Contractor shall provide advice and assistance services in support of defining and documenting requirements for buildup, installation, modification, and removal of test articles.

3.1.1.3.2.4 The Contractor shall provide advice and assistance services in support of developing test period run programs and test article configuration requirements. The test period run programs shall identify the detailed test procedures and data acquisition requirements. Also, the test period run programs shall be linked directly to the test plan provided by the test customer or developed for the test requirements provided by customer.

3.1.1.3.2.5 The Contractor shall provide advice and assistance services in support of identification of resources for Integrated Scheduling. The Contractor shall advise and assist in support of the determination if resource requirements can be integrated and de-conflicted with other work requirements IAW AEDCI 21-205, Integrated Scheduling.

3.1.1.3.2.6 The Contractor shall provide advice and assistance services in support of conducting Safety Review Boards. The project safety assessments and documentation requirements shall be accomplished IAW AEDC supplement to AFTCI 91-203.

3.1.1.4 Test Execution Activities

The Contractor shall provide advice and assistance services in support of execution of test projects as described in the following subparagraphs.

3.1.1.4.1 The Contractor shall provide advice and assistance services in support of test article and test support equipment installation documentation, work instructions, test procedures, and the review of the test article and test support equipment installation prior to conducting the test. The Contractor shall provide advice and assistance services in support of coordinating technical requirements with all other Contractors and Government organizations necessary to accomplish the project. The Contractor shall also advise and assist by providing expertise in areas of requirements management and reviewing material procurement specifications, design analysis, drawings and schematics and the installation of the test article including instrumentation.

3.1.1.4.2 The Contractor shall provide advice and assistance services in support of Test Readiness Reviews (TRRs) IAW AEDCI 99-100 and AFTCI 91-203_AEDCSUP, Air Force Test Safety Review Policy.

3.1.1.4.3 The Contractor shall provide advice and assistance services in support of test operations. The assistance during test execution includes manning consoles during testing to coordinate the execution of the test and to analyze and review test data. Assistance also includes preparing and maintaining logs that track the progress of the testing, document deficiencies, and any items that require work to prepare for the next test period or test entry.

3.1.1.4.4 The Contractor shall provide advice and assistance services in support of monitoring, investigating, and reporting test data anomalies.

3.1.1.4.5 The Contractor shall provide advice and assistance services in support of tracking, managing, and reporting project cost, schedule, and technical performance.

3.1.1.4.6 The Contractor shall provide advice and assistance services in support of identifying and documenting project scope changes IAW AEDCOI 65-105 including assisting with the preparation of project change agreements and test project plan revisions to incorporate approved changes.

3.1.1.5 Technical Reporting.

3.1.1.5.1 The Contractor shall provide advice and assistance services in support of preparation and management of project records IAW AEDCI 99-100.

3.1.1.5.2 The Contractor shall provide advice and assistance services in support of preparation and management of test project technical documents. Technical reports (interim and final) shall be completed in IAW AEDCOI 99-10 and delivered IAW with the SOC.

3.1.1.5.3 The Contractor shall provide advice and assistance services in support of documentation of recommendations, conclusions, and lessons learned to improve test capabilities and test processes.

3.1.1.6 Technology Project Support.

The Contractor shall provide advice and assistance services in support of technology planning and the conduct of specific technical analyses that addresses but is not limited to:

Ground test facility capability deficiencies Test methodologies applicable to ground testing Analysis of test environment simulation effects Analysis of test data anomalies Analysis of air vehicle and propulsion integration Analysis of space vehicle and propulsion integration Physics-based M&S Analysis of system effectiveness Trade studies for emerging systems and test requirements

Reports shall be formatted IAW AEDC OI 99-10.

3.1.1.7 Project Management Support.

The Contractor shall provide advice and assistance services in support by coordinating, performing, and monitoring a wide variety of project/program management services including workload forecasting and a support to the Capabilities Analysis and Risk Assessment planning process.

Support may include, but is not limited to; participating on multi-functional / contractor teams; track and report on test projects and workload forecast management; Tracking and evaluating AFTC test metrics; track problem resolution efforts and incorporate lessons learned for test process improvements; assist with the coordination of action items including evaluation and recommendations for resolution; participate on tiger teams; facilitate/participate in program meetings; collect and synthesize data from multiple databases and other resources; assist with DR generation, certification of readiness for operational testing and decision reviews; and assist with the maintenance of AEDC Test Division and CTF instructions, Handbooks, and AFTC supplements.

3.1.1.8 Financial Management Support.

The Contractor shall provide daily reporting of actual labor hours and costs. The Contractor shall upload or directly input data to the Government-provided enterprise-wide Information Management (IM) system for all projects and activities of this PWS. Data provided shall be consistent with monthly data requirements for JOCAS reporting and consist of the same fields of information.

3.1.1.8.1 Information Management Support

The Contractor shall advise and assist in the development of an interface tool to the AEDC IM system for financial reporting IAW PWS elements 3.1.1.8.

3.1.1.8.1.1 The Contractor shall ensure all costs are uploaded into or directly input data to the Government-provided enterprise-wide IM system for all projects and activities every Tuesday, NLT 1300 CST, for the prior work week. For the end of the month consolidation, all financial data and adjustments necessary to close out the end of the month shall be provided by the second (2nd) business day, of the following month. Once cost are loaded, the Contractor shall provide control numbers to FM for the costs loaded to the Government-provided enterprise-wide IM system. The control numbers will be total records, total hours, & total burden cost uploaded.

3.1.1.8.1.2 The Contractor shall provide advice and assistance services in support of building and maintaining data libraries to manage financial data; Assist in performing budget and financial and cost variance analysis, obligation and expenditure forecasting, funds management, cost estimating, and development of program/budget documentation. Experienced in the operation of standardized cost models and spreadsheet applications.

3.1.2 TSTB Aeropropulsion Branch.

TSTB provides T&E for air breathing propulsion systems for all DoD components for acquisition and research programs and for commercial entities on a noninterference basis for test services that cannot be obtained from commercial test providers. TSTB provides T&E services using large and medium simulated altitude test cells, small high Mach simulated altitude test cells, and sea level test cells with and without pressurized inlets. These test capabilities provide the ability to conduct a wide range of T&E requiring technical expertise and knowledge.

3.1.2.1 TSTB Test Support (Technical Support).

The Contractor shall provide advice and assistance services in support of TSTB for formulating, evaluating, and correlating broad engineering/scientific concepts, guiding the analysis of unique problems and developing new and improved techniques and methods. The Contractor shall provide advice and assistance services by providing expertise in aerospace or mechanical engineering with emphasis on air breathing propulsion systems and integration for vehicle installed performance.

3.1.2.1.1 Turbine Engine Performance and Operability.

The Contractor shall provide advice and assistance in support of accomplishing T&E of turbine engine performance and operability for adaptive and convention cycle turbine engines including assessing the influence of engine control systems. The Contractor shall provide advice and assistance in support of the evaluation of the following: component efficiency and matching;

stability limits for compression systems operation; combustor efficiency and stability; turbine efficiency and performance; overall cycle performance including the impact of service bleed, thermal management and power extraction; augmenter performance and stability; nozzle performance; and uninstalled and installed thrust and specific fuel consumption for overall evaluation of propulsion system performance.

3.1.2.1.2 Turbine Engine Aeromechanics, Durability, and Materials.

The Contractor shall provide advice and assistance in support of accomplishing T&E for: High Cycle Fatigue margin testing, flutter stability limits, Low Cycle Fatigue, rotor dynamics, and externals and internal component vibration levels and limits. The Contractor shall also advise and assist by providing expertise in the evaluation of mechanical accessories including bearing, lubrication system, pumps, actuators, and test support equipment necessary to operate turbine engines during ground testing. The Contractor shall also advise and assist by providing expertise in areas of accelerated mission testing and materials T&E including material compatibility, corrosion, and other environmental factors.

3.1.2.1.3 Turbine Engine Internal Aerodynamics and Heat Transfer.

The Contractor shall provide advice and assistance in support of T&E for internal aerodynamics performance for stage and component level evaluation, secondary flow requirements, heat transfer, and account for installation effects not simulated during ground testing.

3.1.3 TSTH High Speed Systems Test Technology Branch.

The contractor shall provide advice and assistance services for general test support activities as outlined in paragraph 3.1.1 of this PWS.

3.1.3.1 Hypersonic Propulsion Systems and Combustion.

The Contractor shall provide advice and assistance in support of T&E of free jet and direct connect testing of Scramjet engines or components. The Contractor shall provide advice and assistance in support of performance evaluation of the system under test and the influences of the ground test simulation environment including vitiation effects, fuel system requirements, heat transfer, and combustion process performance for subsonic and supersonic combustors.

3.1.4 TSTI ICBM Developmental Test Branch.

TSTI operates the Intercontinental Ballistic Missile Combined Test Force (ICBM CTF) located at Hill AFB, UT. The ICBM CTF is the Executing Test Organization (ETO) in support of modernization and life extension for the LGM-30 Minuteman III (MMIII) and development of the next generation Ground Based Strategic Deterrent (GBSD) ICBM. The contractor shall provide advice and assistance services for general test support activities as outlined in paragraph 3.1.1 of this PWS.

3.1.5 TSTM McKinley Climatic Test.

TSTM provides T&E for various systems for all DoD components for acquisition and research programs and for commercial entities on a noninterference basis for test services that cannot be obtained from commercial test providers. TSTM provides T&E services using large and medium climatic test cells. These test capabilities provide the ability to conduct a wide range of T&E requiring technical expertise and knowledge of climatic effects on military and non-military systems.

3.1.5.1 TSTM T&E Services.

The Contractor shall provide advice and assistance services in support of TSTM for formulating, evaluating, and correlating broad engineering/scientific concepts, guiding the analysis of unique problems and developing new and improved techniques and methods. The Contractor shall provide advice and assistance services by providing expertise in aerospace or mechanical engineering with emphasis on military systems.

3.1.6 TSTN Full-Scale Wind Tunnel Test (NFAC).

TSTN operates the National Full-Scale Aerodynamics Complex (NFAC) Combined Test Force located at Moffett Field, CA. The NFAC facility is primarily used for determining aerodynamic characteristics of large-scale and full-scale rotorcraft and powered-lift V/STOL aircraft, as well as testing of wind turbines, parachutes, trucks, and other non-traditional types of testing. The contractor shall provide advice and assistance services for general test support activities as outlined in paragraph 3.1.1 of this PWS.

3.1.7 TSTS Space and Missile Test.

TSTS supports defense research for the AFRL, the Office of Naval Research, the Army Research Laboratory, and the DARPA; defense acquisition for the Air Force Nuclear Weapons Center, the Space and Missile Systems Center, the NSWC, the NAWC, the Army SMDC, the Army AMRDEC, the MDA, and the National Reconnaissance Office; defense intelligence for the Defense Intelligence Agency, NASIC, MSIC, and the CCM; civil R&D for NASA, and the DoE;

and private R&D for domestic/foreign commercial companies, on a noninterference basis with DoD and civil programs. In support of its mission, TSTS is aligned around five diverse RDT&E capabilities: high-altitude/space environmental effects and sensors; hypervelocity flyout, impact and lethality; high-temperature material characterization and evaluation; rocket propulsion; and multi-spectral signature measurement and analysis.

3.1.7.1 TSTS Test support (Technical Support).

The Contractor shall provide advice and assistance services in support of TSTS for in formulating, evaluating, and correlating broad engineering/scientific concepts, guiding the analysis of unique problems and developing new and improved techniques and methods.

3.1.7.1.1 High-Altitude/Space Environmental Effect and Sensors.

The Contractor shall provide advice and assistance services in support of IR sensor calibration and characterization; and HWIL system/software simulation at realistic operational conditions (temperature and pressure). The Contractor shall also advise and assist by providing expertise in areas of remote sensing technology, IR visible sensor systems, and optics; physics of optics and sensor test techniques, sensor calibrations, characterizations, HWIL simulations and expertise in physics or electronics engineering with emphasis in optics, focal plane arrays, and remote sensing technology. The Contractor shall provide advice and assistance services in support of space weather and induced environments (weather, radiation, charging, outgassing) and their effects;

manmade threats (directed energy (DE), kinetic, electronic warfare (EW), cyber); large spacecraft space environmental effects; thermal vacuum zero-g freefall deployment; electric propulsion system and effects; and nuclear weapons effects. The Contractor shall also advise and assist by providing expertise in physics or astronautical engineering with emphasis in space environments, and solar/radiation effects on materials and electronics.

3.1.7.1.2 Rocket Propulsion.

The Contractor shall provide advice and assistance services in support of high altitude rocket propulsion developmental testing; performance quality assessment; thrust vector control; early thrust termination; and operational fleet aging surveillance. The Contractor shall also advise and assist by providing expertise in areas of solid and liquid propellant rocket systems, thermodynamics, combustion stability, structural dynamics, and computational modeling techniques; and expertise in aerospace or mechanical engineering with emphasis in rocket propulsion.

3.1.7.1.3 High-Temperature Material Characterization and Evaluation.

The Contractor shall provide advice and assistance services in support of high-enthalpy entry/reentry materials testing; high-speed maneuvering flight simulation; and high-temperature ablation/erosion testing. The Contractor shall also advise and assist by providing expertise in areas of high-temperature ablation, hypersonic aerothermal simulation, gas dynamics, fluid mechanics, heat transfer, and thermodynamics; and expertise in material sciences or aerospace engineering with emphasis in hypersonic flow, aerothermodynamics, and high-temperature effects on materials.

3.1.7.1.4 Hypervelocity Flyout, Impact and Lethality.

The Contractor shall provide advice and assistance services in support of hypersonic flight simulation; hypervelocity impact testing; live-fire testing (lethality/survivability); and high-speed weather erosion. The Contractor shall also advise and assist by providing expertise in areas of hypersonics, boundary layer transition, real gas effects, ablation/erosion, aerodynamics, impact and entry/reentry physics; application of the science of test with the ability to design and plan hypervelocity tests (objectives, methods, conditions, data, instrumentation) from program requirements; developing and using data analysis and statistical techniques to analyze and evaluate test article performance; test project management, cost estimation, and oral/written technical communication/reporting; and expertise in mechanical or aerospace engineering with emphasis in hypersonic flow.

3.1.7.1.5 Multi-Spectral Signature Measurement and Analysis.

Requirements Overview: The multispectral signatures capability is performed by the AEDC Advanced Missile Signature Center (AMSC). The AMSC provides multispectral signature models of systems ranging from bullets to satellites used by the intelligence community and acquisition community. The AMSC provides cradle to grave knowledge generation and management of these models. The signatures are collected in field measurement campaigns, as well as, through incorporation of data previously collected by others. Physics-based models are used to generate multidimensional data, used to generate scenes for HWIL test facilities or an enabler for predictive models used by the intelligence community. All data, models, and other knowledge products generated at the AMSC are entered into the AMSC Knowledge Management System for storage and distribution. Assistance is required in electro-optical signature measurements; signature analysis; M&S; and signature management, distribution and archive.

For this assistance, we need recognized technical authorities in atomic/molecular spectroscopy, radiative transport, atmospheric propagation, aerodynamics, signal processing, combustion chemistry, shock physics, orbital mechanics, and plasma physics; knowledge of small arms, RPGs, Short Range Ballistic Missiles , and Medium Range Ballistic Missiles in addition to airborne and space-based threat warning systems; and expertise in physics or electronics engineering with emphasis in non-ionizing radiation.

3.1.7.1.5.1 The Contractor shall provide advice and assistance services in support of planning, to include identifying equipment, and collecting signature data in all environments worldwide IAW all international agreements, State Department, and the US Department of Commerce’s Export Administration Regulation (EAR) requirements. Signature data equipment can include: kinetic tracker mounts, scientific grade imagers, radiometers, spectrometers, and data acquisition processing equipment.

3.1.7.1.5.2 The Contractor shall provide advice and assistance services in support of measuring and analyzing signature collection data.

3.1.7.1.5.3 The Contractor shall provide advice and assistance services in support of utilization of a stand-alone supercomputer, an Apple cluster, NIPRNet, SIPRNet, the Joint Worldwide Intelligence Communications System, and other networks as required.

3.1.7.1.5.4 The Contractor shall provide advice and assistance services in support of the use and improvement of existing signature codes.

3.1.7.1.5.5 The Contractor shall provide advice and assistance services in support of the Knowledge Management System for storage and distribution of all data, models, and other knowledge products generated (e.g. film, hard disk, blue-ray, bound paper).

3.1.7.1.5.6 The Contractor shall provide advice and assistance services in support of the development and improvement of techniques for use of multispectral signatures by the DoD and the IC.

3.1.8 TSTT Hypervelocity Wind Tunnel Test (Tunnel 9).

In support of its mission, TSTT is aligned around aerodynamic and aerothermodynamic vehicle RDT&E capabilities. TSTT is geographically separated and resident at the White Oak Site of AEDC in Silver Spring, MD. Several technical disciplines including weapons/shroud separation, aerothermal, inlet, TPS materials and related testing in wind tunnels. Additionally, analysis related to the physics-based computation and empirical analysis of challenges involved in testing of hypervelocity vehicles. The Contractor shall provide advice and assistance services in support of TSTT for formulating, evaluating, and correlating broad engineering/scientific concepts, guiding the analysis of unique problems and developing new and improved techniques and methods.

3.1.8.1 Project Management Support

The Contractor shall provide advice and assistance services in support of TSTT by coordinating, performing, and monitoring a wide variety of project/program management services. Support may include, but is not limited to; participating on multi-functional / contractor teams; track and report on test projects and workload forecast and financial /project management; track problem resolution efforts and incorporate lessons learned for test process improvements; assist with the coordination of action items including evaluation and recommendations for resolution; participate on tiger teams; facilitate/participate in program meetings; collect and synthesize data from multiple databases and other resources,

3.1.8.2 Test Support (Technical Support)

The Contractor shall provide advice and assistance services in support of Test and Evaluation (T&E). T&E Engineering may be composed of a mixture of various engineering disciplines such as Aerospace Engineering, Mechanical Engineering, Electronic/Electrical Engineering, Materials, Corrosion and Chemical Engineering, Mathematics, Software Engineering, Structural Engineering, and Systems Engineering.

3.1.8.2.1 The Contractor shall provide advice and assistance services in support of background research, test concept development, technical writing and test process configuration management.

The required documentation may include, but not be limited to, draft SOCs, MOTs, test plans and CONOPS, test scripts, uncertainty analysis and test reports (interim and final), TSTT is geographically separated and resident at the White Oak Site of AEDC in Silver Spring, MD. Advisory and assistance expertise is required in standard IT hardware (installing and replacing hardware) and software (installing and configuring software) tool applications.

Contractors shall be required to perform selected functions with networks and systems such as installation, PC networking local area network (LAN) and wide area network (WAN), configuration and limited maintenance on system hardware, software and communication links, making backups as required, ensuring continued system security, integrity and safety; and individual PC desktop computers; incorporating additional Government-furnished equipment into the AFNet and T&E networks, installation and configuration of Ethernet cards; maintaining Internet Protocol network addresses; implementing and maintaining security procedures and user accounts; monitoring software usage to identify and prevent violations of license agreements;

implementing hardware and software maintenance agreements; resolving hardware/software problems as required; supplying technical consulting on future procurements; resolving compatibility issues between workstations and PCs, providing support for Domain account issues (password reset, group membership, etc.), relocation of hardware systems; and staying abreast of potential computer equipment problems/developments. There are separate networks, the AFNet and a standalone T&E Network run by TSTT. This support requires Security+ certification to meet DoD 8570 requirements. The Contractor shall provide advice and assistance in implementing and maintaining IT security posture in accordance to AF and DoD guidance, as well as monitor software usage and prevent violations in licensing agreements. The Contractor will be required to attend Security+ boot camp workshops and training to stay abreast of information management protocols. The Contractor shall participate, as required, in vocational training (approved and funded by the Government) necessary to function in assigned positions when changes in the IM hardware/software architecture or the direction/focus of IM operations impact the Contractor's ability to effectively support the TSTT. Security+ certification shall be completed within six (6) months of start of performance.

The Contractor shall provide advice and assistance services in support of the management of capital improvement programs and projects when directed by the Government. This advice and assistance requires coordination including communication of requirements to and obtaining information from the other AEDC operating Contractors required to accomplish capital improvement programs and projects. The Contractor shall provide systems engineering advice and assistance support for the development of test capabilities. Engineering support may be composed of a mixture of various engineering disciplines such as Mechanical Engineering, Electronic/Electrical Engineering, Structural Engineering, and Systems Engineering. A&AS may include, but is not limited to:

Concept exploration/definition, technology prototype development, technology and market surveys

Requirements definition, validation, verification, refinement, and functional analysis and allocation, decomposition and tracking

Technical and acquisition documentation development and support Development of trade studies Cost Estimates Configuration Management Technical reviews Independent Verification &Validation, other testing and data analysis Risk management Logistics Integration planning and engineering

3.1.9 TSTW Propulsion Wind Tunnel Test.

TSTW supports defense acquisition testing for AFMC, Naval Air Systems Command, Naval Surface Warfare Center (NSWC), and Missile Defense Agency (MDA). Defense research related testing is conducted for Defense Advanced Research Projects Agency (DARPA), Naval Air Warfare Center (NAWC), the Army Space and Missile Development Command (SMDC), Army Aviation and Missile Research, Development and Engineering Center (AMRDEC), National Air and Space Intelligence Center (NASIC), Missile and Space Intelligence Center (MSIC), and Center for Countermeasures (CCM); civil R&D for the NASA, and Department of Energy (DoE);

and private R&D for domestic/foreign commercial companies, on a noninterference basis with DoD and civil programs. In support of its mission, TSTW is aligned around several aerodynamic vehicle RDT&E capabilities: subsonic, transonic, supersonic, and hypersonic aerodynamic vehicle development including weapons separation, aerothermal, inlet, propulsion, materials and related testing in wind tunnels.

3.1.9.1 TSTW Test Support (Technical Support).

The Contractor shall provide advice and assistance services in support of TSTW for formulating, evaluating, and correlating broad engineering/scientific concepts, guiding the analysis of unique problems and developing new and improved techniques and methods. The Contractor shall also advise and assist by providing expertise in areas of specialized advanced captive trajectory test methods, the use and interpretation of pressure sensitive paint, background oriented Schlieren, optical and other related wind tunnel test techniques.

3.1.9.1.1 Transonic Aerodynamics.

The Contractor shall provide advice and assistance services in support of transonic vehicle developmental aerodynamics testing and analysis and data quality assessment. The Contractor shall provide advice and assistance services in support of testing for aerodynamics, stability and control, stores separation, inlets, boundary layer transition, propulsion testing and for computational modeling techniques. The Contractor shall provide advice and assistance services by providing expertise in aerospace or mechanical engineering with emphasis on aerodynamics and integration to define vehicle total installed performance

3.1.9.1.2 Supersonic and Hypersonic Aerodynamics, Aerothermodynamics.

The Contractor shall provide advice and assistance services in support of high speed aerodynamic testing; high-speed flight simulation, convective heat transfer and staging/store separation, high-speed computational modeling, materials testing and wind tunnel operations. The Contractor shall also advise and assist by providing expertise in areas of high speed wind tunnel flow, hypersonic aerothermal simulation, ram/scram inlets, gas dynamics, fluid mechanics and heat transfer measurement/aerothermodynamics; and expertise in material sciences or aerospace engineering with emphasis in high-speed aerodynamics, aerothermodynamics, boundary layer transition and prediction techniques and real gas effects.

3.1.10 TSTA Technology Analysis & Evaluation Branch.

TSTA provides analysis, evaluation, and technology development for T&E efforts executed by the TST Division and similar support to external customers when called upon. The Contractor shall provide advice and assistance services in support of TSTA that aligns with all T&E and engineering based functions called out in Section 3.1 of this PWS. Test Technology development under TSTA is covered in section 3.3.1 of this PWS.

3.2 704th Test Group.

3.2.1 586 FLTS.

The 586FLTS conducts flight tests, develops new test procedures, plans, and reviews and orchestrates aircraft modifications and de-modifications. The Contractor shall provide advice and assistance in support of strategic planning for test missions, test planning, setup, execution, and instrumentation requirements. The Contractor shall provide advice and assistance in requirements validation, planning, cost estimating, design, fabrication, installation, performance verification/validation, technical evaluation, and transition to O&M. There are approximately 350 flight tests per year that could require development of new test procedures, plans, and orchestration of aircraft modifications and de-modifications.

3.2.2 746 TS.

The 746th, also known as the Central Inertial and GPS Test Facility (CIGTF), is the DoD's designated lead test organization chartered to test and evaluate inertial and integrated GPS based guidance and navigation systems and user equipment. The Contractor shall provide advice and assistance in planning, execution, and reporting for inertial and/or GPS test and training events.

The Contractor shall support the acquisition of new squadron capabilities, as well as sustainment and maintenance activities for squadron equipment, hardware, and infrastructure. The Contractor will advise and assist in strategic planning, resourcing, requirements validation and planning, cost estimating, design, fabrication, installation, performance verification/validation, technical evaluation, sustainment, and transition to O&M activities and various technology projects.

3.2.2.1 Analysis Support

The Contractor shall provide advice and assistance services in support of Government analysts by coordinating, performing, and monitoring a wide variety of theoretical, engineering and statistical analysis services. Support may include, but is not limited to; assess and characterize navigation and guidance systems and components; develop test objectives and analysis strategies; contribute to the development of test plans; process data; analyze data to assess or characterize the test item, and report results to customers in formal test reports. Additional support tasks include supporting team meetings for scheduling, test planning and test documentation development.

3.2.2.2 Test Management Support

The Contractor shall provide advice and assistance services in support of the Government test managers by coordinating, performing, and monitoring a wide variety of test project/program management services. Support may include, but is not limited to; develop and deliver test documentation and reports including Initial Contacts Sheets, Statement of Capabilities (SOC), program cost estimates, program schedules, test plans, test memos, test support summaries, test milestone documents and briefings including Test Concept and Design Review, Test Readiness Review and test closeout briefings to 746 TS leadership; participate on tiger teams and Integrated Test Teams; coordinate frequency clearance documentation with the Joint Navigation Warfare Center, USSTRATCOM, AF Spectrum Management Office, Joint Spectrum Management Office, FAA, Joint Navigation Warfare Center, FAA, Joint Spectrum Management Office, spectrum managers at various ranges and centers, or other organizations as required; and organize and file all test program documentation per Squadron guidance. Additional support tasks include supporting team meetings for scheduling, test planning and test documentation development.

3.2.2.3 Operations Support

The Contractor shall provide advice and assistance services in support of the Director of Operations in coordinating, performing, and monitoring the development, acquisition, deployment, sustainment and maintenance of GPS Navigation Warfare assets. Support may include, but is not limited to; develop and revise logistic support plans; identify assessment criteria, indicators and procedures to measure system/equipment performance and sustainment effectiveness; develop recommendations for component/system/equipment maintenance and improvements/corrective actions for problem areas or deficiencies in systems identified through data collection and analysis;

identify and track long-range resource allocation and deployment requirements; develop and implement deployment strategies and identify and secure resources to deploy and return assets;

schedule resources for test support; prepare and position equipment for shipment; transport assets to test and training locations; operate navigation warfare assets and support equipment; and ensure assets and equipment receive scheduled maintenance. Additional support tasks include supporting team meetings for scheduling, test planning and test documentation development.

3.2.2.4 Instrumentation Support

The Contractor shall provide advice and assistance services in support of the Government instrumentation engineers in coordinating, performing, and monitoring the development, acquisition, deployment, sustainment and maintenance of instrumentation assets. Support may include, but is not limited to; design, modify, fabricate, integrate, calibrate and validate instrumentation hardware and software to gather data required to meet test program requirements;

set-up and operate instrumentation hardware and software during guidance and navigation test missions; investigate hardware and software anomalies and problems related to instrumentation systems; and verify mission data. Additional support tasks include supporting team meetings for scheduling, test planning and test documentation development.

3.2.2.5 Guidance and Navigation SME T&E Support

The Contractor shall provide Subject Matter Expert (SME) level advice and assistance in support of T&E of guidance and navigation systems, navigation- and strategic-grade inertial components and systems. Support may include, but is not limited to; participating on multi-functional / contractor teams; develop training material and provide technical training and technical support to inertial system testers with the goal of developing in-house expertise to conduct inertial-based guidance system T&E; evaluate and recommend advancements for ultra-high accuracy reference systems; review and recommend corrections/improvements for Ground Based Strategic Deterrent (GBSD) contractor(s) and 746 TS test plans and reports; determine adequacy of error models through independent analysis; analyze error models; review formal and informal documentation of sensor and system performance; advise and assist preparations for GBSD guidance and navigation tests to include providing recommendations on squadron's investments; determine test shortfalls and means to address identified shortfalls; develop error models for inertial sensors and systems;

consult on inertial sensor and system test methodology and best practices. Additional support tasks include supporting team meetings for scheduling, test planning and test documentation development.

3.2.3 704 TSS.

The 704TSS enables the 704TG to meet mission priorities through acquisition support/Project Management, finance, strategic planning, engineering, and IT support. The Contractor shall provide advice and assistance to perform strategic planning, identify and support the acquisition process of new capabilities; provide support for requirements development through research and applying program management and engineering skills/discipline; track cost, schedule, and performance of assigned programs; assist in the development of analysis of alternatives and other program related documentation and briefings; performing system analysis, and making performance/technical recommendations with regard to the system capabilities, along with general organization support.

3.2.3.1 Information Management Support to the 704 Test Group (704 TG).

The 704 TG consists of five (5) squadrons, 586 FLTS, 746 TS, 846 TS, HQ/Det1, 704 TSS at Holloman and two (2) operating locations at Wright-Patterson Air Force Base (OL/AC) and another at Kirtland Air Force Base (OL/AA) totaling over 500 personnel and over 750 separate devices.

3.2.4 846th.

The 846th performs High-Speed, Ejection Seat, Supersonic and Hypersonic Tests. The Contractor shall provide advice and assistance to perform structural and aerodynamic analyses on various rocket sled structures and statistical analysis of test data.
