SUBJECT: Notice to Potential Offerors
The TMAS 2 Team is continuing to refine the TMAS 2 acquisition strategy and is providing the following updates and announcements to assist potential Offerors.
1. As a reminder, TMAS 2 will be competed under General Services Administration’s (GSA’s) One Acquisition Solution for Integrated Solutions Small Business (OASIS SB) multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts.
2. After conducting multiple Industry Days and Market Research over the past year, the TMAS 2 team has decided to change the Acquisition Strategy. The TMAS 2 program is changing from the original strategy of a Two Step Highest Rated Offeror (HRO) Evaluation Methodology, taking the two highest rated Offerors and awarding to the lowest price, to the more familiar Highest Technically Rated Offeror (HTRO) with a Realistic and Reasonable Price (RRP). We are currently working on documents, and plan to release the first Draft Fair Opportunity Proposal Requests (FOPR) for the 96 Cyberspace Test Group (CTG) in mid-to late October. Once we receive feedback from Industry on that FOPR in November, we will then conduct a final Industry Day to go over and discuss our comments and answers to those questions. We plan to have the next Industry Day in early December.
3. Please stay tuned to additional announcements, and the release of the 96 CTG Draft FOPR. At this time we are postponing one-on-one meetings with the office, to ensure we get draft documents out in a timely manner. The questions and answers from the 27 August 2019 Industry will not be answered and addressed, as the change in strategy nullifies those questions.
4. Should you have any questions, please contact the undersigned at adam.vance@us.af.mil, the Program Manager Sean Capik at sean.capik@us.af.mil or the Contract Specialist Captain Trevor King at trevor.king.2@us.af.mil .
