From Industry Day #4 at Eglin AFB Question Answer
If the subcontractor is listed with the Prime on the CPARS, can the subcontractor use that CPARS?
No, there will be a separate past performance questionaire for subcontractors to submit.
Please get word out to venders if you are on a TETRAS Eglin contract you can not apply to TMAS II. There seems to be confusion on this.
The OCI restrictions on the TETRAS contract would need to be evaluated using any task orders received to date. If a TETRAS contractor won an Eglin TMAS2 order, then that would significantly impact their ability to get any future TETRAS orders
Is the Government going to use a prime's CPARS as part of the scoring?
How will the performance of subcontracts going to be scored?
Yes, we will look at the Prime's CPARS as part of the scoring.
There will be a separate past performance questionaire for subcontractors to submit.
Please clarify the cross-teaming restriction. Can a company be a sub to multiple primes under a single task order? (ex. Tenants)
No. A subcontractor can only team with one Prime offeror for any given Task Order. Your name, whether as a Prime or Subcontractor, can only show up once within a Task Order.
Will the Prime contractor be able to count all contract CMEs (including subcontractor CMEs) in self-scoring?
Yes. However, a Prime and a subcontractor under one proposal cannot submit the same worksample.
Is there a conflict of Interest on TMAS with the TESTRAS Contract? Can a Company participate on both contracts? If so, is it TO specific on either contract?
The work under TETRAS is so broad, it is a case by case situation.
Allowing work samples performed as a subcontractor could lead to the same work sample being submitted twice; once by the prime and by the subcontractor teammate. This could lead to "double dipping" on the same effort. How do you prevent this from occurring?
A Prime and a subcontractor under one proposal cannot submit the same worksample.
The DOD WGL (weighted guidelines) for profit on R&D type work start with a 7-9% target and go up with contract terms (CPFF, etc.). Why is this work (541715 R&D Pool 6) significantly lower profit than the lowest of the WGL range?
WGL was primarily established for sole source actions. The normal ranges, R&D, or otherwise, go down significantly for Cost Plus Fixed Fee. A&AS supporting R&D does not carry the same risks as R&D efforts. Given this selection methodology a ceiling on the Fixed Fee is considered prudent.
Regarding the work samples,, what are the anticipated recency requirements? For example, must a work sample be at elast 1 yr in the past but no more than 5 yrs?
Still in work, the specifics will be in the Draft FOPR.
Do you want to encourage SB teaming? If so what evaluation criteria will encourage primes to pickup SB for participation?
Teaming arrangements are left to the contractors.
Will use of an other than SB as a major subcontractor incur a scoring penalty? This should be considered in order to not dilute the total small business environment of TMAS 2.
Teaming arrangements are left to the contractors. There will not be a penalty for using other than Small Business as a major subcontractor in accordance with Small Business regulations.
Additionally Prime Contractors must comply with the Limitation of Subcontracting.
The HTRO Scoring criteria is extremely important to the contractors determination to Prime or Sub. It is also important in the selection of teammates. Requirements for large and multiple Task Orders can be restrictive and appear to favor incumbents. Please detail the HTRO scoring criteria.
Scoring criteria will be provided within the Draf FOPR.
As the 96 TW mission continue to evolve and grow with additional support researching, deigning, installing, integrating and testing computer lab networks, developing SW tools, data collection and analysis etc… the Gov workforce continues to be constrained in having available personnel to cover all mission areas resulting in contractor teams taking on more responsibility. Has the agency considered whether an A&AS contract is still appropriate? A&AS limits contractors ability to bring material and solutions that may be needed to support this mission. has the agency considered and RDT&E contract?
We have validated that the work on TMAS 2 is A&AS, and does not require a separate RDT&E contract.
