3.0 Task Requirements.
The Contractor shall provide advice and assistance to ensure security-cleared personnel are available to provide continuous, uninterrupted support to the mission, by establishing a security process for performing initial security screening and obtaining proper clearances.
The Contractor shall provide advice and assistance to AFTC and other users with professional engineering, technical and nontechnical A&AS in the development and/or completion of technical handbooks, studies, reports, project plans, test planning documents, analyses, evaluations, recommendations, test procedures, program documentation, trip reports, briefings, minutes, schedules, metrics, etc., as required.
The Contractor shall provide advisory and assistance support onboard military test aircraft during flight test missions, as required. In general, the Contractor shall not provide support as flight crew members; The Contractor shall fly as non-crew members to conduct test objectives with prior approval in writing by the test program's designated Government Flight Representative and IAW DCMA Instruction 8210.1C and AFMC Supplement. However, with the appropriate qualifications and approval in writing by the test program's designated GFR, Contractor employees may fly as mission aircrew IAW DCMA Instruction 8210.1C and AFMC Supplement for test programs. The Contractor's workman's compensation insurance shall cover such activities. The Government will provide physiological training (altitude chamber), and may provide category 9C physical examinations (AF 1042, Medical Recommendation for Flying), and annual Federal Aviation Administration (FAA) class III flight physicals as necessary to support flight tests. If on-base facilities are not available, the Government will cover the cost of an individual’s annual FAA class III flight physical as other direct cost. The Government will provide personal equipment for the Contractor personnel required to participate in flight-testing. Personal equipment will remain property of the Government and must be surrendered upon demand.
The Contractor shall conduct independent research, development, analysis, studies, and other tasks in order to provide advice and assistance to the Government in making RDT&E decisions for this TO. Any of the areas may require SMEs to accomplish the mission. This task involves providing advice and assistance in the following TEs:
3.1 ACC 53 WG
3.1.1 36 EWS.
3.1.1.1 Operational Requirements Support.
The Contractor shall provide advice and assistance in reviewing the development of Project Management directives, operational requirement documents, and other program documents and efforts in support of EW system improvements and follow-on enhancements to aircraft countermeasures components. The Contractor shall provide advice and assistance recommending COIs and program objectives; developing proposed designs, methods, and scenarios;
recommending M&S requirements; and proposing program schedules.
3.1.1.2 MD Development Support.
The Contractor shall provide advice and assistance in the development and implementation of MD for Combat Air Forces aircraft EW and defensive systems, including radar warning receivers, ECM jammers, and ECM dispenser systems. The Contractor shall provide advice and assistance providing engineering and analysis in the following activities: developing and updating threat databases using EWIR tools; developing ground mount capabilities and planning, conducting, and reporting PCAs; designing and using computer-based tools to flag and extract threat system parametric for analyses; generating optimized EW MD software files; developing and using software simulations and EW laboratory facilities to verify and validate MD prior to fielding; and performing rapid reprogramming of fielded MD in response to adversary threat changes.
3.1.1.3 MDO Support.
The Contractor shall provide advice and assistance with technical, engineering, and analysis expertise to support the planning, execution, and reporting of MDO efforts. MDO planning support shall include: developing COIs, MOE, MOP, and mission scenarios; drafting plans;
developing MD, instrumentation and data management and analysis plans; assisting in the coordination with higher HQ and participating organizations to schedule MDO resources and activities. MDO execution support shall include: conducting briefings and debriefings; designing MDO configurations; assisting with installation of assets and instrumentation; assisting with control of assets during MDO execution; and collecting and recording data. MDO reporting support shall include: assisting in the preparation of final reports; assisting in drafting end-of-test briefings; presentation of final reports at review boards; and participating in the presentation of results briefings to higher HQ.
3.1.1.4 Data Reduction and Analysis Tool Support.
The Contractor shall advise and assist with the development of tools to support the reduction, filtering, conversion to analysis format, and analysis of data from MDOs and other activities involving EW systems. Where applicable, the Contractor shall use elements of tools already developed, such as those to reduce system TSPI files and range site activity files.
3.1.1.5 Other EW Project Support.
The Contractor shall advise and assist by supporting, as required, other EW projects. This support shall include assistance in developing aircrew mission guides, MD development and threat system documents, EW reference documents, and EW study and analysis reports. The Contractor shall assist, as required, in the production of EW project documentation in electronic media formats.
3.1.1.6 Program Activities Support.
The Contractor shall provide advice and assistance in support of working groups, technical reviews, and other group activities, such as TPWGs, PMRs, PDRs, and CDRs. The Contractor shall provide advice and assistance while attending program meetings and make recommendations on technical and functional process matters and decisions. The Contractor shall provide advice and assistance in preparing and presenting technical status briefings documenting progress, accomplishments, and problem areas affecting defined task areas.
3.1.1.7 Information Assurance Officer (IAO).
The Contractor shall advise and assist by providing IAO support with hands-on management of the unit's IA requirements. The Contractor will develop, implement, oversee, and maintain an organization program that identifies IA requirements, personnel, processes, and procedures. The Contractor shall provide A&AS in support of implementing and enforcing all AF IA policies and procedures. Ensure all users have the requisite security clearances and supervisory need-to-know authorization. Ensure all users receive IA refresher training annually. Ensure IT is operated, used, maintained, and disposed of properly and IAW the IT's C&A documentation. Ensure proper countermeasure procedures are followed. Coordinate changes or modification to hardware, software, or firmware with the wing IA office and system-level IA Manager or IAO. Report IA incidents or vulnerabilities. The contractor shall apply protective or corrective measures when an IA incident or vulnerability is discovered. Implement and maintain required IA, Communication Security, Computer Security, and Emission Security Countermeasures. The contractor shall process requests for temporary and permanent exceptions, deviations, or waivers, to IA requirements or criteria. Work with client support administrator(s) and unit security manager(s) in resolving classified message incidents. Implement changes based on customer requirements and coordinate with the Government technical approval authority. Monitor to confirm information systems are operated, maintained, and disposed of IAW DoD security directives. Conduct periodic reviews, audits and configuration control of computer hardware and software. Maintain and develop system logs and databases. The contractor will serve as a Security Specialist and security advisor, providing management of multiple security disciplines (physical, personnel, information, computer, industrial, operations, and communications security) in support of the 53d EWG's advanced and special access programs (SAPs).
3.1.1.8 Training Exercise Support.
The contractor shall provide operational, technical, and engineering services in support of USAF, Joint, and coalition training exercises worldwide. Specifically, the contractor shall assist with the planning of exercises; evaluate and assess ALIC, HARM, and EW performance as well as making recommendations on employment and integration of SEAD assets throughout the execution phase;
and participate in post exercise evaluation/lessons learned/after action reporting. Examples of these exercises and/or projects include, but are not limited to, RED FLAG-Nellis, RED FLAG- Alaska, WSEP, and JSEAD LIVEX.
3.1.1.9 Network Engineer.
The contractor shall advise and assist in the design, installation, monitoring, maintenance, support, optimization and documentation for network hardware, software, and communication links to include managing multiple projects, planning network technology roadmaps, and configuring/optimizing network services. The contractor shall advise and assist in the configuration, installation, optimization, and documentation of the network infrastructure to include routers, switches, firewalls, TACLANEs, video teleconference, authentication, and VoIP.
The contractor shall also assist in analyzing, troubleshooting and resolving network service problems in a timely and accurate manner, and provide reports, documentation, and training where required. The contractor shall advise and assist in the management of research on network products, services, and standards to maintain system currency, maintainability, efficiency and compliance, and ensure system compliance with DISA STIG requirements and support vulnerability assessments as needed. The contractor shall advise and assist in the construction, remodel, and facility maintenance activities to complete designs, plan, purchase, install, configure, maintain, and test network infrastructure. The contractor shall advise and assist in developing, implementing, and maintaining administrative authorization of network policies and procedures, as well as processes, topologies, and documentation for network management. The contractor shall advise and assist in managing network services, documentation training, physical architecture, quality control, remote access, security, service, service architecture, service records, and technical training to ensure network efficiency and compliance. The contractor shall advise and assist in providing excellent customer service onsite and remotely to resolve problems and ensure prompt service restoration and support other network-related tasks as required. The contractor shall maintain a minimum of DoD 8570 IAM Level 1 compliance.
3.1.2 68 EWS
3.1.2.1 Task Requirements.
The Contractor shall provide expert advice and assistance in support of Electronic Warfare (EW) systems programming and testing for Foreign Military Sales (FMS) customers which are supported through the Secretary of the Air Force International Affairs (SAF/IA) Electronic Combat International Security Assistance Programs (ECISAP). The Contractor shall provide test support at various test sites to include anechoic chambers and open air test ranges throughout the United States (US) and approved coalition facilities outside the continental US. The Contractor shall provide advice and assistance with program management and test director functions for all FMS cases supported. The Contractor shall provide advice and assistance in threat research, MD development and generation, and the planning, execution, and reporting of tests and evaluations.
The Contractor shall provide technical expertise and support for the distribution of mission data (MD) releasable to foreign partners via electronic methods using the Data Distribution System (DDS) and perform associated cyber security liaison (CSL) and client server administrator (CSA) tasks. The Contractor shall provide technical and analytical support for creation of and maintenance of the E-3 Electronic Support Measures (ESM) Data Base (EEDB) and supporting customer documents. The Contractor shall provide subject matter expertise for the suppression of Enemy Air Defenses (SEAD) technical, operational, and testing program advice and assistance for all allied FMS partner air forces.
3.1.2.2 EW Programming and System Support.
The Contractor shall provide expert advice and assistance to the 68 EWS engineers in determining Foreign Military Sales (FMS) customer requirements and priorities; conducting appropriate emitter research; designing and generating MD; conducting MD and EW systems testing; and coordinating with AF higher HQ, system Contractors, Systems Group (SG) and other AF or US Government organizations as required. The Contractor shall provide advice and assistance in support of electronic warfare integrated reprogramming data base (EWIRDB) and electronic intelligence (ELINT) platforms, systems, and operations. The Contractor shall provide advice and assistance to 68 EWS EW system engineers coordinating programming requirements; preparing validation and verification (V&V) test plans; and organizing and participating in MD configuration control boards (MDCCB).
3.1.2.3 Test Planning, Execution, and Reporting Support.
The Contractor shall provide expert advice and assistance planning test and evaluation (T&E) activities to include: determination of system performance requirements; development of test objectives and measures of effectiveness (MOEs); development of test methods and detailed test procedures, specification of data requirements; identification of instrumentation and test support equipment requirements; preparation of test plans and directives; development of data collection forms and logs; coordination with test support agencies and ranges, and other related T&E planning tasks. The Contactor shall provide advice and assistance to the 68 EWS test directors by interfacing with AF higher HQ, system contractors, and the SG; determining test requirements and priorities; preparing test schedules and budgets; designing test scenarios and profiles; developing COIs, MOEs, and MOPs; developing instrumentation requirements and plans; designing data collection and management plans; developing data collection forms; formulating logistics and transportation requirements; and scheduling test assets, laboratory facilities, and range facilities.
The Contractor shall provide advice and assistance to the 68 EWS project managers, system engineers, and operations analysts to ensure that data collected to satisfy COIs, MOEs, and MOPs are statistically and operationally significant, and within funding and operational considerations and constraints. The Contractor shall provide advice and assistance in coordinating system requirements with the 68 EWS EW system engineers ; preparing concept of test briefings;
organizing and participating in test plan working groups; writing draft test plans; and coordinating draft test plans with test team members, 53d Wing reviewing officials, and other participating organizations. The Contractor shall provide advice and assistance in preparing draft test plans for Government approval using current AF, ACC, 53D Wing, 68 EWS, and FMS guidelines, instructions and formats. The Contractor shall provide expert engineering advice and assistance for the execution of tests and evaluation activities to include: mission scheduling; developing GO/NO GO criteria; providing aircrew and test support personnel briefings and post-test debriefings; monitoring system operation and recording data; collating/cataloging test MD; asset control from test control facilities, collection and recording of test data, reduction of test data and preparation of written status reports on the progress of test executions for Government approval;
performing quick-look analysis to determine mission effectiveness and other tasks associated with the conduct of T&E activities. The Contractor shall provide engineering advice and assistance for the reporting of program and T&E activity data; interpretation of system performance data;
application of test results to test objectives and MOE, and other analysis support tasks. The Contractor shall assist by providing support in writing 53 WG technical reports which shall contain, but are not limited to; purpose and background of the study, approach taken to accomplish the task, results of the study, and conclusions and recommendations.
3.1.2.4 Data Reduction and Analysis, and Software Tools Support.
The Contractor shall provide expert advice and assistance with data analysis software support to include: the development and documentation of data reduction and processing software;
coordination with the Freeman Mathematics Laboratory to provide the most efficient and effective utilization of data reduction and processing resources; development of computer generated data products to include tabular and graphical information; development and implementation of data storage/retrieval capabilities, and other tasks related to data analysis software. The Contractor shall provide expert engineering analysis advice and assistance to include: the analysis of T&E activity data; interpretation of system performance data; application of test results to test objectives and MOE, and other analysis support tasks.
3.1.2.5 Other FMS EW Program Support.
The Contractor shall provide advice and assistance to the 68 EWS, when requested, with other projects associated with FMS programs to include cyber security liaison (CSL) activities. This support shall include assistance in developing aircrew handbooks for FMS EW systems, MD development and threat system documents, reference documents, and study and analysis reports.
The Contractor shall provide advice and assistance preparing deficiency reports and messages and technical status briefings documenting problem areas, progress, and accomplishments. The Contractor shall provide advice and assistance tracking action items and providing periodic updates to the lead Government engineer. The contractor shall advise and assist in preparing and presenting briefings for technical meetings and aircrew familiarization.
3.1.2.6 Program Activities Support.
The Contractor shall provide expert engineering advice and assistance to include: attending program reviews, T&E plan reviews and other technical meetings; attending 53 WG laboratory evaluations conducted in facilities such as the 46 Test Wing’s Joint Preflight Integration of Munitions and Electronic Systems and Guided Weapons Evaluation Facility; procurement of direct
T&E support items such as software programs for data analysis and hardware equipment and peripherals; and performance of technical investigation and studies. The Contractor shall provide expert assistance to the 68 EWS, when requested, with working groups, technical and programmatic interface meetings, and other program activities with AF higher HQ, system Contractors, the SG, other AF or US Government organizations, and FMS customers. During coordination and review processes, the Contractor shall support the incorporation of findings into draft plans and reports. This support shall include attending FMS program meetings and making recommendations on technical and functional process matters and decisions. The Contractor shall provide advice and assistance in support of preparing and presenting technical and programmatic status briefings, documenting progress, accomplishments, and other problem areas affecting defined task areas. The Contractor shall provide advice and assistance in writing travel reports and meeting/conference minutes.
3.1.3 16 EWS.
The Contractor shall provide advice and assistance in the following areas.
3.1.3.1 EW Test Equipment Support.
The Contractor shall provide advice and assistance with common general purpose test equipment, on-site troubleshooting and anomaly resolution for the B-52, fighter, and AP EW systems, associated special and general purpose test equipment (e.g. spectrum analyzers, oscilloscopes, and power meters) in the MD test laboratories while working hand in hand with the Government.
3.1.3.2 MD Development Support.
The Contractor shall advise and assist with MD development support for EW systems by including the iterative testing of a range of values for the variables in the MD file and establishing the best blend of variable values to provide the highest level of aircraft survivability in a combat environment. The Contractor shall support all labs on an as needed basis. The Contractor shall advise and assist the Government systems engineers that will define the actual number of iterations and parametric to be tested.
3.1.3.3 Flight and Laboratory Testing Support.
The Contractor shall advise and assist by performing laboratory testing and flight testing in support of EW suite operational upgrades and MD development. Support shall include test planning (as far as maintenance support required), test execution (programming/operations of the threat simulator and EW systems and ground testing of installed EW systems), and data reduction and analysis.
3.1.3.4 Foreign Materiel Exploitation (FME) Support.
The Contractor shall advise and assist by supporting FME efforts on EW systems (normally) once or twice per year.
3.1.3.5 CEESIM.
The Contractor shall provide advice and assistance in programming, operations, and maintenance of the CEESIM systems used for aircraft EW systems MD optimization efforts. The Contractor shall provide advice and assistance working with the EWIRDB developing threat emitters from EWIR; assisting in programming the CEESIM systems with those threats; and assisting in generating and testing the EW systems' MD files.
3.1.3.6 Program Activities Support.
The Contractor shall provide advice and assistance by participating, when requested, in working groups, technical reviews, and other group activities. This support shall include attending program meetings and making recommendations on technical and functional process matters and decisions. The Contractor shall provide advice and assistance in support of preparing and presenting technical status briefings, documenting progress, accomplishments, and problem areas affecting defined task areas.
3.1.3.7 Information Assurance Officer (IAO).

Conduct periodic reviews, audits and configuration control of computer hardware and software. Maintain and develop system logs and databases. The contractor will serve as a Security Specialist and security advisor, providing management of multiple security disciplines (physical, personnel, information, computer, industrial, operations, and communications security) in support of the 53d EWG's advanced and special access programs (SAPs).
3.1.4 F-15 Operation Flight Program Combined Test Force (OFP CTF).
The Contractor shall provide advice and assistance to OFP CTF to support fighter flight operations by effectively and efficiently managing the end-to-end developmental and operational test requirements for all F-15 software and hardware changes. The Contractor shall provide advice and assistance developing test concepts, preparing test plans, managing test execution, collecting data, analyzing data, and preparing test briefings, reports, and recommendations; providing operationally focused technical and engineering support and preparing operations analysis, TEMPs, test scenarios and profiles, instrumentation requirements and data formats, operational requirement documents, formal test plans and reports, test execution, data collection, operations analysis, and formal presentation of test results.
The Contractor shall provide advice and assistance to the security manager in managing facilities in accordance with Eglin AFB policies for OFP CTF vault areas located in buildings 60 & 64, by serving as escorts as needed; securing the vault areas in these buildings for weather conditions and security posture measures in an emergency situation on an as needed basis. There may be situations that arise where it could be an after normal work hours on an as needed basis. The Government will provide access to training and any training updates in accordance with
Government policies/procedures specific to securing buildings 60 & 64. The Contractor shall continue to comply with contract security requirements and contractor access to classified information as specified in the contract.
The OFP CTF requires all contractors providing advice and assistance support have a minimum of DoD Final SECRET clearance and some may require a DoD TOP SECRET clearance.
Additionally, some may require SCI clearances.
3.1.4.1 Test and Evaluation.
The Contractor shall provide the OFP CTF advice and assistance while conducting T&E activities to plan, execute, and report on ground and flight test missions for programs in developmental and operational test phases. Activities include document reviews, test concept development, test plan development, writing test plans and test cards to include flight test procedures, constructing and briefing test processes and mission flight briefings, test execution, test reporting, methodology development, data reduction and analysis in both developmental and operational testing phases.
The Contractor shall provide T&E advice and assistance to the OFP CTF on average per year of three (3) test programs in test planning, two (2) test programs in execution, and two (2) test programs in reporting. Test programs in execution can reasonably expect to require support for up to two (2) to three (3) missions per week per program. Test programs in planning as well as reporting both require development of technical reports, in addition to, support for technical reviews and briefings.
The OFP CTF requires operator-based experience on the F-15C/E or 4th generation fighter aircraft to adequately support a portion of these requirements.
3.1.4.2 Operational Suitability Evaluation.
The OFP CTF requires advice and assistance to plan, execute, and report on operational suitability assessments of test programs. Activities include: document review, test concept development, test plan development, writing test plans; managing preliminary technical data evaluations; deficiency reporting and tracking; planning, scheduling, and executing ground mounts to collect suitability data; identifying test-applicable maintenance events; observing and evaluating applicable maintenance events; conducting table-top reviews of preliminary technical orders (T.O.); draft Air Force Technical Order (AFTO) Form 22 (T.O. Change Form) and AFTO Form 27 (Preliminary T.O. Change Form) documents; develop and administer maintainer questionnaires for suitability test points; plan, execute and report on dedicated ground events; document and brief on observations; data collection; data entry; data analysis; test reporting and providing recommendations.
The OFP CTF requires operational suitability evaluation advice and assistance on average per year of two (2) test programs in the planning phase, two (2) test programs in the execution phase, and two (2) programs in the reporting phase. Test programs in execution can expect to require support· for observation and evaluation of operational suitability test objectives for up to three (3) to five (5) maintenance ground events per week. Assistance developing a technical report on each test program may be required.
The OPF CTF requires specific USAF maintenance-based experience on the F-15C/E platform or 4th generation fighter aircraft to adequately support this requirement.
3.1.4.3 Operational Analysis.
The OFP CTF requires advice and assistance in providing operational analysis in planning, executing, and reporting on test programs utilizing methods and procedures as defined by a Design of Experiment (DOE) techniques and other advanced test methodologies to selected projects.
Activities include applying mathematical techniques and procedures to develop and analyze statistical/probabilistic data sets; defining data requirements; developing questionnaires; data collection, reduction, entry, validation, and analysis; support test plan development, reporting and recommendations through data planning, management, and analysis.
The OFP CTF requires operational analysis advice and assistance on average per year of two (2) test program in the planning phase, two (2) test programs in the execution phase, and two (2) programs in the reporting phase. Test programs in execution can reasonably expect to require data collection and management support for up to two (2) to three (3) missions per week per program. Assistance developing a technical report on each test program may be required.
3.1.4.4 Automated Mission Support Planning.
The OFP CTF requires advice and assistance in conducting mission planning activities for test in the execution phase. Activities include: developing and preparing mission planning support utilizing the Joint Mission Planning System (JMPS), AF Mission Support System, and Portable Flight Planning System. The OFP CTF requires mission planning support advice and assistance on three (3) test programs in the execution phase. Test programs in execution can expect to require support for mission planning on average of five (5) to six (6) missions per week.
3.1.4.5 Developmental and Operational Testing (DT & OT)
The Contractor shall provide expert advice and assistance in technical, engineering and integration support in the developmental test and evaluation of all U.S. Air Force air-launched weapon systems, in both Developmental and Operational testing (DT & OT). Provide expert level support of Program Engineer and Test Engineer duties during the planning, execution, and reporting phases of each OFP CTF developmental and operational test. Assist with detailed understanding of local test organizations through recent test pilot experience in both ground and flight test processes and procedures, safety and environmental planning and execution for ground and flight test operations. Provide expert assistance with DT & OT testing within a special project arena.
Assist with unique and one-of-a-kind test platforms with access to airspace, ranges and other test facilities in order to effectively conduct ground and flight test operations.
Provide expert assistance in the areas of combined test and evaluation requirements, planning, modeling and simulation and reporting. Assist leadership in the identification of test objectives, methods of testing, test support and documentation requirements for test projects. The contractor shall provide expert assistance in highly complex efforts including analytical guidance during test design pertaining to the specification of measures of effectiveness, suitability and performance. Provide expert assistance in the analysis of capabilities of new hardware and software and the evaluation of impacts of new technology on current systems and policies. Assist in the evaluation of aerospace technology, performance improvements, and fielding schedules using recent aircraft flight test experience. Provide expert assistance in on-and off-site programmatic and technical interchange meetings with insightful and thought provoking action items which will contribute to T&E plans and briefings. Provide assistance with analysis, risk mitigations and alternatives in the DT & OT testing of F-15 and F-16 OFPs with other systems/subsystems and disciplines to ensure that the government receives a project that is functional and fully supportable for the field. Assist with expert in-depth and recent knowledge of and familiarity with aircraft systems, flight operations, security guidance, data processing software capabilities, and USAF policies to provide expert advice to OFP CTF government personnel. As needed, provide expert knowledge of recent and relevant topics to provide specific recommendations on highly technical subjects to enable informed decisions at the test team, OFP CTF, program office, and higher levels. As required, assist with subject-matter-expert-level technical briefings to internal and external audiences to provide information on highly detailed subjects multi-level security environments.
Provide expert assistance with system and software test planning, implementation, utilization and reporting necessary to effectively establish and utilize an Operationally Representative Environment (ORE) for DT & OT. Test and evaluate releases as a risk mitigation/reduction effort and to assist in eliminating issues undetected in lab testing prior to fielding release using recent aircraft flight test experience.
Assist with analyzing concerns/ problem areas identified during both DT & OT testing to determine if additional test and evaluation is needed. Work with and synthesize inputs from test engineers and program managers to provide management with technical concerns, compliance issues, risks and associated program/project issues during testing.
3.1.4.6 Scheduling Support.
The Contractor shall advise and assist the OFP CTF with detailed test scheduling using the Consolidate Scheduling Enterprise (CSE) software systems. Support includes the design, development of mission schedules, both short and long term; execution of test plans and detailed test procedures, test and system data analysis, test reporting, test management, and security assistance for classified programs. The Contractor shall provide assistance to the Operations Group, Maintenance Group, Range Group, and 53rd Wing personnel to help develop the schedule.
The schedule will incorporate specific activities to include tests, aircraft modification, regular and depot level maintenance and deployments, as well as range resources in support of tests. The Contractor shall attend recurring and special task meetings to maintain awareness of requirements and actively propose solutions/trade-offs when the government prioritizes activities. The contractor will provide assistance with inputs based on OFP CTF test resource requirements and schedules. Advising activities may include assisting government and contractor engineers to plan windows of opportunity for specific tests, recommending which aircraft receive specific modifications, advising which aircraft and associated instrumentation can accomplish specific activities and addressing issues/concerns with gaining or losing aircraft. The Contractor shall also provide assistance with coordinating the use and availability of range resources and test assets needed to support OFP CTF testing. The Contractor shall provide assistance with integrating various inputs into reports and documents for management review and approval, brief management on aircraft and resources status as requested, and participate in government led, strategic planning meetings.
3.1.4.7 Security Support.
The Contractor shall provide advice and assistance in the day-to-day security management and oversight for classified activities to include Secret Special Access Required (SAR), Top Secret, and SCI levels. The Contractor shall provide advice and assistance in the area of security support through knowledge of Department of Defense (DoD) security policies and regulations and experience in all aspects of security requirement standards. Coordinate with Government and Contractor program personnel to create a secure environment through sound security practices and policies regarding acquisition, physical, personnel and documentation security. Assist in writing and updating security classification guides related to sections of acquisition program documentation; assist in reviewing Contractor deliverables from a security perspective; assist security with evaluation of program information and hardware throughout the program lifecycle;
assist in developing system security management plans, program protection plans, security risk analyses, Operations Security plans and other security related documents; assist in preparing and presenting system security management related reports and reviews; assist in maintaining a database log that reflects receipt, storage, inventory, and disposition of classified information to include data entry, updates, and generation of reports; assist security with audits of Government classified holdings to ensure proper accountability; assist in maintaining a database log of classified visits and clearance levels; assist with inspections, inventory, logging, storage, documentation, transmittal, and internal distribution of classified information received; assist security with evaluating Contractor classified data submittals for compliance with the appropriate System Security Classification Guide (SCG); assist security with providing security evaluation and protection to areas where classified information is being stored; and assist security with developing or establishing security procedures and policies. Must be knowledgeable and have an understanding of DoD Manuals 5205.07 Volumes 1-4 (guidance for SAP management).
3.1.4.8 Program Budget/Financial Planning Management.
The Contractor shall provide advice and assistance with monitoring and reporting financial status of assigned test programs to include required earned value reporting, validating JOCAS cost reports and resolving any discrepancies or errors, resolving deferrals, and working with customers to resolve financial issues. Examples of financial issues include expiring periods of performance, funding limited to certain FYs, and coordinating funding documents with other government agencies or contracting offices for test support. Assists in performing budget and financial and cost variance analysis, obligation and expenditure forecasting, funds management, cost estimating, and development of program/budget documentation. Experienced in the operation of standardized cost models and spreadsheet applications. The Contractor shall provide quality control of the automated financial database where funds are tracked; develops and implements methodologies for tracking the different types of expenditures within the OFP CTF to assist in preparing budgets for the future; assists with performing cursory audits of program expenditures through the use of JOSR; and utilizes reports to keep abreast of all squadron program funds. The Contractor shall provide advice and assistance with program schedules, tracking, SRs, and overview of the resource management aspects of their programs such as, but not limited to: forecasting obligation and expenditure rates, tracking actual commitments, obligations, and expenditure rates, tracking funding documents through the respective financial processes and databases, developing and analyzing regular and crisis budget planning, programming, reprogramming and execution budgets for programs, clearing financial deferrals that might occur, verifying accuracy of long-line accounting codes, JON, WBS, Element of Expense Identification Code (EEIC), and available funds for all supply purchases, coordinating, consolidating and providing to Division and Branch inputs to financial SRs that may be required by the OFP CTF, Air Force Materiel Command (AFMC), and reimbursable customers, Defense Travel System (DTS) budgets, obligations and expenditures. The Contractor shall provide advice and assistance in providing financial information for the preparation, processing, reviewing, and execution of all aspects of the various funding documentation required for financial execution including (but not limited to) the following; purchase Request (PR) (AFMC Form 36), Reimbursable Order/Request for Support from Other Agencies (REO) (AFMC Form 227), Military Interdepartmental Purchase Request (MIPR) (DD Form 448), Project Order (PO) (AF Form 185), Miscellaneous Obligation/Reimbursement Document (MORD) (AF Form 406), Fund Cite Authorization (FCA)
(AF Form 616), Request for Purchase (AF Form 9), Single Line Item Requisition System Document (AF Form 1220), Other financial documents as required.
3.1.5 28th Test and Evaluation Squadron (28 TES).
The Contractor shall provide the following support to accomplish the A&AS requirements stated in this PWS, which includes the following areas in support of the 28 TES:
3.1.5.1 28 TES, Agile Combat Support Division (28 TES/D0U).
The Contractor shall advise and assist the Government in performing T&E engineering support to include engineering management, facilitating joint integrated product teams (IPTs), developing proposals in response to calls from joint community and higher HQ, document review, test concept development, cost estimation and realization, methodology development, test plan development, test execution, test reporting, data reduction and analysis, fielding recommendation and reporting as well as project SRs. The Contractor shall provide advice and assistance to the AF and Joint Chemical Biological Defense (CBD) acquisition and test structure. The Contractor shall provide advice and assistance editing, developing, staffing, publishing and delivering, on average, 18 products per year.
3.1.5.1.2 The Contractor shall provide advice and assistance in CBD testing, specializing in collective protection, to include engineering management, creation of genuine test standards and procedures, continuous test I&M as well as facilitating joint IPTs, document review, test concept development, cost estimation and realization, methodology development, test plan development, test execution, test reporting, data reduction and analysis, fielding recommendation and reporting.
The Contractor shall advise and assist the Government in the development of original proposals in response to calls from joint communities and higher HQ. In addition, the Contractor shall advise and assist the Government in operating and continuously modernizing a CBD test facility that includes a laboratory, chamber, instrumentation room and mechanical room. The Contractor shall also advise and assist with the accountability, inventory, maintenance and calibration of CBD test equipment and instrumentation. The Contractor shall maintain a comprehensive inventory of all test equipment and instrumentation. The inventory list shall be provided to the COR by the first quarter every year and include status of purchases and future equipment/ instrumentation requirements. The Contractor shall maintain a database with equipment from instrumentation, status and provide a report that prompts calibration and maintenance requirements before the items become overdue every quarter to the COR. The Contractor shall advise and assist the Government in interpreting, organizing, executing, and coordinating assignments and in the planning and developing of joint CBD projects.
3.1.5.1.3 The Contractor shall advise and assist the Government in mechanical system testing, specializing in power generation and heating, ventilation, and air conditioning, to include engineering management, document review, test concept development, cost estimation and realization, methodology development, test plan development, test execution, test reporting, data reduction and analysis, fielding recommendation and reporting. In addition, the Contractor shall advise and assist the Government in operating and continuously modernizing a CBD test facility that includes a laboratory, chamber, instrumentation room and mechanical room.
3.1.5.1.4 The Contractor shall advise and assist the Government in emergency management, mechanical systems and aircraft maintenance in performing the following types of tasks: logistics engineering, sustainment planning, engineering, operations analyses, product assurance studies and analyses to include human factors and R&M. The Contractor shall advise and assist the
Government in performing engineering management, document review, test concept development, methodology development, test plan development, test execution, test reporting, data reduction and analysis, fielding recommendation and reporting. The Contractor shall assist the Government in providing an engineering capability to ensure the operational safety, suitability and effectiveness (OSS&E) of Air Combat System systems throughout their life cycle. The Contractor shall advise and assist the 28 TES/D0U in facilitating the following aspects of testing to include: logistics support, shipping, vehicle support, test facility operations and maintenance, environmental impact statement processing, supply management, equipment purchasing, safety, operational risk management, and security. The Contractor shall provide advice and assistance services in support of maintaining the division's Hazardous Material (HAZMAT) program using the HAZMAT Management System and internal data base controls as necessary and provide a quarterly inventory to the TO COR.
3.5.1.2 The 28 TES, Air Dominance Division (28TES/D0D).
The Contractor shall provide engineering advice and assistance to the 28 TES in fighter and bomber flight operations, flight T&E, and weapons engineering and analysis.
3.5.1.2.1 The Contractor shall provide advice and assistance planning flight and ground tests, writing test plans and procedures, mission planning, test execution, data-collection and analysis, determining conclusions, and making recommendations. The 28 TES conducts approximately 80 operational tests per year and produces approximately 40 test plans/test reports per year.
3.5.1.2.2 The Contractor shall provide advice and assistance for avionics and avionics T&E activities: following test-related AF instructions to prepare and review documents including PMDs, Operational Requirements Documents, Analysis of Alternatives, TEMPs, PIDs, MOAs, test plans, test reports, and test schedules; attending TPWG meetings; developing test designs, methods, profiles, and scenarios; developing Critical Operational Issues, Measures of Effectiveness (MOE), Measures of Performance, test procedures, test objectives; and program objectives; developing test plans addressing operational effectiveness and suitability; developing data requirements, data sources, data collection methods, instrumentation requirements, and data formats; providing support for test execution by interfacing with test organizations, scheduling test resources, evaluating software, briefing and debriefing test participants, conducting missions at the Consolidated Control Facility, performing technical and operations analysis of test data, verifying analysis and storage, data management, database maintenance, problem analysis, and lost data impact assessment; preparing technical reports, tables and figures, photocopy and printed material, video photo prints and slides, report content, briefing slides and scripts; investigating, recommending, and developing methods and tools to model munitions, avionics, and pilot-vehicle interface systems; applying M&S; evaluating other test tools and techniques; and evaluating Contractor performance. Support shall include assisting in the development and production of draft test plans and reports for Government approval. Depending on the operational tempo and number of flight test missions accomplished, approximately five (5) quick-look reports may be required each month.
3.5.1.2.3 The Contractor shall provide advice and assistance applying accepted procedures in translating user requirements into system requirements; designing, developing, and evaluating weapon systems for deployment; performing technical/mission analyses of operational requirements; developing system concepts; and performing technological assessments of proposed designs.
