3.0 Task Requirements

The Contractor shall provide advice and assistance to AFTC and other users with professional engineering, technical and nontechnical A&AS in the development and/or completion of technical handbooks, studies, reports, project plans, test planning documents, automated test scripts, analyses, evaluations, recommendations, test procedures, program documentation, trip reports, briefings, minutes, schedules, metrics, etc., as required in support of the Cyberspace/C4ISR RDT&E within the larger Battlespace Arena and Kill-Chain that provides crucial information to aircraft systems.

The Contractor shall conduct independent research, development, analysis, tests, studies, and other tasks in order to provide advice and assistance to the Government in making RDT&E decisions for this Cyberspace TO. Any of the areas may require SMEs to accomplish the mission.

The Contractor shall provide advice and assistance to ensure security-cleared personnel are available to provide continuous, uninterrupted support to the mission, by establishing a security process for performing initial security screening and obtaining proper clearances. All personnel will need a secret clearance at a minimum.

The Contractor personnel shall conduct end-of-day security checks in their work areas as required.

The Contractor shall provide advice and assistance in support of Cyberspace RDT&E efforts for a multitude of programs. Contractors may work a single program or a group/family of projects.

Contractors will be assigned to integrated test teams which will comprise of representation from any of the 96CTG squadrons or organizations. Test programs fluctuate over time as programs end and others begin. Some of these programs include, but are not limited to the following:

Battle Control Systems - Fixed, Aerial Network Division Support, Joint Precision Airdrop System, Family of Airborne Terminals – Protected Military Satellite Communications (MILSATCOM), AF Joint Tactical Radio System, Joint Tactical Information Distribution System, Joint TDLs and Terminal Block Cycle Updates, Joint Range Extension Programs, Link 16 Alaska, Tactical Air Control Party (TACP) Close Air Support System, AC-130U/H Gunship Link 16 Tactical Data Networks System, and Data Links Gateways; MPEs testing includes, but is not limited to, the Global Hawk; T-38; F-35; U-2; F-16; F-15; B-1; A-10; F-22; E3/E8; B-52;

E-4B; EC-130; RC-135; B-2; Joint Mission Planning System (JMPS); JMPS Solo; Military Airlift Forces (MAF) Automated Flight Planning System (MAFPS); Consolidated Airdrop Tool (CAT) and Tanker, Airlift, Special Mission (covering HH-60, HC/MC-130, C-17, C-5, KC-10, KC-135 and all AMC variants of the C-130); Large Aircraft Infrared Countermeasures, Directional Infrared Countermeasures, Advanced Strategic and Tactical Infrared Expendables (ASTE), QF-16 Full Scale Aerial Target Test, Miniature Air Launched Decoy – Jammer, JSTARS, Joint Project Chicken Little, JSTARS, SDB II, and USAF Weapons School; National Capital Region – Integrated Air Defense Systems, Cyber Integration Division, Distributed Common Ground System (DCGS), Deliberate & Crisis Action Planning and Execution System (DCAPES), Joint Expeditionary Force Experiment (JEFX), Agile Fire, Bold Quest Exercises;

Airborne Warning and Control System (AWACS) Cockpit Upgrade; Weather System Family of programs; AOC WS, TBMCS Force Level and Unit Level Unit C2, GCCS -Joint, JMS , JADOCS, Space Fence Radar, Global C2 System Integrated Imagery and Intelligence, IWPCGCCS, NCMC-ITW/AA, N-CSDS, Enterprise Ground Service, Ground Based Strategic Deterrent, Targeting and GEOINT programs, Minute Man III Sustainment programs, Air Force Satellite Control Network, IBS, JWARN, and JEM.

3.1 General Test Support

The Contractor shall provide advice and assistance by providing RDT&E support for program/test activities through the entire acquisition life cycle from conception, emerging research and test, to fielding decisions and operations through sustainment, ultimately in support of C4ISR/Cyber systems, aircraft and inter-connected system-of-systems (SoS) across the full Battlespace Arena and Kill-Chain. This includes any field that contributes information to, is interconnected with or supports the Battlespace Arena to include, but not limited to, intelligence, avionics, space, maintenance and support or business systems. The Contractor shall provide advice and assistance in test support activities including DT&E and OT&E, assessments of early technologies and developments, as well as integration of systems, training, and post fielding.

The Contractor shall provide expert advice and scientific and technical assistance on all aspects of test programs by interfacing directly with customers. The Contractors shall provide assistance with briefings, information, technical support, budget status, requirements reviews, scheduled reviews, peer reviews of documentation, test planning, and test execution. The Contractor shall provide advice and assistance on test matters in support of internal team members and external customers. The Contractor shall provide expert recommendations to reach a near final solution to test plans, execution, analysis and reporting prior to the Government delivering final product to customers, including test data and reports. When participating in test planning, execution, analysis and reporting for assigned programs, the

Contractor test support will be a member of a combined Government/Contractor team. The Contractor shall maintain a working copy of documents available to test team personnel and shall provide review copies IAW Government directives. The Contractor may be required to provide Engineering Systems Infrastructure Management for various C4I test laboratories and facilities, electronic warfare instrumentation and facilities to include directed energy, and requires access to Eglin AFB, FL/Ranges/areas during situations and conditions where only Mission Critical personnel access is authorized. This support will require direct interface with Contractors throughout US and possibly foreign nationals IAW International Traffic in Arms Regulation (ITAR) for foreign military sales (FMS) programs. This task requires certifications per the guidance in Section 5.4 or any updates or replacement directives. The Contractor shall ensure that all personnel accessing information systems, performing computer analysis of SoS network operations, performance analysis or network engineering will maintain necessary certifications IAW the current AFMAN 33-285, DoD 8140.01-M (or updates/replacement directives) and as defined in Section 5.1. Direct and continuous communications with 96 CTG personnel are essential to achieving coordinated efforts. The Contractor shall perform Joint Security Implementation Guide (JSIG) IA Officer roles and responsibilities within Building 85, 73 and future facilities as they come on line for classified test laboratory environments as required. The following details some, but not all, of the specialty test support areas required to support C4ISR/Cybersecurity:

3.1.1 Distributive Testing.

The Contractor shall provide advice and assistance in support of a variety of distributed testing activities to include linking net-enabled systems to form integrated and interoperable SoS; tying together the expertise, facilities, and capabilities of multiple DoD, service range and test resources throughout the continental US; and assessing, integrating, and testing new capabilities.

The Contractor shall provide advice and assistance in support of testing and analysis efforts to provide decision-quality data across the acquisition cycle in order to facilitate a consistent and continuous research, development, and assessment of systems in a realistic joint mission environment. The Contractor shall provide support to meet AF requirements in the joint test environment, combining expertise and capabilities to provide a persistent combined LVC environment, in order to meet net-centric and interoperability requirements defined within DoD for joint force testing, training, and employment.

3.1.2 Datalinks

The Contractor shall advise and assist with Datalinks developmental testing (DT), researching applications, and education. The Contractor shall provide advice and assistance in the development of applications to research and analyze system performance, and extrapolate system performance of Datalinks in areas outside of standard usage. The Contractor shall investigate emerging tactical data networking technologies and provide engineering support in building a DT capability of these networks for the 96 CTG. The Contractor shall provide technical support for the development and integration of a distributed test & evaluation capability in support of AF and Joint interoperability tests. The Contractor shall provide advice and assistance in the areas of emerging tactical networking technologies and 21st century waveforms systems. The Contractor shall support analyses and development of products to assist the 96 CTG in assessment and recommendation for production and fielding of new technologies, processes, and applications for C2. The contractor shall provide advice and assistance for software test tools by modifying existing government furnished software to facilitate evolving datalinks programs or developing analysis applications. Contractor shall provide expert data links support as needed at operational sites for troubleshooting and testing systems as required; this may require travel to areas requiring danger pay and necessitate being armed.

3.1.3 ISR Technologies

The Contractor shall provide advice and assistance in support of national level technical working groups on air/land/space ISR emerging technologies including camouflage, concealment and deception countermeasures.

3.1.4 Directed Energy

The Contractor shall provide advice and assistance in support of emerging technologies in DE applications and associated T&E methods including high powered microwave systems and high energy laser systems.

3.1.5 Electronic Warfare (EW)/Electronic Combat (EC)

The Contractor shall provide expert advice and assistance specialized technical expertise areas of electronic warfare / electronic combat test events to include RF and EO / IR systems. Testing will include, but not be limited to, RWR, RF jammers, LAIRCM, self-defense flares (ASTE) test events as needed.

3.1.5.1 ASTE

ASTE support is anticipated to be on a part-time basis; ASTE test events are conducted typically twice per FY, with 12-hour mission days, for a 6-week period including weekends. The Contractor shall provide advice and assistance in support of crucial test to include flare delivery, flare loading and countermeasures system configuration on multiple tri-service aircraft platforms. Expertise in aircraft systems and ASTE integration and effectiveness is critical.

3.1.6 Cybersecurity

The Contractor shall provide expert advice and assistance in Cybersecurity, cyber resiliency, vulnerability/penetration testing and offensive/defensive Cyber capabilities. The contractor shall provide Cybersecurity advice and assistance with in-depth knowledge of aircraft and kinetic and non-kinetic weapon systems. The contractor will provide advice and assistance for support to the Agent of the Security Control Assessor (ASCA). This support will be used in the development and testing of business systems, command and control systems, aircraft and weapon systems, and systems associated with or connection to the full battlespace arena. The Contractor shall have and maintain necessary Cybersecurity certifications as required by DoD 8570.01-M and AFMAN 33-285; the Contractor shall ensure that all personnel accessing information systems have the proper and current Cybersecurity certification to perform Cybersecurity functions as defined in Section 5.4.

3.1.7 Aircraft Mission Planning Systems

The contractor shall provide advice and assistance for testing and training of USAF and FMS aircraft mission planning hardware, software, systems, applications and tools to include Aircraft Mission Planning Environment (MPE) Tests; Framework/Core Tests; Common Components;

Flight Performance Model (FPM) Tests, Platform Install (PI) Package Tests, tablet based mission planning tools and others that are developed. This support area requires aircrew experience with flight and mission planning.

3.1.8 On-board Aircraft Testing

The Contractor shall provide advisory and assistance support onboard military test aircraft during flight test missions, as required. In general, the Contractor shall not provide support as flight crew members but shall fly as non-crew members to conduct test objectives. However, with the appropriate qualifications and approval in writing by the test program's designated GFR, Contractor employees may fly as mission aircrew IAW AF Instruction 10-220 and AFMC Supplement for test programs. The Contractor's workman's compensation insurance shall cover such activities. The Government will provide physiological training (altitude chamber), and may provide category 9C physical examinations (AF 1042, Medical Recommendation for Flying), and annual Federal Aviation Administration (FAA) class III flight physicals as necessary to support flight tests. If on-base facilities are not available, the Government will cover the cost of an individual’s annual FAA class III flight physical as other direct cost. The Government will provide personal equipment for the Contractor personnel required to participate in flight-testing. Personal equipment will remain property of the Government and must be surrendered upon demand.

3.1.9 Unmanned Aerial Systems (UAS) Operation.

The contractor shall operate government owned UASes, on government ranges in support of test activities as required. If flight is required with the NAS, the contractor will provide a UAS operator with the required FAA credentials. The contractor shall follow applicable DoD and AFMC instructions/regulations in operation of the vehicles.

3.2 Cybersecurity/C4ISR Test Conduct

The primary cycle of testing is through planning, execution and reporting throughout the entire lifecycle of a system. In support of these test activities, Contractors shall maintain working documents on designated share drive, Livelink or Sharepoint sites and shall follow applicable AF/96 TW/96 CTG or other guidelines in writing/providing inputs to documents. Government will review and approve all documents.

The types of tests the 96 CTG may conduct includes, but is not limited to: system level or functional testing; standards compliance testing; integration testing; operationally relevant scenario-based testing; software and hardware performance testing; computer system and network security testing; software model validation/verification testing; Cybersecurity compliance and resiliency/penetration testing; computer systems performance measurement testing; anechoic or climatic chamber testing; system effectiveness testing; and system reliability testing.

3.2.1 Test Planning

The contractor shall provide advice and assistance in support of all RDT&E test planning across all test types and systems supported by the 96 CTG. The test planning activities that may be required, but are not limited to, are described below.

3.2.1.1 Strategic/Early RDT&E Planning

a. Communicate closely with customers on all program needs to include, but not limited to:

test requirements, funding limitations, schedule needs, DoD policy, etc.

b. Create/Provide input to ROM and SOC documents to communicate programs requirements and associated costs to customer.

c. Support initial customer interface to identify requirements, define DoD test capability to meet requirements, identify required resources, support cost estimate development by interfacing with combined team workforce, support development of required test documentation IAW DoD procedures.

d. Research and determine customer test needs. Work closely with customer and squadron test flights to determine scope of work and support necessary to develop cost estimates.

This will include researching new test methods and possibilities for brand-new technologies and capabilities.

e. Provide recommendations to management regarding data reduction, data analysis, and alternative approaches to data collection.

f. Provide input into system research and design and the impact on future testing.

g. Provide recommendations to management, test engineers, analysts, and other teammates in the assessment of the system performance requirements to testability.

h. Provide input to instrumentation requirements, test design, hardware and software requirements definition, and ability to be tested for systems under test and new/emerging capabilities and technologies.

i. Recommend system performance requirements.

j. Develop and identify test requirements, test approaches, test design and test resources for existing capabilities, new and emerging areas and areas not previously tested.

k. Provide input to system and test requirements definition and planning. Provide advice and assistance in support of required planning meetings, such as: Customer Kickoff, Team Planning, ITT, PMRs, Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Risk Management Boards, Test Approval Briefs (TABs), and required technical and cost reviews..

l. Review and provide technical input to program test documentation to include TEMPs, Capability Development Documents (CDDs), TESs, ITT and CTF charters, test process documents, test process training material and other strategic test documentation within identified test and program schedule constraints.

m. Provide strategic planning support for current and future test efforts.

n. Provide test process and/or system specific training to users and testers.

o. Provide technical advice related to testing in order to assist with financial aspects of test support to PE.

p. Provide test liaison support to acquisition program meetings and requirement working groups.

q. Brief customers on 96 TW and 96 CTG capabilities.

r. Provide input to process improvement efforts.

s. Interface and coordinate with squadron test engineers, test teams, and management, external support agencies, DoD, non DoD, foreign, and commercial customers.

t. Provide security support for 96 CTG program test requirements for collateral and non-collateral security requirements.

u. Identify and resolve programmatic issues; develop recommendations/solutions and communicate to squadron leadership.

v. Analyze test requirements using DOE and Statistical Methods to develop efficient test solutions and brief upper management on DOE program status.

3.2.1.2 Test Design and Development

a. Review developer and associated Contractor test plans,

b. Assist in the development of test objectives, test plans, automation of test scripts/scenarios as required and detailed test procedures for systems testing; assist in the development and review of data and software development requirements to include test driven development, maintenance, and testing.

c. Identify and develop test methodology, developmental and government test objectives, scope of test, test budget, test design, and instrumentation and test equipment requirements.

d. Coordinating for test facilities.

e. Develop and review test procedures, test documentation, and test process checklists, deficiency reporting execution plan, and test scheduling and resource deconfliction.

f. Evaluate system design in order to evaluate the testability and measurability of performance requirements and develop efficient and robust test methodology.

g. Provide test documentation status and updates as required (as often as weekly) to

Government team leads and upper management on work completion progress and projected timelines IAW squadron procedures.

h. Identify instrumentation and test support equipment requirements

i. Attend test related meetings to assist with and provide input to briefings, information, technical support, budget status, requirements review, schedule review, peer reviews of documentation and test planning.

j. Conduct risk management. Identify risk factors that impact test events or overall program support, such as significant schedule delays.

k. Prepare briefings for and execute Safety Review Boards to obtain 96TW/SEU safety assessment and support in test approval.

l. Conduct test systems training.

m. Research, identify and outline test cases for test execution.

n. Coordinate tests with other test facilities/groups, test support agencies, ranges and customers.

o. Provide advice and assistance in support of reviewing and updating documented test processes in policies and procedures.

p. Present required briefings relevant to assigned test projects. Briefings are to be prepared and professionally presented to address test management concerns with recommendations of alternative solutions, as applicable.

q. Develop metrics and other quality assurance measures to evaluate both the system under test and the test process use and quality.

r. Evaluate hardware and software requirements definition, evaluation of sufficiency, and ability to be tested.

s. Develop specification data requirements and developing test scripts.

t. Define hardware and software requirements definition to include recommendations for system performance requirements, development of specification data requirements, analysis of sufficiency, and ability to be tested.

u. Develop test scripts, and identify alternative approaches to data collection.

v. Develop test process documents defining the C4I systems test process, test process training material, draft test hardware/software support purchase orders, and quality assurance metrics.

w. Draft/Develop/Provide input to test plans and procedures for systems testing, MOTs and CONOPS, detailed test procedures/cards, test, test scripts, IAW flight and squadron policies and procedures (written and verbal), identified test and program schedule constraints, the 96 TW test processes (e.g., 96 TWP 99-102 Programming Engineer (PE) Guide and 96 TWP 99-103 Test Engineering (TE) Guide)

a. MOTs will go through a complete technical review board process at various levels in which Contractor support shall be required. The MOTs typically are reviewed by the Government team leads, ground and flight safety, flight management, squadron management, Test Approval Board, Technical Review Board, and group management, as applicable prior to final approval. The Contractor shall file working copies of documents on Government shared servers that are accessible to test team personnel.

x. Develop TDs before test execution. Coordinate with test engineers, 96 TW Safety Office, 96 TW Environmental, and 96 TW Logistics on required appendices and documents. Ensure all required approvals are in place before beginning test execution.

y. Develop data collection forms and logs.

z. Develop test process documents defining the Cyber and ISR systems test process and

Test Process Training Material.

3.2.1.3 Test Setup Planning

a. Provide test software development, maintenance, and testing.

b. Provide test systems hardware setup, troubleshooting, and repair.

c. Install and configure C4ISR/Cyber systems to include application of latest DoD

Cybersecurity directives.

d. Configure/re-configure hardware and software as required.

e. Develop and maintaining TE systems infrastructure and test networks to include hardware, software tools, databases, websites, spreadsheets, metrics, and special software applications. This includes setup and teardown of all equipment to conform to AF Technical Order Directives.

f. Repair, configure, and maintain hardware and software test equipment test laboratories, ranges and facilities to keep equipment in compliance with AF technical standards.

g. Provide network administration and computer hardware maintenance and configuration support for test equipment as required to supplement those tasks.

h. Verify system is operational, configured properly, and performance is according to design.

i. Provide test computer system administration.

j. Develop and maintain software for specialized data analysis and automated test tools.

k. Conduct analysis of test support requirements and recommend hardware and software solutions for upgrades to test environments

l. Support augmentation of unit network and hardware support for non-test equipment and networks on a basis of non-interference with test.

m. Conduct computer systems performance monitoring and performance prediction.

n. Support configuration management of all test artifacts to include software builds, MPEs, test documentation and developer-provided software and documentation.

o. Provide hardware and software configuration management.

p. Draft of hardware and software support purchase orders, configuration control metrics, and Quality Assurance metrics.

q. Create and maintain DOE training applications and provide training, as required.

r. Provide advice and assistance in support of software test tools by modifying existing

Government furnished software to facilitate testing of the evolving data links programs and other systems.

3.2.2 Test Execution

a. Conduct/assist/participate in test procedures, data extraction, data reduction, configuration control, and hardware setup, troubleshooting, and repair.

b. Assist and participate as test engineers as needed during test execution events.

c. Conduct test activities as requested by the Government to include, but not limited to the test types listed in section 3.2.

d. Conduct tests within the guidelines established in the Government approved test procedures, MOTs, and safety planning. Any deviation from the guidelines shall be coordinated through and approved by the Government using current procedures and processes.

e. Conduct cybersecurity compliance tests following Defense Information Systems Agency (DISA) checklists and the scripts listed in each DISA Security Technical Implementation Guide applicable to the system, and evaluate compliance and conformance with DoD, AF, National Institute of Standards and Technology, or user-generated requirements.

f. Conduct cybersecurity resiliency tests against a contested environment.

g. Generate and track Deficiency Reports (DRs) through approved processes.

h. Configure/reconfigure test network to support multiple test requirements and different test strategies that require changes or modification to infrastructure.

i. Repair, configure, and maintain hardware and software and performance monitoring instrumentation for multiple test laboratories, facilities, and ranges.

j. Update test documentation as requirements change.

3.2.3 Test Analysis and Reporting

The Contractor shall provide advice and assistance in support of test analysis and reporting for all systems. Customer will use results of analysis and reporting to determine if system remains in RDT&E or if it proceeds to fielding to be used by aircraft systems and war-fighter or other users. Customers will use results of DT&E analysis and reporting to support further research and development or acquisition steps. Customers will use results of cybersecurity testing to analyze the risk of deploying and utilizing a system. The analysis and reporting activities that may be required, but are not limited to, are described below.

3.2.3.1 Analysis

a. Conduct and support data reduction/analysis to formulate draft end of test recommendations for Government approval.

b. Provide advice and assistance in support of developing analysis applications using commercial products e.g. MATLAB, MathCAD, and JUMP.

c. Conduct data extraction and reduction from recorded files, technical analysis, and threat databases.

d. Conduct Modeling and Simulation (M&S) analysis.

e. Compare cybersecurity compliance against DoD Implementation guidelines.

f. Compare cybersecurity resiliency testing results against mission requirements.

g. Analyze data from many types of testing and resulting data to include, but not limited to the various tests types listed in section 3.2:

h. Investigate system anomalies found in analysis.

i. Determine/provide input for technical determinations of measures of lethality and effectiveness of EO/IR/MMW weapons and countermeasures.

j. Make recommendations on test conclusions for final test report development.

k. Provide inputs to final reports and presentation reporting of testing results.

l. Determine test conclusions and make associated recommendations.

m. Conduct ASCA activities as defined in the ASCA Licensing Guide.

3.2.3.2 Reporting

a. The Contractor shall provide advice and assistance in support of preparing required status and updates periodically (as often as weekly) to Government team leads and upper management on work completion progress and projected timelines to completion IAW squadron procedures.

b. Present required briefings relevant to assigned test projects. Briefings are to be prepared and professionally presented to address test management concerns with recommendations of alternative solutions, as applicable.

c. Preparing/writing/providing input for near final test reports (mid-testing and final) for report results; documents shall be in proper formats IAW AF/96CTG/squadron defined procedures.

d. Provide review and comment on both internal and external reports and test data to include input into all steps of acquisition life cycle.

e. Generate, track, dispose and manage software/hardware Deficiency Reports (DRs) in applicable databases or systems. Provide ongoing management of DRs during all test phases to include providing input for further iterations of RDT&E.

f. Test reporting support shall also include periodic reporting of test status (cost, schedule, labor/used and needed, requirements accomplished and remaining).

g. Prepare System and Software Assess and Authorize (A&A) packages for submission to the SCA Representative or to the Customer Program office for review and final SCA/AO approval.

h. Provide cybersecurity technical controls/analysis report to the Program Office for use in analyzing risk of system deployment.

i. Provide periodic reporting of test status (cost, schedule, labor used, test documentation status, requirements accomplished and remaining) periodically (as often as weekly) to Government team leads, upper management and customers on work completion progress and projected timelines to completion IAW squadron procedures.

3.3 C4ISR/Cyber Strategic Planning and Test Support

RDT&E includes all activities for the development of a new system or to expand the performance of fielded systems. The following areas are crucial to the 96 CTG’s ability to perform the test execution mission as described in section 3.2 above and support the RDT&E activities.

3.3.1 Cyberspace Test Technology Support.

CTT is one (1) of eight (8) Test Technology Areas (TTAs) established by Test Resource Management Center (TRMC) to enable oversight of emerging CTT T&E needs and Science and Technology (S&T) solutions. Execution responsibilities for TRMC TTAs are currently distributed across the three (3) Services (three (3) in the Navy, three (3) in the AF, and two (2) in the Army). The Contractor shall provide technical expertise to advise and assist the TRMC T&E/S&T PM and support the Executing Agent roles and responsibilities for the CTT effort.

The Contractor shall provide advice and assistance in support of establishment of CTT TSWG and in the development of a CTT Test Technology Roadmap. The Contractor shall work with offices in the tri-service arena but shall also work with non-DoD Government and non- Government agencies. These national cyber experts will use broad contacts and connections in furthering DoD roadmap development and test/development integration by connecting with outside (non-DoD) research labs, developing Contractors, and academic institutions that are conducting their own research and maturing technology in order to advance our capability for conducting relevant T&E of emerging cyberspace systems. The Contractor shall provide advice and assistance in support of T&E/S&T projects that will address critical DoD Cyberspace T&E needs and mitigate technology risks associated with Central Test and Evaluation Investment Program (CTEIP) projects, Service Improvement and Modernization projects, and other T&E capability investment initiatives, related to Cyberspace Testing. The Contractor shall provide advice and assistance in support of management of Cyberspace Test project execution, communicate detailed knowledge of the progress of technology development of each project within the portfolio, and participate in PDRs, CDRs, and interim progress reviews. The Contractor shall provide advice and assistance in support of building relationships with key organizations throughout the cyberspace community that are stakeholders in the development of CTT. The Contractor shall provide expert advice and assistance in support of facilitating technology transition through collaboration and technical exchange meetings with representatives from CTEIP projects, Major Range & Test Facility Base, and Services, including the Range Commanders' Council working groups. The Contractor shall be breaking new ground for all of DoD in the development of new test infrastructure, new test processes, and techniques for keeping T&E capability up to speed with rapidly-emerging cyber threats and technologies.

3.3.2 96 CTG Programmatic Customer Support.

3.3.2.1 Functional Test Management Support

The Contractor shall provide test engineering and technical support advice and assistance to the customer on an on-going basis for all phases of DT to include emerging technologies, hardware and software requirements definition, planning, instrumentation requirements and test design.

The Contractor shall provide advice and assistance in support of test requirements, test approach, and test resources to assist with financial test support to PE to meet assigned test requirements.

The Contractor shall advise and assist by attending test related meetings to assist with briefings, information, technical support, budget status, requirements reviews, schedule reviews, and peer reviews of documentation. Direct and continuous communications with other 96 CTG personnel/organizations are essential to achieving coordinated efforts between programmatic support and execution support. Contractor shall support test planning and assist/participate as test engineers as needed during test execution events.

3.3.2.2 Cybersecurity Support.

The Contractor shall provide expert Cybersecurity support to programs for developing an integrated Cybersecurity strategy, identifying the availability of test resources, and tracking risk factors to facilitate the program’s integrated Cybersecurity Assessment Strategy and readiness for Cybersecurity A&A. The Contractor shall have and maintain necessary cybersecurity certifications as required by DoD 8570.01-M and AFMAN 33-285; the Contractor shall ensure that all personnel accessing information systems have the proper and current cybersecurity certification to perform Cybersecurity functions as defined in Section 5.4.

3.3.2.3 C2 Security Control Assessor (SCA) Representative Support.

The Contractor shall provide advice and assistance in support of activities of the C2 SCA as outlined within the AF IA Platform Information Technology (PIT) Guidebook, C2 PIT C&A Process Guide, and Memorandum of Agreement between the SCA and 96 CTG/Det 1, and other applicable DoD and AF cybersecurity policy and guidance for programs identified by the SCA.

The Contractor shall provide advice and assistance in support of cybersecurity strategic planning support, cybersecurity test review, and risk analysis support. The Contractor shall provide advice and assistance in support of the review and coordination of relevant program and CT&E-related documentation, which includes test activity reports and briefings, as well as TES. The Contractor shall have IAM Level II or III cybersecurity certification IAW AFMAN 33-285, DoD 8570.01-M and any revisions as defined to perform Cybersecurity functions as defined in Section 5.4.

3.3.3 Test Project Management/Test Engineering

The Contractor shall provide test project management and technical engineering advice and assistance planning, conducting and reporting of test activities IAW the 96 TW Test Project Management Process. This assistance includes supporting, conducting, and evaluating engineering cost estimates in support of research, development, test, training and acquisition of test programs. More specific support include, but are not limited to: briefing 96 TW test capabilities, interfacing/coordinating with Test Engineers/Test Teams and TW support organizations and customers to develop test documentation, defining requirements and cost estimates based on range resources and test objectives, coordinating scheduling and funding of resources from various DoD ranges to support customers’ mission needs, tracking/validating expenditures through test completion to include maintenance of required metrics data, and assisting as a representative on master planning boards, technical program review boards, study groups, and other conferences to refine test plans and to discuss policy, management, responsibility, test methods, facilities, time-phasing, and technical capabilities. The Contractor shall provide advice and assistance with test programs IAW all 96 TW guidance and the approved test process.

3.3.4 Scientific Test Analysis Techniques.

The Contractor shall provide advice and assistance in support of analytic rigor of C4ISR/Cyber testing in STAT to demonstrate how the statistical science can be used to test efficiently and effectively; to meet customer requirements on multiple C4ISR/Cyber test programs; and to include significant improvements to existing systems or inclusion of new technologies. The Contractor shall provide advice and assistance in support of the 96 CTG test mission to include creating targeted training applications and training other STAT representatives. The Contractor shall adhere to 96 TW Policy letters, 96 CTG STAT plan, and other DoD directives, as related to STAT. The Contractor shall provide advice and assistance in support of assigned flight representative with the evaluation of utility of STAT design, documentation of findings or any contingencies involved with adhering to the associated design, and with a quantified estimate of risk-mitigation as a result of STAT design for reporting.

3.3.5 Controlled Facility/Acquisition Program Security Support.

The Contractor shall provide advice and assistance by providing controlled facility security support and acquisition program security support relating to the 96 CTG C4ISR/Cyber systems test requirements. The Contractor provide advice and assistance in designing or establishing and complying with established security procedures and policies to be IAW DoD security regulations, policies, and guidance. In addition, the Contractor shall enhance the above mentioned procedures via automated products and also assist with implementation of Force Protection and day to day emergency procedures. The Contractor shall participate and assist in Government audits and inspections to ensure proper accountability and compliance. The Contractor shall also support security training requirements and/or security related team building efforts upon approval by the authorized Government representative.

3.3.5.1 Controlled Facility Support

The Contractor shall provide advice and assistance in support of a controlled facility security.

The Contractor shall work with Government and Contractor program personnel to create a secure environment through development of sound security practices and policies regarding acquisition, physical, personnel, and documentation security. The Contractor shall provide advice and assistance with security practices, standards and regulations as well as writing and updating SCGs. The Contractor shall provide advice and assistance with acquisition security, management and support for security of the 96 CTG buildings (Primarily Bldg 85, C4ISR/Cyber Test Facility, other secondary 96 CTG buildings- 85T, 71, 73, 935, 18C, and any future buildings as required).

The Contractor shall provide advice and assistance with administrative entry control of Building 85 (or other 96 CTG building) IAW Government procedures (e.g., check identifications for proper clearance requirements, validate visit requests have been received, ensure visitors are logged in and out of the building to include proper badges, etc.). The Contractor shall provide advice and assistance maintaining a database of classified visits and clearance level. The Contractor shall provide advice and assistance in the preparation and transmission of visit certifications for Government travel to other locations. The Contractor shall implement all aspects of visitor control to the 96 CTG facility to include base installation access and foreign visitors IAW established procedures.

The Contractor shall provide advice and assistance with security inspections to include several daily walk-arounds, evaluation and protection to areas under the 96 CTG security cognizance (includes building 85, 71, 73, 85T, 18C, 935 and other 96 CTG managed buildings required to support the mission of the 96 CTG) where classified information is being stored, and arming/disarming security alarms, as required IAW established security procedures.

Entry control shall be the primary security support, which requires mandatory coverage between 0630 to 1730 Monday through Friday and other hours as dictated by mission need. When other hours (non-routine hours) are required, a minimum two (2) days’ notice shall be given by the COR. It is the Contractor’s responsibility to provide qualified manning to cover any Contractor employee absence due to planned/emergency leave.

3.3.5.2 Acquisition Program Security Support.

A Top Secret Clearance is required. The Contractor shall provide advice and assistance in acquisition Project Management and program security for collateral across the 96 CTG. The Contractor shall serve as both the Security Manager Assistant and the Special Programs Security Assistant. Project Management task include requirements definition, communication, coordination, organization, documentation, and planning expertise to address security requirements. The Contractor provide advice and assistance in the development and analysis of program security management processes, milestone planning, tracking, scheduling, security access, establishing and maintaining databases; assist in developing risk management plans and strategies; assist with destruction of classified material; assist with support of briefings and meetings as directly related to security requirements within the 96 CTG mission.

The Contractor shall provide advice and assistance in preparing security program access related documentation, transmittal and internal distribution of classified information. The Contractor shall provide advice and assistance in developing goals and objectives for the 96 CTG Security Program to include, Information, Personnel, and Industrial Security; coordinates with other organization managers and customers. The Contractor shall serve as the Special Programs Security Assistant. The Contractor shall provide advice and assistance coordinating SCI/SAP access through Base Special Security Officer, acting as focal point for security related work orders; managing facility alarm accounts; in the operation and management of facility access control systems; processing requests for computer accesses; in pre and/or post-test security documentation reviews; managing flight-line access; managing the Unit Security Education Program, and managing all aspects of Unit Operation Security Program. The Contractor shall provide advice and assistance performing entry control duties as defined in paragraph 3.3.5.1 in its entirety, as required.

The Contractor shall provide advice and assistance in security records management. The Contractor shall provide advice and assistance participating in audits of Government classified holdings to ensure proper accountability. The Contractor shall provide advice and assistance implementing unit collateral safe/vault plan to include random safe inspections. The Contractor shall be the focal point for transmitting classified to include tracking and accountability and assisting personnel in proper transmission procedures. The Contractor shall provide advice and assistance maintaining a database which reflects receipt, storage, inventory, and disposition of classified information to include data entry, updates, and generation of reports. The Contractor shall provide advice and assistance in managing and implementing classification management, and conducting inspections, security reviews, and alarm tests. The Contractor shall be the focal point for key control and managing the unit safe plan. The Contractor shall provide advice and assistance in writing and updating SCGs. The Contractor shall provide advice and assistance in evaluating Contractor classified data submittals for compliance with the appropriate SCG. The Contractor shall provide advice and assistance maintaining a database of classified visits and clearance level. The Contractor shall also provide advice and assistance with escort duties within building 85 and other 96 CTG buildings, as required.

3.3.6 Information Systems Security Manager.

A Top Secret Clearance is required. The Contractor shall provide advice and assistance to ensure the confidentiality, integrity and availability of both 96 CTG classified and unclassified information systems and data using AF approved network engineering practices, information security standards, approved industry best practices, and by employing approved new technologies. The Contractor provide advice and assistance performing initial and recurring C&As of systems or networks IAW JSIG or Intelligence Community Directive 503 at the appropriate Protection Level as directed by the appropriate cognizant approval authority. The Contractor shall advise and assist in producing, maintaining, and revising Systems Security Plans, System Profile Sheets, Certification & Accreditation packages, and other required documentation in compliance with JSIG in support of highly classified enclave networks and classified standalone systems. The Contractor shall provide advice and assistance in coordinating/managing a program to audit classified systems IAW approved policy. The Contractor shall advise and assist with the software licensing tracking activity as needed by enclave networks. The Contractor shall be 100% DoD 8570.1-M compliant and qualified and certified as a minimum a Security Plus certification (or equivalent certification). The Contractor shall ensure that all personnel accessing information systems have the proper and current cybersecurity certification to perform cybersecurity functions as defined in Section 5.4.

3.3.7 Cybersystems Technician

Contractor acts as a cybersecurity liaison, IAW AFI 33-200 Information Assurance Management, to assist with implementation and enforcement of all Air Force cybersecurity policies and procedures using the guidance within this instruction and applicable specialized (COMPUSEC, TEMPEST etc.) cybersecurity publications. Contractor acts as an information technology equipment custodian (ITEC) establishing custodial responsibility of hardware assets IAW AFMAN 33-153 IT Asset Management (ITAM). Contractor will act as a Client Support Technician (CST) with privileged user access for Information System (IS) control, monitoring, and administrative functions.

a. Ensure software, hardware, and documentation is acquired, documented, operated, used, maintained, and disposed of properly

b. Report cybersecurity incidents or vulnerabilities and initiate protective or corrective measures

c. Hardware and software configuration management, implementation and maintenance

d. Account for cyber assets, ensures all accountable assets follow tracking and labelling guidance

e. Perform, at a minimum, an annual inventory of all assets in the equipment account

f. Manage customer service requests, work orders, equipment status reporting and provides information systems setup and maintenance support for customer requirements

g. Perform required testing, troubleshooting and corrections to information systems

h. Implement required patches and updates to ensure compliance with requirements for the integrity and security of systems and equipment

The Contractor shall be 100% DoD 8570.1-M compliant, qualified, and certified. The Contractor shall ensure that all personnel accessing information systems have the proper and current cybersecurity certification to perform cybersecurity functions as defined in Section 5.4.

3.3.8 Electronic/Logistics Technician

Contractor shall support provide electronic technical support to meet 96 CTG logistics requirements for the following, but not limited…
