About this file
This is an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing on behalf of the Division of Forestry, Fire and State Lands for the Fivemile Pasture and Three Creeks Habitat Improvement and Fuels Reduction Mastication project. The project encompasses up to 2,347 acres of mechanical thinning and mastication services, with the Three Creeks component representing 544 acres located within the Dixie National Forest Cedar City Ranger District in Garfield and Iron counties. The services involve mechanically removing and shredding standing live and dead pinyon pine and juniper trees and saplings using a wheeled or tracked mechanical mulching/shredder (Bullhog). No mandatory site visit is required; however, bidders are strongly encouraged to inspect the project site to understand all general and local conditions affecting performance. The contractor must begin work as soon as possible following the prework meeting, with a firm completion deadline of April 1, 2027. The contract cannot be extended due to wildlife habitat use timing stipulations. This procurement is limited to prequalified contractors only, and award will be made to the lowest cost responsive and responsible vendor.
Pricing must be guaranteed by the vendor through project completion, with no fuel surcharges or adjustments permitted and no government-provided materials. The contractor is responsible for all materials and equipment necessary to complete the work. Performance time is critical due to the specified April 1, 2027 deadline, which reflects environmental and wildlife management requirements that preclude contract extensions. Bidders must submit proposals based on the attached site maps and project specifications, understanding that site conditions and terrain may significantly impact project costs and feasibility.
