About this file

This is an Invitation for Bid (IFB) and GIS implementation map issued by the State of Utah Division of Forestry, Fire and State Lands, in conjunction with the Dixie National Forest Cedar City Ranger District, for wildfire hazard reduction and wildlife habitat improvement services. The project involves mechanical thinning and mastication of up to 2,347 acres across the Fivemile Ridge and Three Creeks areas, specifically targeting the removal and shredding of standing live and dead pinyon pine and juniper trees and saplings using wheeled or tracked mechanical mulching/shredder equipment (Bullhog). The Fivemile Ridge component consists of 1,605 acres of mastication and 198 acres of tree spacing thinning. While a mandatory site visit is not required, bidders are strongly encouraged to inspect the project sites to understand local conditions and project requirements. Contract performance must begin as soon as possible following the prework meeting, with completion required by April 1, 2027, and no contract extensions are permitted due to wildlife habitat use timing stipulations.

This solicitation is limited to prequalified contractors only, and participation requires current status on the state's Pre-approved/Pre-qualified Vendor list. Pricing must be guaranteed through project completion, with no fuel surcharges or adjustments to be negotiated post-award. No government-provided materials will be furnished for this project. The contract is anticipated to result in a single award to the lowest cost responsive and responsible vendor. Funding is provided by the State of Utah Division of Forestry, Fire and State Lands as part of a cedar steppe and woodland restoration initiative within the Dixie National Forest.
