About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services for contract JH27-107, the Fivemile Pasture and Three Creeks Habitat Improvement and Fuels Reduction Mastication project, conducted by the State of Utah Division of Forestry, Fire and State Lands. The project involves mechanical removal and shredding of standing live and dead pinyon pine and juniper trees and saplings across up to 2,347 acres using wheeled or tracked mechanical mulching/shredding equipment (Bullhog). The contract is limited to prequalified contractors only. No mandatory site visit is required; however, bidders are strongly encouraged to inspect the site to understand all conditions affecting performance. The contractor must begin work as soon as possible after the prework meeting, with a firm completion deadline of April 1, 2027, which cannot be extended due to wildlife habitat use timing requirements. The intended awardee is identified in the accompanying award documentation and on the public site under Supporting Documentation. Award notification does not constitute a contract; only an executed Purchase Order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a binding contract.

Vendors must not begin work, purchase materials, or enter into subcontracts until the contract or PO is fully executed. No fuel surcharges or adjustments will be negotiated, and no government-provided materials are included in the project scope. The contract will be awarded to the lowest cost responsive and responsible vendor. Vendor pricing must be guaranteed through project completion. Protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance and must clearly identify the solicitation and detail the nature of the protest.
