About this file

This is a Geographic Information System (GIS) map and Invitation for Bid (IFB) document issued by the State of Utah Division of Forestry, Fire and State Lands in conjunction with the Dixie National Forest Cedar City Ranger District. The contract seeks mechanical thinning and mastication services for wildfire hazard reduction and wildlife habitat improvement across approximately 2,347 acres located in the Fivemile Ridge-Three Creeks area spanning Garfield and Iron Counties. The work encompasses two primary line items: Mastication covering 2,149 acres (1,605 acres in the Fivemile area and 544 acres in the Three Creeks area) and Tree Spacing Thinning covering 198 acres. Contractors must use wheeled or tracked mechanical mulching/shredding equipment, specifically identified as a Bullhog or equivalent. Participation is limited to prequalified contractors on the State of Utah's approved vendor list. While a mandatory site visit is not required, bidders are strongly encouraged to inspect the project site. Work must commence as soon as possible following the prework meeting and must be completed by April 1, 2027, with no contractual extensions permitted due to wildlife habitat timing requirements.

The contract will be awarded to the lowest cost responsive and responsible vendor through a single award procurement process. Contractors shall not submit requests for fuel surcharges or price adjustments during contract performance, and the State will not provide materials for the project. Vendors must guarantee their pricing through project completion. The GIS map identifies project boundaries, access routes, and relevant geographic features including multiple springs, creeks, and elevation markers ranging from approximately 7,848 to 9,537 feet. The work area encompasses portions of Dixie National Forest, Bureau of Land Management lands, private property, and State Highway corridors, with various road types and trail designations shown for contractor access planning.
