Scope of Work Summary

This Scope of Work document outlines contract requirements for the Fivemile Pasture and Three Creeks Habitat Improvement and Fuels Reduction Mastication Project, a collaborative effort between the Utah Division of Forest, Fire, and State Lands (UFFSL), U.S. Forest Service Dixie National Forest, Utah Division of Wildlife Resources, and NRCS. The project seeks services to provide wildfire hazard reduction and improved wildlife habitat through mechanical removal and shredding of standing live and dead pinyon pine and juniper trees using wheeled or tracked mechanical mulching equipment such as a Bullhog. The scope encompasses up to 2,347 total acres of mechanical thinning and mastication, divided into two line items: Line Item 1 covering 2,149 acres across Fivemile Pasture (1,605 acres) and Three Creeks (544 acres), and Line Item 2 covering 198 acres of mastication with leave trees in the Fivemile Pasture area. The project is located in Garfield and Iron counties, Utah, west and northwest of Panguitch, within Dixie National Forest boundaries. The solicitation is limited strictly to pre-qualified contractors only, with no mandatory site visit required, though bidders are strongly encouraged to inspect the site independently. Work shall commence as soon as possible following a pre-work meeting, with a firm completion deadline of April 1, 2027, which cannot be extended due to wildlife habitat timing stipulations.

Bids must be submitted on a per-acre and total cost basis, with all mobilization and operational costs included; no fuel surcharges or price adjustments will be negotiated, and no government-provided materials will be supplied. Contractor must furnish a minimum of three mobile, tracked or wheeled mechanical mulchers capable of processing trees up to 28 inches in diameter on slopes up to 35%, along with fully qualified operators. Specific operational requirements include maximum stump heights of six inches, mulch sizing not exceeding three feet in length with mulch depth capped at three inches, avoidance of soil damage through restrictions on operations during high moisture conditions, compliance with riparian buffer protections extending 150 feet from waterbodies, and adherence to sage-grouse protection protocols prohibiting noise-generating activities within 1.2 miles of active leks from February 15 to May 15. Minor change orders adjusting acreage or configuration up to 10% will be priced at the original per-acre rate, while major adjustments exceeding 10% require negotiation as amendments. Payment will be issued as a single lump-sum upon final inspection and acceptance, with partial payments available only with prior written authorization. The contractor must provide equipment that has been high-pressure washed prior to arrival and departure to prevent weed spread, designate an English-fluent on-site supervisor for daily operations, and maintain emergency transportation on-site at all times.

Line Item Specifications

Line Item 1: Mastication – Forest Service (2,149 Acres)

• Locations: Fivemile Pasture (1,605 acres) and Three Creeks (544 acres).

• Scope: All pinyon pine and junipers within designated areas will be masticated.

• Stump Height: Maximum stump height must not exceed 6 inches measured on the uphill side.

• Branch Removal: All branches below the stump cut must be severed.

• Slash Sizing: Surplus vegetation and slash must be mulched/cut so no woody piece exceeds 3 feet in length.

• Inaccessible Trees: Any trees/saplings unreachable by machinery must be removed by hand crews using chainsaws or loppers.

• Mulch Depth: Mulch depth must not exceed 3 inches. Mulch exceeding 3 inches must be spread mechanically or manually.

• Inspection: The Project Inspector will conduct tests to determine mulching uniformity.

Line Item 2: Mastication with Leave Trees – Forest Service (198 Acres)

• Location: Fivemile Pasture portion of project area.

• Leave Tree Criteria: Leave 1 to 2 trees unmasticated every 50 feet to create a soft edge around leave areas.

• Mastication Requirements: All remaining pinyon pine and junipers in this line item must adhere to the standard specifications listed in Line Item 1 (stump height ≤ 6inches, branches severed below cut, slash ≤ 3feet in length, hand removal where machinery cannot reach, and mulch depth ≤ 3inches).

Additional Treatment & Operational Specifications

1. Travel Limits: Vehicles must remain on designated travel networks unless authorized by the Project Manager.

2. Road Cleanliness: No slash or debris may be left on Forest Service Routes 30404, 33060, 30314, or 30316, or within traveled ways, ditches, grade dips, and culvert catch basins/inlets/outlets.
