About this file
This performance requirements summary outlines the key flight and academic training services required under a fixed wing flight training contract. The contractor must qualify rotary and fixed wing pilots to pass end-of-stage evaluations for C-12 aircraft qualification courses, instructor pilot certification courses, and refresher training. Minimum standards and deductions for failing to meet performance requirements are specified. Similar training requirements are established for Air Force pilots and courses include aircraft qualification, instructor pilot certification, and refresher simulation training. The related solicitation seeks proposals for fixed wing flight training services to support Fort Rucker through March 2022, with a potential 10-year ordering period. Responses are due by March 2021 under NAICS code 611512 and $30M size standard. Questions must be submitted by February 2022.

PERFORMANCE REQUIREMENTS SUMMARY (PRS)
1. General: This Performance Requirement Summary (PRS) is applicable to all contractor provided services. Services shall be inspected under the FAR 46.407 – Nonconforming Supplies or Services and clause 52.246-4 Inspection of Services – Fixed Price. The Contractors primary consideration when considering quality control as it relates to flight and academic training is to ensure that students whom are unable to meet the course standards are identified early and accurately for administration by the Government.
1.1 Required Services: The contract service requirements considered most critical to acceptable contract performance that are subject to this PRS are listed in column (1).
1.2 Performance Measure and Standard: Contract service performance requirements are listed in columns (2) and (3).
1.3 Minimum Acceptable Standard (MAS): Column (4) represents the MAS rate expressed as a percentage of students in a class which were rejected for nonconformance, by the Government before applying a deduction to the contract price. A defect is defined as one nonconforming student. When computing MAS all fractions will be rounded up to the next whole number.
1.4 Acceptable Quality Level (AQL): Column (5) outlines the percentage of performance that must meet or exceed the prescribed requirements when a deviation from the minimum standards occurs.
1.4.1 Major Nonconformance: The services listed in the PRS will be considered a major nonconformance when the number of students in a class rejected for noncompliance with the inspection criteria established for the first time End of Stage (EOS) or course flight evaluation or academic first time Criterion Test (CT) exceeds the established MAS.
1.4.2 Critical Nonconformance: The services listed in the PRS will be considered a critical nonconformance when the number of students in a class rejected for noncompliance during any subsequent reevaluation of an EOS or course flight evaluation or CT exceeds the established
MAS.
1.5 Price Deduction: Column (6) provides the per student contract deduction the appropriate Bid Schedule of Section B, by fiscal year, which shall be deducted from the monthly contract price when the MAS is exceeded for each student defect.
2. Method of Deduction
2.1 General: Deductions from the contract price are broken down into two separate groups, one for students who fail to meet the established criteria for first time EOS or course flight evaluation or academic CT, and another for those who fail to meet the established criteria for subsequent reevaluation.
2.2 Major Nonconformance Deductions: In the event the number of students in a given class which are rejected for noncompliance with the inspection criteria established for the first time EOS or course flight evaluation or academic first time CT exceeds the established MAS, the applicable deduction rate shall apply.
2.2.1 The Contractor will be given the opportunity to correct each nonconforming student at the discretion of the government. Any additional training days required by the Contractor to retrain nonconforming students will be multiplied by the applicable deduction rate to establish the total deduct from the contract price. When the MAS is exceeded, all of the defects in that class are subject to deduct (Column 6).
2.3 Critical Nonconformance Deductions: Critical Nonconformance deductions apply only to students being reevaluated on an EOS or course flight evaluation or CT which they have been previously rejected due to nonconformance. In the event the number of students in a given class being reevaluated which are rejected for nonconformance with the inspection criteria established for the first time EOS flight or course evaluation or academic first time CT exceeds the established MAS for reevaluation, the applicable deduction rate shall apply.
2.3.1 In the event a student is rejected for nonconformance following a reevaluation ALL training days as established by the associated POI for that stage of training will be multiplied by the applicable deduction rate to establish the total deduct from the contract price.
While computing deducts from contract price for flight training the government considers there to be separate stages of training. For computing deducts for academic training the government considers the “stage of training” to be defined as the academic days associated with each CT.
2.3.2 Unperformable Task: For the purposes of Nonconformance deductions an Unperformable Task is defined as a student who despite being properly administered by the Contractor does not possess the ability or aptitude to perform to EOS or course flight evaluation or CT standards.
Students whom are considered to be an Unperformable Task will not be considered as part of MAS computations for nonconformance.
2.3.2.1 Proper Student Administration: Proper student administration is defined as a student whom is administered by the Contractor IAW all applicable regulations with specific emphasis on USAACE Regulation 350-20, the applicable Flight Training Guide (FTG)/Program Of Instruction (POI), and the Instructor Pilots Handbook. Each student record in question will be subjectively evaluated by the government to establish if the student has been properly administered.
3. Noncritical tasks will be inspected under the Inspection of Services Clause.
