About this file

The document is a Data Item Description (DD Form 1664) for a Task Order Proposal (TOP), which provides detailed instructions for contractors to submit a comprehensive proposal for task order implementation. The form outlines specific requirements for preparing a TOP, including the need to provide a technical approach, milestone and delivery schedules, staffing details, potential problem identification, and an estimated cost summary.

Key preparation instructions require contractors to submit a single document consisting of a cover letter, technical approach (e.g., PowerPoint slides), and costing attachments. The proposal must identify the point of contact responsible for the task and include sections addressing labor requirements, non-labor costs, resource estimates, and various administrative considerations such as property administration, safety measures, communications procedures, and logistics support. The form is designed to help government contracting officers evaluate a contractor's proposed methodology, resources, and estimated costs for completing a specific task order.
