DEMOLITION
1. All demolished/removed material shall be disposed of at the contractor’s expense unless explicitly stated otherwise. Material shall be salvaged and provided back to the Government at the Government’s discretion.
Line Item 001:
CLEARING AND GRUBBING: UOM - SY. This task removes and disposes of all unwanted material from the surface, such as trees, brush, down timber, or other natural material, vegetative matter from underground, such as sod, stumps, roots, buried logs, or other debris. This work includes removal, haul, disposal and dump fees. Standing trees and stumps greater than 6-inch in diameter, dump fees are not included.

TREE REMOVAL: UOM – EA. This task removes and disposes of trees greater than 6-inch diameter.
This work includes removal and disposal. Marketable trees shall be cut into saleable lengths, stacked and placed in a location within JBLM as designated by the plans. Non marketable trees are to be cut into lengths no greater than 20-ft and placed in a location within JBLM as designated by the plans.

Stumps chipped to a gradation less than 6 square inches and no thicker than ½ inch can be disposed of on JBLM. Stumps not chipped will be disposed of outside of JBLM at an approved facility.

PERIMETER SAW CUT FOR AIRFIELD AND HEAVY PCC PAVEMENTS: UOM – FT-IN. This task provides full-depth saw cutting along the perimeter of the demolition limits. This task includes dust control (wet cut) and all clean-up and waste disposal.
The quantity shall be calculated as foot-inches, measured as the length of the cut in feet multiplied by the depth of the cut in inches.

INTERIOR RELIEF CUT FOR AIRFIELD AND HEAVY PCC PAVEMENTS: UOM – FT-IN. This task provides full-depth saw cutting for the interior relief cut utilizing a wheel saw. The interior relief cut shall create a minimum of a 1 ½ inch wide kerf to facilitate removal of internal demolished debris while protecting the remaining pavement along the demolition limits. This task includes dust control and all clean-up and waste disposal.
The quantity shall be calculated as foot-inches, measured as the length of the cut in feet multiplied by the depth of the cut in inches.

REMOVE GUARDRAIL & POST: UOM – LF. This task removes and disposes of guardrail & post, cable elements, hardware, including transition sections, expansion sections, and terminal sections. All holes resulting from the removal of the guardrail posts shall be backfilled with granular material in layers no more than 6 inches thick and compacted to a density similar to that of the adjacent material. This work consists of excavation, removal, haul, dump fees, backfill, and disposal.

REMOVE GUARDRAIL ANCHOR: UOM – EA. This task removes and disposes of the guardrail anchors including concrete bases, rebar, steel tubes, and any other appurtenances in the anchor assembly.
All holes resulting from the removal of the anchors shall be backfilled with granular material in layers no more than 6 inches thick and compacted to a density similar to that of the adjacent material. This work consists of excavation, removal, haul, dump fees, backfill, and disposal.

REMOVE CHAIN LINK FENCE: UOM – LF. This task removes chain link fence up to 8-ft in height and is to include removal and disposal of the fence fabric, posts, barbed wire, and associated hardware.
All holes resulting from the removal of the post shall be backfilled with granular material in layers no more than 6 inches thick and compacted to a density similar to that of the adjacent material. This work consists of excavation, removal, haul, dump fees, backfill, and disposal.

REMOVE FIRE HYDRANT: UOM – EA. This task removes a fire hydrant assembly to the auxiliary gate valve. This work includes removing the fire hydrant, shackles, tie rods, thrust block, pipe to auxiliary gate valve, haul and disposal of debris. This does not include excavation and backfill.

REMOVE UTILITY/LIGHT POLE: UOM – EA. This task removes utility and light poles. This work includes removal and disposal of the pole (buried or mounted), light fixtures, foundations, cable, and associated hand holes and hardware. All holes resulting from the removal of the pole shall be backfilled with granular material in layers no more than 6 inches thick and compacted to a density similar to that of the adjacent material. This work consists of excavation, removal, haul, dump fees, backfill, and disposal.

Line Item 0027:
SAW CUTTING ASPHALT AND PCC PAVEMENT: UOM – LF. This task provides saw cutting of asphalt and portland cement concrete pavements and sidewalks to a maximum depth of four inches.
Depths in excess of four inches shall utilize Line Item 00XX in addition to this Line Item. This task includes dust control (wet cut) and all clean-up and waste disposal.

Line Item 0028:
SAW CUTTING ASPHALT AND PCC PAVEMENT ADDITIONAL DEPTH: UOM – FT-IN.
This task shall be used concurrent with Line Item 00XX to provide for saw cutting of asphalt and portland cement concrete pavements in excess of four inches in depth. Each additional one inch of depth over one foot in length shall be counted as 1 FT-IN. This task includes dust control (wet cut) and all clean-up and waste disposal.

EARTHWORK
Line Item 0029:
ROADWAY EXCAVATION INCL. HAUL: UOM – CY. The task provides for excavating material to adjust subgrades for paving, make cuts, establish ditches, slopes and complete related work. Excavation for structures is excluded from this line item. All excavated material will be measured in the position it occupied before the excavation was performed. Clean, uncontaminated soil shall be disposed of at a designated site on JBLM. Material shall be broken into sections not exceeding 18 inches in any dimension. This work includes excavation, removal, haul, and disposal.

Line Item 0030:
SPREADING OF DISPOSED MATERIAL AT JBLM SITE: UOM – DAYS. The task provides for spreading of material disposed at a JBLM designated site. This includes mobilization, labor, and equipment necessary to evenly spread the material disposed of as part of excavating activities and a receiving area on JBLM. The material shall be spread at least weekly during excavating and hauling activities.

ASPHALT PAVEMENT EXCAVATION INCL. HAUL: UOM – CY. The task removes asphalt pavement. All excavated material will be measured in the position it occupied before the excavation was performed. This work includes excavation, removal, haul, disposal and dump fees.

MOBILIZE PAVEMENT PULVERIZING EQUIPMENT: UOM – EA. This task provides for mobilizing and demobilizing equipment for pulverizing asphalt pavement. A quantity of one shall account for the mobilization and demobilization of pulverizing equipment. The quantity shall NOT be applied to each piece of equipment.

PULVERIZE ASPHALT REMAIN IN PLACE: UOM – CY. This task pulverizes asphalt pavement no greater than 8-inch depth. The pulverized pavement layer shall be mixed with at least 1 inch of the underlying base to produce a uniformly blended, well-graded granular base material. This work includes pulverizing, excavating and loading of pulverized material, rough grading of pulverized subgrade, haul, and placement within construction limits. Quantity measurement shall be the area of pavement to be pulverized multiplied by the depth of pulverization.
The pulverized asphalt shall meet the following gradation.

PULVERIZE ASPHALT, EXCAVATE, INCL HAUL: UOM – CY. This task pulverizes asphalt pavement no greater than 8-inch depth, excavates, and hauls. This work includes pulverizing, excavating, loading, haul, disposal, and dump fees. Quantity measurement shall be the area of pavement to be pulverized multiplied by the depth of pulverization.
The pulverized asphalt shall meet the following gradation.

Line Item 0035:
GRADING AND COMPACTION (95%): UOM – SY. This task provides for grading and compaction of subgrade and base materials and other areas requiring compaction up to 95% of the theoretical maximum density, determined as required in the contract specifications. This applies to areas requiring grading and compaction following excavating and/or importing activities. It includes, but is not limited to the adjustment of subgrade and/or base for roadways, ditches, swales, parking lots, sidewalks, and curbs and gutters to the required line, grade, and cross-section as designated in the SOW. Compact material in accordance with specifications. It includes all equipment, labor, testing, disposal, and cleanup.
Compacted areas shall extend beyond the paving limits to provide for paving machine operation. The Contractor shall maintain the subgrade.
The quantity shall be calculated by summing the surface areas requiring grading and compaction subsequent to excavation and for each lift in a fill condition. Those Line Items that explicitly include grading and compaction shall not be used in combination with this Line Item.

Line Item 0036:
GRADING AND COMPACTION (100%): UOM – SY. This task provides for grading and compaction of subgrade and base materials for airfield pavements and other areas requiring compaction of 100% of the theoretical maximum density, determined as required in the contract specifications. FINISH GRADING AND ROLLING: UOM – SY. This task provides for finishing and final rolling of the top surface layer of base course, after final compaction, to the required line, grade, and cross-section as designated in the SOW. It includes surfaces to receive HMA and PCC pavement, sidewalks, and curbing.
The quantity shall be calculated as the surface areas requiring finish grading and rolling.

QUARRY SPALLS: UOM – CY. This task provides, places, and grades quarry spalls with nominal measurements of 4-inch x 8-inch in accordance with the, grades, depth, and typical cross-sections as indicated in the SOW. This work includes providing and placing quarry spalls, fine grading, haul, and disposal.
The quantity measurement shall be the volume of material to be placed.

Line Item 0041:
GRADE RANGE ROADS: UOM – SY. This task re-establishes range roads and associated ditches to the required profile and cross-section through the removal of potholes and washboard conditions and shaping the roadway to allow water to drain away from the road. This work includes, scarifying existing roadway minimum 3-inch depth, grading, and compaction to a minimum depth of 6 inches. Excavation and hauling material is not included. Overburden material is to be wasted on site.

PROVIDE CRUSHED BALLAST MATERIAL FOR RANGE ROADS: UOM – CY. This task provides and places crushed ballast material for range roads.
The quantity measurement shall be the compacted volume of provided material. Utilize Line Item 0035 for the grading and compaction of ballast material.

GRADE AND PROVIDE 4-INCH COMPACTED DEPTH OF CRUSHED SURFACING BASE
COURSE FOR PARKING LOTS: UOM – SY. This task provides, places, grades and compacts crushed surfacing base course to the required line, grade, and cross-section. This work includes scarifying existing parking lot a minimum 3-inch depth, placing the base course, grading, compacting the subgrade to a minimum depth of 6 inches and 95 percent density, compacting the base course to a minimum of 95 percent density, haul, equipment, labor disposal and cleanup.

Line Item 0044:
GOVERNMENT SUPPLIED BARROW, RECYCLED CONCRETE, OR ASPHALT: UOM – CY. This task loads, hauls, and places government supplied barrow, recycled portland cement concrete, or asphalt to the required line, grade, and cross-section The contractor is expected to provide the means and method to load and transport the material from the designated JBLM site.
The quantity measurement shall be the compacted volume of provided material. Utilize Line Item 0035 for the grading and compaction of material.

Line Item 0045:
GOVERNMENT SUPPLIED WOODCHIPS OR TOPSOIL: UOM – CY. This task hauls, places, grades and compacts government supplied woodchips or topsoil. This work includes haul, placement, and disposal. The contractor is shall provide the means and methods to load and transport the material from the designated JBLM site.

Line Item 0046:
CONTROL DENSITY FILL: UOM – CY. This task provides and places Control Density Fill (CDF).
Density Fill (CDF) or Controlled Low-Strength Material (CLSM) – CDF is a self-compacting, cementitious, flowable material requiring no subsequent vibration or tamping to achieve consolidation.
The Contractor shall provide a mix design in writing to the COR and utilize ACI 229 as a guide to develop the CDF mix design. No CDF shall be placed until the Engineer has reviewed the mix design.
CDF shall be designed to have a minimum 28-day strength of 50 psi and a maximum 28-day strength not to exceed 300 psi. The CDF consistency shall be flowable (approximate slump 3 to 10 inches).
The following testing methods shall be used by the Contractor to develop the CDF mix design:
28-day compressive strength – ASTM D 4832;
Unit weight, yield, and air content – ASTM D 6023;
Admixtures shall be used in accordance with the manufacturer’s recommendations and non-chloride accelerating admixtures may be used to accelerate the hardening of CDF. This work furnishes and places CDF, cementitious materials or admixtures, installs and removes temporary forms, and disposal of material.

Line Item 0047:
SEAL CRACKS IN HMA PAVEMENTS (1/4 – 1 inch): UOM – LF. This task seals or reseals cracks in HMA pavements ranging from ¼ inch to 1 inch in width. It provides all required crack preparation, back-up material, and sealing.

Milling shall be performed in such a manner that the underlying pavement is not torn, broken, or otherwise damaged by the milling operation. Delamination or raveling of the underlying pavement will not be construed as damage due to the Contractor’s operations. Pavement outside the limits shown damaged by the Contractor’s operations shall be repaired at the Contractor’s expense. For mainline milling operations, the equipment shall have automatic controls, with sensors for either or both sides of the equipment. The Government will provide a water source on the installation which may or may not be within the construction site. The contractor shall provide onsite water supply for grooving operation and cleanup of pavement grooves. This work includes all cleanup and disposal of debris.

Line Items 0093 to 0095:
STRUCTURE EXCAVATION: UOM – CY. This task consists of excavating natural material or man-made objects that must be removed to make way for catch basins, manholes, pipelines, conduits, utility vaults, fire hydrants, and other structures. This work includes excavation and all required trench shielding and support systems.
Trench excavation shall comply with EM 385-1-1. Anticipate Type C soils for excavation requirements.
Excavated, native soils shall be used for backfill outside of the pipe bedding zone unless otherwise specified.
Quantities shall be based on the in-place volume of material to be excavated. The trench cross-section shall be calculated using the bottom width and sides rising at a slope of 1:1. Estimated excavation volumes are used to determine fair and reasonable costs between the Government and contractor. Means and methods for excavation shall be determined by the contractor. Actual excavated volumes to complete the scope of work could be more or less than negotiated.
The following will be used to calculate the bottom width of the trench:
For pipes 12 inches or less, trench width = I.D. + 12 inches.
For pipes greater than 12 inches to 18-inches, trench width = I.D. + 30 inches.
For pipes greater than 18 inches and over, trench width = (1.5 × I.D.) + 18 inches.
