About this file
This is Bid Amendment #3 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, for Bid Solicitation #26DPP01245 T2836 regarding production print services. The amendment revises the quote submission deadline from July 7, 2026, to July 14, 2026, at 2:00 p.m. Eastern Time and modifies the bid solicitation to remove Price Line 60 (NCPDP Fact Sheet), reducing the total price lines from 128 to 127. The amendment provides revisions to three key documents: the Bid Solicitation, the State of New Jersey Security Due Diligence Third-Party Information Security Questionnaire, and the State-Supplied Price Sheet. Notably, the amendment clarifies specifications for Price Line 57 (ID Card Pre-Printed Shell) by adding an example and dimensions to the price sheet. The solicitation encompasses transactional-based high-speed laser printing and mailing services supporting multiple state agencies, including services for driver's manuals, registration forms, and other documents. The contract term is five years with options to extend for up to two additional years at the same or more favorable terms.
The amendment addresses multiple bidder questions regarding quote submission procedures, requiring all quotes to be submitted electronically through NJSTART with all required documents completed and attached. The State will not modify the price sheet at bidder request, add line items, or provide guaranteed minimum or maximum volumes for any price line. All quotes must utilize the revised State-Supplied Price Sheet and comply with information security requirements aligned with NIST Cybersecurity Framework standards. Bidders must demonstrate professional qualifications, maintain insurance coverage including professional liability of at least $2,000,000 and cyber breach insurance of at least $5,000,000 per occurrence, and conduct criminal background checks for all personnel within 30 days of contract award. Pricing must remain firm for the first contract year, with paper-only escalations permitted thereafter with proper documentation and State approval. A one percent Procurement Efficiency Program fee applies to all invoiced purchases.
