About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a Computer Room HVAC Upgrade project. The City is requesting quotes from qualified vendors for the installation of a conventional split style AC system sized for 3.5-tons to replace an existing 5-ton Libert unit. The project scope includes uninstallation and disposal of the current unit, installation of a new outdoor condenser unit, indoor air handler unit, associated refrigerant piping, and a standalone humidifier system with a capacity of 5 pounds per hour. This is designated as a sheltered bid opportunity.

The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses in the Tampa Bay Region. Proposers must describe their outreach, education, mentorship, and process changes designed to increase participation by these enterprise categories. Participation by small, veteran, minority, and women business enterprises is voluntary, and proposers will not be deemed non-responsive for submitting zero participation amounts. However, the City encourages proactive engagement with these business categories. No minimum participation level is required as a condition for contract award. For this sheltered market contract, at least 20 percent of the contracting effort, including the cost of supplies, must be self-performed by the SBE prime contractor.
