About this file

This is a Subcontractor Summary worksheet instruction document issued by the City of St. Petersburg for a sheltered bid Computer Room HVAC Upgrade project. The project involves the installation of a conventional split-style 3.5-ton AC system to replace an existing 5-ton Libert unit, including removal and disposal of the old equipment, installation of a new outdoor condenser unit, indoor air handler unit, refrigerant piping, and a standalone humidifier system with 5 pounds per hour capacity. The worksheet must be completed and submitted with all bids and requires prime contractors to identify all intended subcontractors with complete legal names, business addresses, contact information, and supervisory personnel prior to contract award. No specific response dates, bid due dates, site visits, or bidders' conferences are referenced in this instruction document.

The subcontractor worksheet permits up to 80 percent of contract work to be subcontracted for this sheltered bid project. Subcontractors cannot be changed or substituted after the prime contractor is awarded the contract and the pre-construction meeting is held, except under seven specific circumstances including failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform, substantial unsatisfactory work performance, or substantial delays to project progress. For sheltered market procurements, the prime contractor must self-perform at least 20 percent of the contracting effort including the cost of supplies. Any SBE subcontractors used to meet the SBE percentage requirement must be replaced with another SBE subcontractor if substitution becomes necessary, and requests for subcontractor changes must be submitted in writing to the Contracts Compliance Manager at Stephanie.Swinson@stpete.org.
