Solicitation Summary

This is a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure landing gear spares for aircraft, issued by DLA Aviation at Hill Air Force Base. The solicitation is a total small business set-aside with a contract number SPRHA1-26-R-1003 and solicitation due date of November 25, 2026 at 2:00 PM. The resultant single-award contract will have a 5-year base period beginning at contract award plus one 5-year option period, for a maximum total duration of 10 years. The contract minimum guarantee is $10,000,000.00 to be expended during the base 5-year period, with individual order minimums of $1,000 and maximums of $10,000,000.

The contract encompasses Depot Level Repairables (DLR), Air Force-managed consumables, and DLA-managed consumable spares for landing gear, with pricing and delivery requirements detailed in the TEP (Technical Evaluation Panel) Worksheet Attachment 1. Offerors must provide pricing for individual NSNs across multiple CLINs (4001-4008 for base period; 5001-5008 for option period) and deliver pricing annually using the Producer Price Index Series ID PCU3364133641372 for price adjustments. Critical Safety Items are designated per 252.209-7010, and offerors must comply with AS9100 quality standards. First article testing is required for designated items with testing reports required per the Technical Requirements Document (TRD). A supplemental price adjustment clause (H-001) applies specifically to forging components, allowing adjustment if actual invoiced prices exceed the escalated forging price by more than 10%, subject to a 50% ceiling cap. Progress payments are limited to costs of forged items per FAR 52.232-16 Alternate I. DLA will issue consumable delivery orders via Electronic Data Interchange (EDI); USAF and DLR orders will be issued manually on DD Form 1155. Contract administration will be handled by DLA Weapons Support at Hill AFB, and contract closeout begins 12 months before expiration with detailed inventory and forecast reporting requirements.

SPECIAL CONTRACT REQUIREMENTS

H-001 Supplemental Price Adjustment for Forgings 16 April 2026

1. PURPOSE AND PRECEDENCE

a. This clause establishes a specific cost mitigation process for the forging material component of designated landing gear parts.

It is a supplement to the general pricing structure established in the C09 ECONOMIC PRICE ADJUSTMENT - DEPARTMENT OF LABOR INDEX clause.

b. For any contract item identified as containing a forging in the TEP Worksheet, the annual index adjustment from the C09 clause shall be applied to establish the "escalated forging price" for that contract year. This H-clause then provides the sole and exclusive procedure for requesting any further price adjustment to the forging cost when the actual invoiced price exceeds the thresholds defined herein. The price adjustment procedures for the "value-added" portion of the item (labor, overhead, and profit) remain governed only by the C09 clause.

c. For contract items not containing a forging, the C09 clause shall govern the adjustment of the entire unit price.

2. FORGING COST PRICE ADJUSTMENT

a. The prime contractor may request a price adjustment on a delivery order if the actual invoiced price for a forging from a forging manufacturer is more than 10% higher than the escalated forging price that was in effect for the contract year in which the delivery order was issued. The "escalated forging price" is defined as the base forging price identified at contract award, adjusted annually by the percentage change in the applicable index identified in the C09 clause.

b. Should a forging cost increase meet the criteria in paragraph 2(a), the Government will, subject to the validation requirements in Section 3 below, pay the delta between the escalated forging price (for the contract year the delivery order was issued) and the new, actual invoiced forging price.

c. The total aggregate increases paid under this specific H-clause adjustment for any single forging component shall not exceed 50% of the escalated forging price in effect for the contract year in which the delivery order was issued.

d. Example: A delivery order is issued in Contract Year 2. The base forging price for a NIIN is $1,000. The C09 index escalation for Contract Year 2 is 3%, making the "escalated forging price" for all orders issued in that contract year $1,030. The 10% trigger for an adjustment under this H-clause is $1,133 ($1,030 x 1.10). Later, the contractor provides an invoice for a new forging cost of $1,600. The Government would pay the delta between $1,600 and $1,030, but the payment is capped. The 50% cap on this H-clause adjustment is $515 (50% of the $1,030 escalated forging price). Therefore, the Government's maximum payment would be $515.

e. Non-Precedential Nature of Adjustments. A price adjustment made under this H-clause is a one-time payment applicable only to the specific delivery order and forging procurement for which it was approved. Such an adjustment shall not modify the original base unit price or base forging cost established at contract award for the purpose of calculating future annual escalations under the C09 clause.

3. CONTRACTOR SUBMISSION AND VALIDATION REQUIREMENTS

a. To initiate a price adjustment request under this H-clause, the prime contractor must submit a formal request to the Procuring Contracting Officer (PCO) within 15 calendar days of receiving the forging manufacturer's invoice that reflects the price increase.

b. The submission package must include:

i. A copy of the initial forging price quotation or other cost data used to establish the base contract price.

ii. A copy of the recent invoice from the forging manufacturer detailing the new, higher cost.

iii. A list identifying the affected Delivery Order, CLIN, NIIN, and Part Number.

c. Informal Cost Analysis: The submission must be accompanied by an informal cost analysis performed by the prime contractor to validate the price increase. At a minimum, this analysis must:

i. Substantiate that the increase is a direct result of market volatility in raw materials or energy.

ii. Provide evidence that the price is fair and reasonable (e.g., negotiation narrative, market comparison).

iii. Include a signed statement from a contractor representative certifying that the information is accurate.

d. The Government will not consider any request for an adjustment under this H-clause that does not include the required informal cost analysis.

4. WARRANTIES

By submitting a request for supplemental price adjustment under this clause, the Contractor warrants that:

The base unit prices set forth in the contract Schedule do not include allowances or contingencies for the specific forging price fluctuations covered by this supplemental price adjustment clause.

The base unit prices set forth in the contract Schedule do not include allowances or contingencies for the specific forging price fluctuations covered by this supplemental price adjustment clause.

The base unit prices set forth in the contract Schedule do not include allowances or contingencies for the specific forging price fluctuations covered by this supplemental price adjustment clause.
