About this file
This document is a Questions and Answers (Q&A) record addressing contractor inquiries regarding a Technical Requirements Document (TRD) for a landing gear supply contract with the Defense Logistics Agency (DLA) and United States Air Force (USAF).
The contract objectives require achieving 95% On-Time Delivery (OTD) for DLA-managed consumable parts and 90% OTD for USAF-managed parts, with a phase-in period to be incorporated into the TRD. The contractor must right-size Production Lead Times (PLTs), improve purchasing behaviors to leverage the 417th Supply Chain Management Squadron's buying power, and expand the manufacturing base. Delivery Orders for DLR (Demand Logistics Readiness) parts will be issued multiple times twice annually, while DLA consumable orders will follow a separate process. Foreign Military Sales (FMS) orders will be supported on an as-needed basis with consolidation when possible. The contractor must provide real-time access to purchasing information within 90 days of contract award, with Government accountability established for MRB (Material Review Board) actions within 30 days, including day-per-day relief if timelines are exceeded. Forging die management must be completed within two years of contract award. The Government will not provide tariff relief or Buy American Act pricing relief. Progress payments will include 252.232-7004 DoD Progress Payment Rates allowing 90% payment rates for small businesses and will cover long-lead items such as raw materials, bearings, and forgings. OTD calculations, CLIN structure, proposal formatting requirements, key personnel resumes, and past performance documentation will be clarified before RFP release.

1.0 Contract Objectives
Achieve and maintain at least 95% On Time Delivery (OTD) for Defense Logistics Agency (DLA) managed consumable parts, and 90% OTD for United Stated Air Force (USAF) managed parts. In addition; right size Production Lead Times (PLTs), improve purchasing behaviors to better leverage the 417th Supply Chain Management Squadron (SCMS) buying power, and improve and expand the current manufacturing base.
Question/Comment: Highly recommend a phase-in period for OTD
- Will add phase-in language into the TRD.
4.4 Forecast Snapshot DLRS
Approximately two months prior to the bi-annual Delivery Orders (DO)’s, the contractor will be provided with a “snapshot” of the semi-annual buy requirement which is an estimate that is expected to be used for planning purposes leading up to DOs. Upon receipt of the DO, the contractor shall immediately act on forging requirements by coordinating with the corresponding subcontractors to ensure the proper billets/ingots are identified. The contractor shall purchase raw material directly from the mills or distributors for any parts that require forgings or outside processing and ensure that the raw material is properly distributed to the first subcontractor in the supply chain. The contractor shall oversee the parts through the entire manufacturing process from start to finish (from purchase of material to final delivery to the Government). The contractor shall maintain clear and open lines of communication with subcontractors throughout the manufacturing process to ensure maximum efficiency.
Question/Comment: According to 4.4, it is assumed only DLR parts will have DO’s issued twice a year? What about DLA part ordering?
- Will add in language to the TRD for DLA consumables and the ordering process.
Question/Comment: On DLR parts, will one DO be issued with multiple parts or will multiple DO’s be issued twice a year? We highly discourage one DO with multiple parts on it.
- There will be multiple delivery orders that take place twice a year.
Question/Comment: Is FMS going to be supported through this contract? If so, are FMS orders going to be issued twice a year?
- Yes, FMS will be supported and orders will be on a as needed basis. The expectation is for orders to be dropped when necessary but consolidated as much as possible.
We will add language to the TRD.
4.6.2 Procurement Activities
Real-time access to purchasing information, enabling the United States Government (USG) to track material acquisition (including forgings, and raw material), vendor performance, and potential supply chain risks.
Question/Comment: This would need a phase-in period as well.
Ramp up language was added to 1.0 where there will be 90 days given, held to the same standard.
- Forging Die Condition and Location
5.6 Forging Die Management
Upon award of the contract IAW para. 5.6 of this TRD, the contractor shall locate and determine the condition of all forging dies. The location and condition shall be proactively monitored to ensure that die refurbishments do not create delays in the ordering process.
Delays due to die refurbishment will not be considered cause for OTD metric relief.
Question/Comment: It is recognized there is a CLIN for forging maintenance, but is the government going to issue DO’s for die refurbishments/new dies without a DO being issued to the Prime for the specific part? Reference 5.6 of the TRD where Prime’s are instructed to ensure dies are ready prior to being ordered.
- No, the Gov will not issue a DO for only die refurbishment/new dies. With the new buying structure, the die refurbishments will be identified, and it is the contractor’s responsibility to be prepared for upcoming workload as stated in 5.6.
Question/Comment: In accordance with 5.6 of the TRD this is supposed to be accomplished within the first year period, based on our experience this is going to be highly unattainable. This would need to have a phase-in period as well.
- After discussion, two years will be given and language has been updated in TRD.
Question/Comment: Is a Forging Mitigation Cost Provision going to be incorporated into the contract?
- The pricing methodology will allow for all prices to be adjusted annually to match actual marketplace escalation. We believe this BLS landing gear industry index will account for variation in forging material cost variances.
Question/Comment: If the government is unable to immediately fund a forging die refurb/new die, will there be relief on PLT’s?
- A forecast will be given so this potential risk should be built into the overall price.
But if the government can’t buy the part, then it’s not purchasable and relief will be given.
6.1.2 Exception for Source Control Drawings
The Prime Contractor shall not be the approved source for any NSNs on a source control or specification control drawing that lists specific approved sources on the drawing. To become the approved source for a source or specification control NSN, the Prime Contractor or suitable subcontractor must satisfy the source control drawing specific qualification requirements and become approved by the Government engineering authority.
Question/Comment: Is the government going to provide a list of CLIN’s which are source/spec controlled drawings?
- All drawings needed to bid will be provided. And if a part has subcomponents where the parts are spec controlled, the data should be in the TDP.
Question/Comment: It is assumed CLIN 4006 Study/Services is what can be exercised to pay for qualification requirements on these drawings?
- This is the CLIN for forging maintenance and will be relabeled.
Question/Comment: Some Source/Spec Control drawings do not have complete data to manufacture and qualify new sources; therefore, regardless of CLIN 4006 we could not qualify new suppliers. If all data is not available, is the government wanting the Prime to utilize this CLIN to support reverse Engineering? PLT’s would have to be adjusted once exercising CLIN 4006.
- This is the CLIN for forging maintenance and will be relabeled.
6.11.1 MRB Actions
Notification of all MRB actions will be provided to the Government for review and decision.
DD Form 1694 documentation shall be provided in a timely manner to the Administrative Contracting Officer (ACO), with an informational copy to the PCO. A Government managed electronic workflow system may be required to submit MRB actions rather than via email. If a workflow system is required, the contractor will be required to gain access. Guidelines for preparing Form DD 1694 is found within the form. Additional guidance is found in MIL- HDBK-61A and ANSI/EIA-649. Both Class I and Class II variances must be submitted for review. Each submission must include a disposition recommendation including a justification by the Principal Engineer demonstrating why the waiver is acceptable, historical information on disposition of similar waivers on this contract, and specific recommendations for updates to the technical data when applicable. If the request involves a change that would impact the stress margin of safety, the contractor must calculate the impact to the margin of safety by performing a calculation using the stress manuals, which will be provided by the Government. The contractor must provide all documentation for the calculation including references to the stress manuals, the step-by-step calculation, the original margin of safety, and the new margin of safety. The ACO will then forward the documentation to the appropriate Government engineer. Support documentation shall be provided at the time of submission. The contractors and the Government will establish a timely process to ensure that impacts to delivery are minimized. However, submission of a waiver does not relieve the contractor of their obligation to meet the delivery schedule requirement.
Question/Comment: Contractor will need relief if the government takes more than 30 days to answer.
- The Government will be held accountable to meet timeline or relief will be given. If the Government doesn’t meet the 30 days, then it will be a day per day Government caused delay on the metric. So, there will be a day per day relief until a response is given and we will build a tracking system.
9.0 Metrics and Reconciliation
OTD Definition here. Performance will be tracked for all deliveries on the contract.
Performance measures, incentives and disincentives will differ based on Air Force DLR orders and DLA Consumable orders. The LG-CSCI2 contractor performance measurement shall be developed using the contractors proposed Production Lead Time (PLT), total Contract Line Item Number (CLIN) quantity, total quantity delivered at proposed PLT, and actual days to delivery completion.
Question/Comment: Are the OTD calculations going to fall in line with the new requirements coming out of 417th?
- OTD will be clearly defined in section 9.0 in the TRD.
Additional Clarifications
Question/Comment: Should CLIN 4006 read “To Be Negotiated” in lieu of “Not Separately Priced”?
- This is the CLIN for forging maintenance and will be relabeled.
Question/Comment: Section J. FAR 52.23216 Progress Payments and Alternate I reads “Progress Payments will be limited to the costs of forged items.” This should read “long lead items such as raw material, bearings, and forgings.” All of these items may have lead times of 50-90 weeks. Also, recommend adding 252.232-7004 DoD Progress Payment Rates allowing the SB to invoice up to 90%.
- Yes, we intend to include 252.232-7004 which allows a 90% progress payment rate for small businesses.
Question/Comment: Is there relief from tariffs on pricing because the Prime has no control over it? Suggest a separate CLIN in case there are problems in the future.
- There will be no tariff relief.
Question/Comment: With the Buy American Act changing to 25% in 2028 there is reason for concern costs would be impacted. With material having to be produced and procured in America, it will be more expensive than sourcing from other approved BAA countries. The parts impacted most would be DLA consumables. Would the government allow relief on pricing if this has an impact?
- The government will not allow relief on pricing regarding the Buy American Act.
Question/Comment: Please provide SPI’s with the TDP’s.
- SPIs are in process and will be available by RFP release.
Question/Comment: There appears to be a disconnect between instructions regarding TEP to offerors in Section L, evaluation in Section M, the TRD. TRD contains requests for KPs, Engineering support and management, which are labor focused tasks. However, the TEP is described in 4.3 of Section L as containing FFPs for NSN line items only. Request clarification on CLIN structure and pricing instructions for Engineering and management tasks.
- All the TRD requirements are to support the purchase of the parts so whatever effort those parts entail (i.e. engineering support and management) should be included in your proposal prices.
Question/Comment: 6.3 of TRD Attachment 2 (TRD) and Attachment 4 (Section M) don’t align. Attachment 2 lists key personnel in section 6.3.1 - 6.3.4 and Attachment 4 refers to
7.3.1 - 7.3.4 of TRD for key personnel.
- This will be reviewed and updated before RFP release.
Question/Comment: 2.17 of Section L. Please specify proposal font type, size, and maximum Page size. Example - Print should be no smaller than a font size of 12 and should be on 8 1/2 x 11-inch paper. Charts, graphs or spreadsheets may be on fold-out pages but must fold within the page size specified and will count as one page. For graphics, figures and tables, the font may be as low as 8pt.
- This will be reviewed and updated before RFP release.
Question/Comment: 3.5.1 of Section L states - Submit an engineering plan detailing how the offeror will meet all requirements of TRD section 7.0. The Engineering plan and program level quality escape management plan are not listed in the Attachment 5CDRLs. Is there a prescribed Data Item, Description (DID) format that Government is looking for? Should this point to Section 6.0?
- The engineering plan is to be created by offeror and is submitted with RFP. And yes, it should be 6.0 and has been updated.
Question/Comment: 3.5.1.1 of ITO/L Does the government require we submit a resume for each member of the Engineering Team (TRD 6.3.2)?
- Yes, the intent is for you to submit a resume for each engineer member.
Question/Comment: 5.4 of Section L. Does the Government want it limited to 10 or 15?
Recent (as defined in Section M paragraph 4.3.1) and Relevant (as defined in Section M paragraph 4.4 and table 5) Contracts –Submit information in accordance with (Attachment 13, PPIS) for a maximum of 15 recent and relevant contracts from the team. The offeror is encouraged to submit PPISs for the prime and each subcontractor performing major or critical aspects of the requirement. In no case shall a team submit more than 10 total PPISs.
- We will change the maximum of 15 recent and relevant contracts to 10. Updated to Table 4.
Question/Comment: 5.5 of Section L. Why is the "Completed Team Roles & Responsibilities Worksheet" in the past performance section?
- If there are subcontractors involved in satisfying the technical requirement in any way we need this filled out so we can also evaluate subcontractor roles and responsibilities and assess their past performance. You can also reference FAR mandatory procedures in section 3.1.6.
Question/Comment: 6.11 of Section L. Why is the SCRM plan submitted with the Contract Documentation Volume and not Technical? It does not appear to be evaluated in Section M (Section 6).
- The SCRM plan will not be evaluated as part of the technical trade off, but it will be reviewed for completeness and compliance with the TRD.
