About this file
This is a Qualification by Similarity form (CAT II IAW AFMCI23-113) used by 417 SCMS/GUEA to evaluate whether a manufacturer's part can be qualified based on comparison to a similar previously-qualified item, rather than requiring full qualification testing.
The form requires manufacturers to provide detailed critical characteristics comparisons between a proposed qualification item and a previously-delivered similar item, including manufacturer name, FSCM code, part numbers, and contract delivery information. Key evaluation areas include item material composition and hardness specifications, forging or casting source documentation, welding procedures, and machining operations such as threads, internal bore tolerances, perpendicularity, and surface finishes. Manufacturers must document whether specific processes are performed in-house or by sub-vendors and provide certifications for critical processes including fluorescent magnetic particle inspection (FMPI), fluorescent penetrant inspection (FPI), grinding, temper-etch, shot peening, plating operations (cadmium, chrome, nickel, zinc-nickel), HVOF coating and grinding, anodizing, and safety-critical thread processing. The form also requires assessment of facilities compliance with MIL-I-45208 quality program standards and logistics capability to plan, assemble, test, and deliver assembled items on schedule. The document emphasizes that qualification by similarity is not guaranteed even with complete block completion, and 417 SCMS/GUEA retains the right to require prequalification articles from offerors and final determination authority, with the critical characteristics list subject to change based on failures or other circumstances.

Qualification Waiver Criteria of Part Number:
Qualification by similarity is not guaranteed, even if every block is completed. 417 SCMS/GUEA has reserved the right to require a prequalification article from every offeror and the right to have final determination of prequalification article approval. If the prequalification article is not found acceptable, the vendor will not be added to the 761 as an approved source. In addition, this critical characteristics list may change at any time, due to failures or other circumstances.
