Questions and Answers 07_22_15
Question 1: How do we quote different prices for each location?
Answer 1: The contractor should be able to calculate one price to support all four (4) shipyards. It is the contractor’s responsibility to figure out the cost involved for the various shipyards.
Question 2: Are there F/S numbers for CLIN family 0028?
Answer 2: There are no specific F/S numbers for CLIN 0028. Vendors are to indicate the color(s) they can provide in the "Vendor Comments" column of the spreadsheets (the spreadsheets to be included in Volume I and Volume II). Remember, no pricing information is to be referenced in the spreadsheet included in Volume I.
Question 3: If we are not able to submit a bid on all SubCLINs under a general CLIN, will our whole proposal be considered unacceptable?
Answer 3: The solicitation states the following:
"The Government reserves the right to issue more than one contract resulting from the solicitation. A determination to make split awards will be based on the non-price factors and prices proposed on the 215 line items in the solicitation if determined to be in the best interest of the Government. In the interest of facilitating efficient contract administration, offerors shall select, at a minimum, nine (9) CLINs to include in their proposal. Offerors must propose on all SubCLINs within the individual CLINs for which they have chosen to submit an offer. The Government may reject the proposal as non-responsive if a minimum of nine (9) CLINs are not included in the proposal and/or a proposed CLIN is not completed in its entirety. "
If a contractor cannot provide a bid for all SubCLINs under a specific CLIN, they should not bid on the CLIN. A single CLIN will not be divided or awarded to multiple contractors. Therefore, the contractor shall ensure they can support all items under a specific CLIN.
To clarify, a CLIN is the overall identifier and general description of the group (i.e. 0001, 0002, 0003, etc.) and the SubCLINs are identified with letters following the CLIN number (i.e. 0001AA, 0001AB, 0002AA, etc.).
