A. Certain information relating to existing surface and subsurface conditions and structures is available to bidders but will not be part of Contract Documents, as follows:

C. Geotechnical Report: Entitled Geotechnical Exploration Report, dated January 25, 2021.

2. This report, by its nature, cannot reveal all conditions that exist on the site. C. PROJECT INFORMATION
1. Project Identification: Storage Building at Sisters Ranger District Compound and related site improvements.
2. Project Location: US-20 & S Pine St, Sisters, OR 97759
D. WORK COVERED BY CONTRACT DOCUMENTS
1. The Work of Project is defined by the Contract Documents and consists of the following:
a. Storage Facility: Construction components include, but are not limited to, excava-tion of soils at foundations; 4,949 gsf wood-framed, 1-story building; fiber cement siding; composite roofing; HVAC, plumbing and electrical systems. The building will include (8) individual storage units, four (4) individual heated ABA restrooms/shower rooms, and a heated combined workshop. This phase will include: the installation of an overhead water tanker fill station; relocation of the existing paint storage facility and hazmat building; and related site work.
2. Reference all contract documents for all other Work to be completed as a part of this con-tract.
E. GOVERNMENT-FURNISHED/CONTRACTOR-INSTALLED (GFCI) PRODUCTS
1. Government's Responsibilities: Government will furnish products indicated and perform the following, as applicable:
a. Provide to Contractor Government-reviewed Product Data, Shop Drawings, and
Samples.
b. Provide for delivery of Government-furnished products to Project site.
c. Upon delivery, inspect, with Contractor present, delivered items.
1) If Government-furnished products are damaged, defective, or missing, arrange for replacement.
d. Obtain manufacturer's inspections, service, and warranties.
e. Inform Contractor of earliest available delivery date for Government-furnished products.
2. Contractor's Responsibilities: The Work includes the following, as applicable:
a. Designate delivery dates of Government-furnished products in Contractor's construction schedule, utilizing Government-furnished earliest available delivery dates.
b. Review Government-reviewed Product Data, Shop Drawings, and Samples, noting discrepancies and other issues in providing for Government-furnished products in the Work.
c. Receive, unload, handle, store, protect, and install Government-furnished products.
d. Make building services connections for Government-furnished products.

F. CONTRACTOR'S USE OF SITE AND PREMISES
1. Use of Site: Limit use of Project site to Work in areas within the Contract limits indicated.
Do not disturb portions of Project site beyond areas in which the Work is indicated.
a. Driveways, Walkways, and Entrances: Keep driveways and entrances serving prem-ises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or for storage of materials.
2. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations.
G. COORDINATION WITH OCCUPANTS
1. Full Government Occupancy: Government will occupy site and existing adjacent buildings during entire construction period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government and public usage. Perform the Work so as not to interfere with Government day-to-day operations. Maintain existing exits, unless otherwise indicated.
H. WORK RESTRICTIONS
1. Work Restrictions, General: Comply with restrictions on construction operations.
a. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
2. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:30 a.m. to 5:00 p.m., Monday through Friday, unless otherwise indicated.
3. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after providing temporary utility services according to requirements indicated:
a. Notify Government not less than three days in advance of proposed utility interruptions.
b. Obtain Government's written permission before proceeding with utility interruptions.
I. SPECIFICATION AND DRAWING CONVENTIONS

3. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:

1.01 CONTRACT CONDITIONS
A. Work of this Section is bound by the General Conditions, Supplementary Conditions, and Division 1 bound herewith in addition to this Specification and accompanying Drawings.

A. Provide survey work by an Oregon State registered land surveyor for the execution of Project.

1.04 QUALITY CONTROL
A. Before starting work, the Contractor shall locate all general reference points. The Contractor shall employ a registered surveyor (licensed by the State of Oregon) to perform such work.
The Contractor shall take such steps as are necessary to prevent the dislocation or destruction of the reference points, and shall be responsible for the accuracy of the site and building layout and elevations for the work.
1.05 SURVEY REFERENCE POINTS
A. Existing Points: See Drawings.
1. Locate existing points prior to starting site work, and preserve during construction.
2. Make no Changes to existing points without Owner and Architect approval.
3. Notify Owner and Architect when any point is lost, destroyed or requires relocation.
1.06 PROJECT LAYOUT
A. Establish existing control points.
B. Record benchmark locations with horizontal and vertical dimensions on Project Record

IDENTIFICATION SYSTEMS
PART 1 - GENERAL
1.01 GENERAL REQUIREMENTS
A. The location of all new and disturbed existing below-grade, buried utility lines shall be marked in accordance with this section.
1.02 SUBMITTALS
A. Comply with Section 01 3300. Submit site plan showing proposed location of utility line markers, as well as size and type of brass plate with proposed markings.

SECTION 01 19 00
UTILITY LOCATION REQUIREMENTS
PART 1 GENERAL
1.01 DESCRIPTION
A. Upon notification from any of the public agencies or utilities that the Contractor has caused damage to any facility, equipment or installation of the agency, and the Contractor failed to request a utility locate service from said utility at least two (2) normal business days prior to the damage, or if the locate service was properly requested and the damage was not caused by an error in the locate service, the Owner will withhold from forthcoming or accrued Contract payment, including advances, a sum sufficient to protect the agency of utility from loss.
B. Upon receipt of a release of claim by the notifying utility or upon judgment of a court having jurisdiction in the matter and having established that the contractor is liable for a lesser amount or is not liable for a lesser amount or is not liable for the damage, the Owner will release the excess funds to the Contractor. Funds withheld pursuant to this provision shall not bear interest. Upon receipt of satisfactory evidence against the Contractor in a court of competent jurisdiction within sixty (60) days after discovery of the damage, the Owner shall release the funds withheld pursuant to this provision.
1.02 PROTECTION OF UTILITIES
A. Any pipes or other utilities encountered in the excavation shall be shored up and cared for by the Contractor as to leave them in a proper working condition until such times as the Owner shall determine what shall be done with them.
B. Any utilities mislocated or inadequately located by the appropriate utility company which is damaged by the contractor shall not constitute reimbursement or time extension to the Contractor from the Owner for repair(s) of work that the Contractor performs.
C. No underground utility or structures shall be backfilled until they are inspected and approved by the Owner. The Contractor shall give the Owner twenty-four (24) hours notice of his intention to backfill or cover his work. Any work covered up without approval or proper required inspection shall, upon request of the Owner, be uncovered for inspection at the expense of the Contractor.
If the law or ordinance of any public authority requires any work to be tested, approved, or inspected, the Contractor shall arrange an appointment and a fixed date for such inspection.

1.04 APPLICATIONS FOR PROGRESS PAYMENTS
A. Payment Period: Submit at intervals stipulated in the Agreement.
B. Electronic media printout including equivalent information will be considered in lieu of standard form specified; submit sample to Contracting Officer for approval.

1.05 MODIFICATION PROCEDURES
A. Submit name of the individual authorized to receive change documents and who will be responsible for informing others in Contractor's employ or subcontractors of changes to Contract Documents.
B. For minor changes not involving an adjustment to the Contract Sum or Contract Time, Contracting Officer will issue instructions directly to Contractor.
C. For other required changes, Contracting Officer will issue a signed document instructing Contractor to proceed with the change, for subsequent inclusion in a Change Order.
1. The document will describe the required changes and will designate method of determining any change in Contract Sum or Contract Time.
2. Promptly execute the change.
D. For changes for which advance pricing is desired, Contracting Officer will issue a document that includes a detailed description of a proposed change with supplementary or revised drawings and specifications, a change in Contract Time for executing the change with a stipulation of any overtime work required and the period of time during which the requested price will be considered valid. Contractor shall prepare and submit a fixed price quotation within 10 days.
E. Contractor may propose a change by submitting a request for change to Contracting Officer describing the proposed change and its full effect on the work, with a statement describing the reason for the change and the effect on the Contract Sum and Contract Time with full documentation. Document and requested substitutions in accordance with Section 01 60 00.
F. Computation of Change in Contract Amount: As specified in the Agreement and Conditions of the Contract.

1. On request, provide the following data:

H. Execution of Change Orders: Contracting Officer will issue Change Orders for signatures of parties as provided in the Conditions of the Contract.
I. After execution of Change Order, promptly revise Schedule of Values and Application for
Payment forms to record each authorized Change Order as a separate line item and adjust the Contract Sum.
J. Promptly revise progress schedules to reflect any change in Contract Time, revise sub-schedules to adjust times for other items of work affected by the change, and resubmit.
K. Promptly enter changes in Project Record Documents.
1.06 APPLICATION FOR FINAL PAYMENT
A. Prepare Application for Final Payment as specified for progress payments, identifying total adjusted Contract Sum, previous payments, and sum remaining due.
B. Application for Final Payment will not be considered until the following have been accomplished:
1. All closeout procedures specified in Section 01 70 00.

SUBSTITUTION PROCEDURES
PART 1 - GENERAL
1.01 SUMMARY
A. Section includes administrative and procedural requirements for substitutions.
B. Related Requirements:
1. Section 01 60 00 "Product Requirements" for requirements for submitting comparable product submittals for products by listed manufacturers.
C. DEFINITIONS
1. Substitutions: Changes in products, materials, equipment, and methods of construction from those required by the Contract Documents and proposed by Contractor.
a. Substitutions for Cause: Changes proposed by Contractor that are required due to changed Project conditions, such as unavailability of product, regulatory changes, or unavailability of required warranty terms.
b. Substitutions for Convenience: Changes proposed by Contractor or Government that are not required in order to meet other Project requirements but may offer advantage to Contractor or Government.
2. Substitution Requests: Submit one electronic copy of each request for consideration. The electronic copy shall be provided by the manufacturer, and not a scanned version by the contractor. Identify product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles.
a. Documentation: Show compliance with requirements for substitutions and the following, as applicable:
1) Statement indicating why specified product or fabrication or installation method cannot be provided, if applicable.
2) Coordination of information, including a list of changes or revisions needed to other parts of the Work that will be necessary to accommodate proposed substitution.
3) Detailed comparison of salient qualities of proposed substitutions with those of the Work specified. Include annotated copy of applicable Specification Section.
Salient qualities may include attributes, such as performance, weight, size, durability, visual effect, sustainable design characteristics, warranties, and specific features and requirements indicated. Indicate deviations, if any, from the Work specified.
4) Product Data, including drawings and descriptions of products and fabrication and installation procedures.
5) Samples, where applicable or requested.
6) Certificates and qualification data, where applicable or requested.
7) List of similar installations for completed projects, with project names and addresses as well as names and addresses of Contracting Officers and Governments.
8) Material test reports from a qualified testing agency, indicating and interpreting test results for compliance with requirements indicated.
9) Research reports evidencing compliance with building code in effect for Project.
10) Detailed comparison of Contractor's construction schedule using proposed substitutions with products specified for the Work, including effect on the over-all Contract Time. If specified product or method of construction cannot be
11) provided within the Contract Time, include letter from manufacturer, on manufacturer's letterhead, stating date of receipt of purchase order, lack of availability, or delays in delivery.
12) Cost information, including a proposal of change, if any, in the Contract Sum.
13) Contractor's certification that proposed substitution complies with requirements in the Contract Documents, except as indicated in substitution request, is compatible with related materials and is appropriate for applications indicated.

14) Contractor's waiver of rights to additional payment or time that may subsequently become necessary because of failure of proposed substitution to pro- duce indicated results.
b. Contracting Officer's Action: If necessary, Contracting Officer will request additional information or documentation for evaluation within seven days of receipt of a request for substitution. Contracting Officer will notify Contractor of acceptance or rejection of proposed substitution within 15 days of receipt of request, or seven days of receipt of additional information or documentation, whichever is later.
1) Forms of Acceptance: Change Order or Work Order.
D. QUALITY ASSURANCE
1. Compatibility of Substitutions: Investigate and document compatibility of proposed substitution with related products and materials. Engage a qualified testing agency to perform compatibility tests recommended by manufacturers.
E. PROCEDURES
1. Coordination: Revise or adjust affected work as necessary to integrate work of the approved substitutions.
F. SUBSTITUTIONS
1. Substitutions not allowed before contract award.
2. Substitutions for Cause: Submit requests for substitution immediately on discovery of need for change, but not later than 15 days prior to time required for preparation and review of related submittals.
3. Conditions: Contracting Officer will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Contracting Officer will return requests without action, except to record noncompliance with these requirements:
a. Requested substitution is consistent with the Contract Documents and will produce indicated results.
b. Substitution request is fully documented and properly submitted.
c. Requested substitution will not adversely affect Contractor's construction schedule.
d. Requested substitution has received necessary approvals of authorities having jurisdiction.
e. Requested substitution is compatible with other portions of the Work.
f. Requested substitution has been coordinated with other portions of the Work.
g. Requested substitution provides specified warranty.
h. If requested substitution involves more than one contractor, requested substitution has been coordinated with other portions of the Work, is uniform and consistent, is compatible with other products, and is acceptable to all contractors involved.
4. Substitutions for Convenience: Contracting Officer will consider requests for substitution if received within 60 days after commencement of the Work. Requests received after that time may be considered or rejected at discretion of Contracting Officer.
a. Conditions: Contracting Officer will consider Contractor's request for substitution when the following conditions are satisfied. If the following conditions are not satisfied, Contracting Officer will return requests without action, except to record non-compliance with these requirements:
1) Requested substitution offers Government a substantial advantage in cost, time, energy conservation, or other considerations, after deducting additional responsibilities Government must assume. Government's additional responsibilities may include compensation to Designer of Record for redesign and evaluation services, increased cost of other construction by Government, and similar considerations.
2) Requested substitution does not require extensive revisions to the Contract Documents.
3) Requested substitution is consistent with the Contract Documents and will produce indicated results.
4) Substitution request is fully documented and properly submitted.

B. MINOR CHANGES IN THE WORK
1. Contracting Officer will issue supplemental instructions authorizing minor changes in the
Work, not involving adjustment to the Contract Sum or the Contract Time.
C. PROPOSAL REQUESTS
1. Government-Initiated Proposal Requests: Contracting Officer will issue a detailed description of proposed changes in the Work that may require adjustment to the Contract Sum or the Contract Time. If necessary, the description will include supplemental or revised Drawings and Specifications.
a. Work Change Proposal Requests issued by Contracting Officer are not instructions either to stop work in progress or to execute the proposed change.
b. Within time specified in Proposal Request or 30 days, when not otherwise specified, after receipt of Proposal Request, submit a quotation estimating cost adjustments to the Contract Sum and the Contract Time necessary to execute the change.
1) Include a list of quantities of products required or eliminated and unit costs, with total amount of purchases and credits to be made. If requested, furnish survey data to substantiate quantities.
2) Indicate applicable taxes, delivery charges, equipment rental, and amounts of trade discounts.
3) Include costs of labor and supervision directly attributable to the change.
4) Include an updated Contractor's construction schedule that indicates the effect of the change, including, but not limited to, changes in activity duration, start and finish times, and activity relationship. Use available total float before requesting an extension of the Contract Time.
5) Quotation Form: Use form acceptable to Contracting Officer.
2. Contractor-Initiated Proposals: If latent or changed conditions require modifications to the
Contract, Contractor may submit a proposal for a change to Contracting Officer.

PART 3 EXECUTION
3.01 ELECTRONIC DOCUMENT SUBMITTAL SERVICE
A. All documents transmitted for purposes of administration of the contract are to be in electronic format and transmitted via an Internet-based submittal service that receives, logs and stores documents, provides electronic stamping and signatures, and notifies addressees via email.
1. Besides submittals for review, information, and closeout, this procedure applies to requests for information (RFIs), progress documentation, daily reports, substitution requests, contract modification documents (e.g. supplementary instructions, change proposals, change orders), applications for payment, field reports and meeting minutes, and any other document any participant wishes to make part of the project record.
2. Contractor, Contracting Officer, and Architect are required to use this service.
3. It is Contractor's responsibility to submit documents in PDF format and in formats as required by each section.
4. Subcontractors, suppliers, and Architect's consultants are to be permitted to use the service at no extra charge.
5. Users of the service need an email address, internet access, and PDF review software that includes ability to mark up and apply electronic stamps (such as Adobe Acrobat, www.adobe.com, or Bluebeam PDF Revu, www.bluebeam.com), unless such software capability is provided by the service provider.
6. Paper document transmittals will not be reviewed; emailed documents will not be reviewed.

9. Submittal Service: The selected service is:
a. Procore (tel: (866) 477-6267): https://www.procore.com.
b. Or service approved by COR.
10. Training: One, one-hour, web-based training session will be arranged for all participants, with representatives of Government, Architect, and Contractor participating; further training is the responsibility of the user of the service.
11. Project Closeout: Contracting Officer will determine when to terminate the service for the project. Contractor is responsible for obtaining archive copies of files for Government and Architect.
B. PRECONSTRUCTION MEETING
1. Owner may schedule a meeting after Notice of Award (To be determined by Contracting
Officer).
2. Attendance Required: As requested by Contracting Officer.
3. Agenda: As determined by Contracting Officer. Topics may include, but are not limited by the following:
a. Execution of Owner-Contractor Agreement.
b. Submission of executed bonds and insurance certificates.
c. Distribution of Contract Documents.
d. Submission of list of subcontractors, list of products, schedule of values, and progress schedule.
