About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for DLA Energy's Solicitation SPE60525R0221, specifically Amendment 0003. The solicitation covers fuel procurement for multiple military locations, with 35 line items set aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB) and 16 line items set aside for Women-Owned Small Businesses (WOSB). The amendment provides clarifications and updates, including changes to Washington state fuel taxes, corrections to state destinations for specific line items, and increases in fuel quantities for certain locations.
Key details include a proposal deadline of August 12, 2025, at 4:30 pm EST, with fuel deliveries planned for various military bases in states like Idaho, Montana, and Washington. The solicitation involves different fuel types including diesel (DS1, DS2) and automotive gasoline, with quantities ranging from 40,000 to 1,839,000 gallons per line item. Delivery modes are primarily tank truck, with specific requirements for each location including delivery hours, tank specifications, and contact personnel. The contract period runs from November 1, 2025, to October 31, 2028, with pricing based on OPIS daily price escalators and base reference prices as of March 3, 2025.

SPE60525R0221 - 0003
This Amendment 0003 is hereby issued against COG 8 Solicitation SPE60525R0221. Offerors are required to complete SF 30, Blocks 15A. through C., Page 1 only, and submit the form with your proposal by August 12, 2025, at 4:30 pm (EST) Fort Belvoir, VA local time.
The purpose of this SF 30 Amendment 0003 is to provide responses to offeror questions, add an updated Attachment A – The Schedule and responses to offeror questions as follows:
1. The DLA Energy, Energy Quality Provision (E-QAP) C1.02 GENERALIZED TECHNICAL GUIDANCE (MAR 2025) has been added as an attachment in Attachment E – DLA Energy Quality Provisions C-E QAPS.
2. What is the new deadline to submit pricing and when will OET open?
ANSWER: Proposals are due at 4:30 pm (EST) on August 12, 2025. OET is open for offerors to submit their offer prices.
3. I have a questions regarding CLIN 0107. The bid states “Mode of Delivery is Tank Truck & Barge. Delivery notes state: DRIVE REPORT TO SECURITY OFFICE. TRUCKS ARE SUBJECT TO SAFETY AND SECURITY INSPECTION.” Can you please clarify if we should be provide Barge pricing or Tank Truck pricing?
ANSWER: Line Item 0107’s Mode of Delivery is via Tank Truck only.
4. Attachment SPE60525R0221_Final.pdf indicates on page 2 the following: Thirty-Five (35) line items (Clusters 10, 11, 12, 20, 21, 22 24, and 25) will be set aside for Service Disabled Veteran-Owned Small Business (SDVOSB) and Sixteen
(16) line items (Clusters 1, 2, 4, 7, 8, 9 & 13) will be set aside for WOSB. Can you kindly clarify which solicitation line items correspond to which clusters?
ANSWER: SDVOSBs and WOSBs are identified in Attachment H – COG Line Items spreadsheet.
5. Just to be clear...... It seems we are not using "Clusters" for COG 8 bids. Is that correct?
ANSWER: The solicitation SPE605-25-R-0221 states the following: Item #2, Page 2, The following Contract Line Items (CLINS) are being solicited and will be awarded All-or-None for the location within Clusters. If you offer on any line item in a cluster, you must offer on all the line items within that cluster. The lowest price will be determined by evaluating requirement by locations on an all or none basis. All solicited line-item(s) for each location identified will be evaluated and awarded independently unless in a cluster. In particular multiple line-items for a single location/site will be awarded on an all or none competitive basis or as a cluster. The requirement(s) will be awarded to the technically acceptable offeror with the lowest overall extended price for each cluster.
6. Can you please clarify if Cluster 21 will be set aside for Service Disabled Veteran-Owned Small Business (SDVOSB)?
2 of the 9 solicitation items (0099, 0100) are labelled as set aside for SDVOSB. As the clusters will be awarded on an all-or-nothing basis, we need to understand if all items in cluster 21 will be open to all Small Business or all set aside for SDVOSB. We also have a question regarding the escalator for line items 0032, 0033 - OPIS DAILY GREAT FALLS MT NO1 ULS RED. There are different base reference prices for both despite having the same escalator description; 2.537500 for item 0032, 3.101000 for item 0033. Can you please double check if this needs to be corrected?
ANSWER: All line items in Cluster #21 (Line Item Numbers: 81,99,100,104,105,128,129,130, and 133) are set-aside for Service Disabled Veteran-Owned Small Businesses (SDVOSBs).
The Attachment H – COG 8 – Line Items spreadsheet escalators for line items 0032 and 0033 are as follows:
Line Item 0032 - OPIS GREAT FALLS RED DYE ULSD - $ 2.537500 - ODGTFL2UR Line Item 0033 - OPIS GREAT FALLS ULS KERO RED DYE - $3.101000 - ODGTFL1UR. The Base Reference Price remains the same at $3.101000.
7. What is the delivery address for 0005 and 0092?
ANSWER: Delivery Address for Line Item 0005 and 0092 is 4200 W. Ellsworth St, Boise, Idaho 83705.
PAGE 3 OF 9 PAGES
SPE60525R0221 - 0003
8. In Line Item 0005: Are the two tanks on site fueled together, or are orders placed separately for the mobile refueler and the underground tank? Are there any other delivery notes for this location? Is the mobile refueler typically parked near the underground storage tank (UST)?
ANSWER: The Mobile Refueler and Below Ground Tank orders shall be placed separately. The Mobile Refueler is located at 4360 S Arnold St. Boise, Idaho 83705, which is in close proximity to the Below Ground Tank located at 4200 W Ellsworth St, Boise, Idaho 83705 address. The current delivery notes remain applicable. The Mobile Refueler will be top filled.
9. CLIN 0007—are deliveries typically made to both tanks at the same time, or are orders placed for the 6000-gallon tank separately? I am just trying to get an understanding of how big a typical delivery is.
ANSWER: The Government places a single order for fuel delivery and will determine if one or both tanks will be filled at the time of delivery. Offerors can check the lift history through the CIS website at https://cis.energy.dla.mil and click on “Lift” hyperlink to see the delivery quantities per order.
10. CLIN 0010—is a truck and trailer able to make these deliveries?
ANSWER: Offerors shall provide the delivery mode of transportation for all line items listed in accordance with Attachment A – The Schedule.
11. What are the average delivery sizes for CLIN 0010?
ANSWER: Offerors can check the lift history through the CIS website at https://cis.energy.dla.mil and click on “Lift” hyperlink to see the delivery quantities per order.
12. In RFP, Page 66, The WA state Excise Tax went up on 7/1/2025. The rates you have in the system and bid are wrong.
ANSWER: The Washington (WA) state taxes have changed in OET as follows:
FROM:
4. Washington - Gas - Washington Motor Fuel Tax- $0.494 per gallon.
Washington - Diesel - Washington Diesel Fuel tax- $0.494 per gallon.
TO:
4. Washington - Gas - Washington Motor Fuel Tax- $0.554 per gallon.
Washington - Diesel - Washington Diesel Fuel tax- $0.584 per gallon.
13. Item 0004 is incorrectly listed as a US destination (should be OR) in OET, so I am unable select the correct state fuel tax.
ANSWER: Line Item 0004 the destination has been updated from US to Oregon (OR) state.
14. Line Item 98 is incorrectly listed as a WA destination (should be MT) on the Excel attachment. It is correct in OET, but the Excel should be corrected to avoid confusion.
ANSWER: Line Item 98 the destination has been updated from Washington (WA) state to Montana (MT) state (See Attachment H – COG 8 Line Items).
15. Line Item 0118, Diesel Fuel (DS2), NSN: 9140-01-524-0139, Quantity has been increased from 35,000 USG to 40,000 USG. Line Item 0118 has been updated to add four (4) Generators as follows:
