SPE603-20-R-0517 NAS JRB Dallas Ft Worth, TX:
1. For Volume I, is item ii Contractor Furnished Vehicles a separate submission in addition to the Technical Management Proposal or can this be integrated into Sub-Factor 8 of the Technical Proposal? If it is a separate submission, is the 2-page limit in addition to the 80 pages for the Technical Proposal?
Answer – Contractor Furnished Vehicles is not a separate submission. It is part of the Technical Management Proposal; therefore, Technical Proposal is limited to 80 pages.
2. To better estimate the costs for the new Systems Maintenance requirements, please provide the maintenance records for all systems maintained?
Answer - Recurring Maintenance and Minor Repair reports for 2019 will be provided via DOD Safe along with the answers to the technical questions to those who attended the virtual preproposal conference. For those who did not attend the virtual preproposal conference but are interested in submitting a proposal, attachments will only be provided via DODSAFE upon request submitted to Salman.Shahid@dla.mil.
3. Lab Sampling. The PWS says only C testing is required on Jet fuel. The space allocated in the lab and the equipment provided by USN would confirm that. But normally there would also be B testing at least. Monthly on the tanks and trucks etc. Who does B Tests and A tests?
Answer - See PWS C-2.7 – C-2.7.3. The GOCO contractor will only perform “C” level tests on the on-site laboratory. All level “B” / “A” test will be performed by the Regional Laboratory at NAS Jacksonville.
4. Maintenance Facilities. With the inclusion of so much facilities maintenance, and the need to keep vehicles serviceable, will suitable secure covered workshop facilities be made available?
Answer - There are no covered workshop facilities available for this contract on site.
5. Crew Facilities. Are there any changing, shower and locker rooms available for staff to leave their PPE in, or are they expected to come to work in PPE and go home in PPE?
Answer - Yes, there are showers and lockers available for the GOCO contractor for storage of PPE and clothing.
6. Off base Deliveries. The PWS mentions deliveries off base and on base diesel deliveries, but does not give much detail:
Answer - PWS C-2.1.6 states, “If Required” Currently there has been no requirement for off base deliveries in the last 4 years. If the requirement arises then the GOCO contractor will be required to support.
What volume and frequency does off site delivery of both diesel and JP8 take?
