Questions Per Amendment 0007

SPE603-20-R-0517 NAS JRB Dallas Ft Worth, TX

1. PWS C-2.8.5 states the Contractor must include all cost including manpower, tools, equipment, expendable parts/materials and permits needed to perform repairs in the Monthly Use Charge CLIN. Repairs covered under this contract include tasks such as but not limited to troubleshooting system problems, replacing defective parts, changing lightbulbs, repairing leaks, painting/recoating (para C-2.8.22), replacing expendable gaskets/screens/filters, re-sealing containment areas, etc.

Expendable parts and materials: Request clarification on what parts and materials are considered “expendable” for this solicitation?

Answer: Please see a detailed response below to understand expendable items.

To the extent that the offeror seeks an exhaustive list of expendable parts and materials that would be included in the Monthly Use Charge CLIN, the Government is unable to provide such a list. The offeror must, using its industry knowledge, experience and skills, anticipate the types of parts and materials that would be required when performing the maintenance required under the contract and include the costs of such parts and materials in its proposed Monthly Use Charge CLIN.

Enhanced Recurring Maintenance must be included in the MUCG. Please refer to PWS C-2.8.3 and

2.8.4 which defines Enhanced Recurring Maintenance as dictated in policies and regulations.

PWS C-2.8.3, “Enhanced recurring maintenance tasks are defined as recurring, periodic and scheduled maintenance requirements that are on a fixed schedule as dictated in UFC 3-460-03;

Manufacturer Recommendations; Federal, State, or Local Law, code, or regulation; and/or American Petroleum Institute (API) Requirements”.

PWS C-2.8.4, “The Contractor is responsible for the inspection, maintenance and services of DLA Energy Capitalized petroleum facilities. The maintenance and services of the facilities shall be completed to ensure the Fuels Distribution Systems meets all Department of Defense, State, Local, Federal and Unified Forces Criteria (UFC) requirements throughout the period of performance and all maintenance actions will be recorded as described in para C-2.8.6. The Contractor must include all manpower, tools, materials, reports, permits, and any other costs associated with performing these tasks are included in Monthly Usage Charge CLIN”.

Cost of repairs, including expendable parts and materials, must be included in the MUCG except when the repair is beyond the skill level of a FDSM (para C-1.7.4) using common hand tools within 2 hours of the deficiency being identified. See the first paragraph of PWS-2.8.5. In those instances, if it is determined that a repair proposal is needed, then Contractor, Contracting Officer Representative (COR), Program Manager (PM), and the Contracting Officer (CO) will coordinate and determine the extent of the repair proposal. See the second paragraph of PWS-2.8.5.

PWS C-2.8.5, first paragraph, “Repairs are defined as maintenance to correct a deficiency, restore operability, or otherwise return the components and facility to its original condition and capability.

Repairs covered under this contract include tasks such as, but not limited to, troubleshooting system problems, replacing defective parts, changing lightbulbs, repairing leaks, painting/recoating (para C- 2.8.22), replacing expendable gaskets/screens/filters, re-sealing containment areas, etc. The Contractor must be capable of performing repairs within the skill level of a FDSM (para C-1.7.4) using common hand tools within 2 hours of the deficiency being identified, if needed. The Contractor must include all cost; including manpower, tools, equipment, expendable parts/materials, and permits needed to perform these repairs in the Monthly Use Charge CLIN. The Contractor will ensure their approach to meeting maintenance and repair requirements are clearly defined in the proposal”.

PWS C-2.8.5, second paragraph, “The Contracting Officer may request the Contractor to provide a proposal for repairs which exceed those covered under the Monthly Use Charge CLIN, but are non-technical in nature (i.e. must not include engineering design, construction, or creation of real property). These may include, but are not limited to, replacement-in-kind of non-expendable parts or components and/or repairs that require special certifications or specialized equipment (i.e.

electric/masonry/etc.)”.

Also, refer to the Answer to Technical Question 51.e.i., submitted with Amendment 0004. The parts and materials mentioned in the Question are the responsibility of the GOCO contractor to replace without reimbursement from DLA Energy.

As additional clarification to the Answer to Technical Question 51.e.i, please note that any repairs to facility meters are not included under the Monthly Usage Charge CLIN.

2. Permits: Please clarify if there are any permits currently required to perform system maintenance requirements required for the petroleum systems at NAS JRB Ft. Worth. Typically permits are required for work requiring special certifications or specialized equipment (i.e., electrical) which is outside the scope of Contractor maintenance responsibilities as defined in C- 2.8.5?

Answer: In accordance with PWS C-2.8, it is the GOCO contractor’s responsibility to determine if permits are required to perform operator/system/enhanced recurring maintenance tasks. Historically, there have been no permits required to perform the before mentioned maintenance tasks.

3. The reference provides examples of repairs covered under this contract but also states “but not limited to” which makes it difficult to identify a bright line for repairs items that must be included in CLIN 0001 for this solicitation. Furthermore, Technical Q&A Question 51(e)( i) and (f). also provide examples; however, there are inconsistencies. For example question 51, (e.)(i) shows meters as an example of a part that is the responsibility of the Contractor, but question 51(f) states a meter assembly would not be included in Contractor’s Monthly Use Charge CLIN. Please provide more detail on limits to repairs to be included in CLIN 0001.

Answer: Please see a detailed response below to understand repairs.

To the extent that the offeror seeks an exhaustive list of repairs that would be included in the Monthly Use Charge CLIN, the Government is unable to provide such a list. The offeror must, using its industry knowledge, experience and skills, anticipate the types of repairs that would be required when performing the maintenance required under the contract and include the costs of such repairs in its proposed Monthly Use Charge CLIN.

Enhanced Recurring Maintenance must be included in the MUCG. Please refer to PWS C-2.8.3 and

2.8.4 which defines Enhanced Recurring Maintenance as dictated in policies and regulations.

PWS C-2.8.3, “Enhanced recurring maintenance tasks are defined as recurring, periodic and scheduled maintenance requirements that are on a fixed schedule as dictated in UFC 3-460-03;

Cost of repairs must be included in the MUCG except when the repair is beyond the skill level of a FDSM (para C-1.7.4) using common hand tools within 2 hours of the deficiency being identified. See the first paragraph of PWS-2.8.5. In those instances, if it is determined that a repair proposal is needed then Contractor, Contracting Officer Representative (COR), Program Manager (PM), and the Contracting Officer (CO) will coordinate and determine the extent of the repair. See the second paragraph of PWS-2.8.5.

PWS C-2.8.5, first paragraph, “Repairs are defined as maintenance to correct a deficiency, restore operability, or otherwise return the components and facility to its original condition and capability.

Also, refer to the Answer to Technical Question 51.e.i., submitted with Amendment 0004. The parts and materials mentioned in the Question are the responsibility of the GOCO contractor to replace without reimbursement from DLA Energy.

As additional clarification to the Answer to Technical Question 51.e.i, please note that any repairs to

4. It is understood that re-sealing an entire containment area would be funded outside of CLIN 0001, however C-2.8.22 indicates sealing of containment areas is included in CLIN 0001 with no limitation on quantity. What is the maximum linear footage of sealant repair included under CLIN 0001 before it is considered beyond the scope?

Answer: PWS C-2.8.22 does not refer to sealing containments rather it refers to the material used regarding paint and primer. “Paint and Primer used must be an epoxy based suitable for use on metal and exterior surfaces. Epoxy paint and primer must meet the standards of MIL-DTL- 24441, Exterior Coating of Steel Structures, and must be matching or compatible with the existing paint scheme. Painting of surfaces must conform to UFGS Section 09 97 13.27 and

UFC 3-460-03”.

Re-sealing more than 25% of an entire fill stand/tank containment will be funded outside of the Monthly Use Charge CLIN since it would be above the skill level of a FDSM.

5. Reference PWS Appendix A paragraph 7: Provided Services, states the contractor may utilize base fuels facilities to purchase fuel at established DLA Energy current stand prices for their contactor furnished fuel service equipment through the DLA Energy Fuels Purchase Agreement (FPA) program. Please clarify if the SP will be reimbursed for the costs for the fuel utilized in the fuel servicing equipment or if this cost must be included in the Contractor’s Monthly Use Charge

CLIN?

Answer: The GOCO contractor will not be reimbursed for the costs of the fuel utilized in the contractor’s vehicles; such fuel cost must be included in the proposed Monthly Use Charge CLIN. In accordance with PWS, Appendix A, paragraph 7, the GOCO contractor is authorized to purchase fuel stocked on the installation at the DLA Standard price under the Fuel Purchase Agreement.

6. Please provide historical fuel usage data for SP fuel servicing equipment reimbursed under the current contract?

Answer: DLA Energy is unable to provide the historical data on the incumbent contractor’s fuel usage for the contractor-furnished equipment. It is the offeror’s responsibility to determine the fuel usage for the equipment proposed and incorporate that cost into the Monthly Use Charge CLIN.

Technical Q&A

7. Q&A 51(f) indicates “control valve” replacement is considered outside of CLIN 0001. Are we to assume all valve replacements are outside of CLIN 0001 regardless of size, material, function? If no, please provide more clarity on which valves types and sizes are and are not included in CLIN 0001 if replacement is needed?

Answer: Please see a detailed response below to understand the replacement of valves.

To the extent that the offeror seeks an exhaustive list of valve replacements that would be included in the Monthly Use Charge CLIN, the Government is unable to provide such a list. The offeror must, using its industry knowledge, experience and skills, anticipate the types of repair parts and materials, including valve replacements, that would be required when performing the maintenance required under the contract and include the costs of such repair parts and materials in its proposed Monthly Use Charge

CLIN.

9. Technical Q&A 51 (d) states this contract will pick up as RMMR ends. Are we to assume, based on RMMR inspection information provided, that service order work items for RMMR will be considered outside of this contract CLIN 0001?

Answer: All Open RM/MR service orders are anticipated to be completed prior to the commencement of the period of performance on December 1, 2021. Those service orders that are not completed will not be included in the Monthly Use Charge CLIN and will be funded as projects/repairs that fall outside of scope of the PWS.

10. How will we establish a baseline for work that was not identified or completed under RMMR – a joint inspection at contract start of all components?

Answer: Refer to PWS C-2.13.1, any unidentified work will be documented during this inspection. All work identified that will require a project/repair will be funded outside of CLIN 0001.

11. Per question above, would repair of deficiencies identified at startup be outside of CLIN 0001?

Answer: Yes

12. SAFE Files (10-FTW Components): Please identify which components on this listing are considered expendable and therefore replacement costs must be included in the Contractor’s Monthly Use Charge CLIN?

Answer: Please see the Answer to Question 1 above.

13. Since COVID restrictions have not allowed a visual confirmation by the prospective contractors, please confirm the above referenced listing contains all components within the fuel system for aviation fuel storage and the military service station. For example, we noticed hoses for the military service station and F-24 fillstands but did not see any of the hoses used on the receipt skids?

Answer: Please see Pre-Proposal Brief Part 9 Slide 3, which shows the receipt hoses for Offloading Skid #1 and slide 20, which shows Offloading skid #2.

For the ground fuel service station, there are no receipt hoses as the delivery truck connects directly to the receipt header via a cam-lock connection.

14. Timing between award and start is critical to logistics and costs of truck placement. Current industry production times are 120-180 days for delivery of trucks. Can DLA provide us a timeline for award so that we can reflect those costs?

The Government anticipates to award between April 2021 and May of 2021.

File details come from the government source that posted it. Updated .
