The changes set forth herein are incorporated into Solicitation SPE602-21-R-0703. A conformed copy of the solicitation has been attached for your convenience. Solicitation SPE602-21-R-0703 is amended as follows:
1. The offer response due date to the solicitation on SF1449, block #8, has been extended by one day from February 8, 2021 at 3:00pm EST to February 9, 2021 at 3:00pm EST.

OPEN THE GATE. PRODUCT MUST FREE FLOW INTO TANKS.
6. The following solicitation questions were submitted to DLA Energy from vendors. The questions have been answered as follows:
Question 1: T0002- 0002 Eielson AFB: Can the DLA please provide information on the additional 23M USG to be delivered. Vendor is interested in the quantity, method of delivery and minimums/maximums (etc.) for these volumes.
DLA Energy Response: Item: 0002 Eielson AFB solicited quantity is 43,000,000 USG (20,000,000 USG is intended for delivery via pipeline to Defense Fuel Support Point (DSF) North Pole). DFSP North Pole is currently under construction at this time. No Parcels or restrictions are in place. The remaining 23,000,000 USG will remain at Eielson AFB under the conditions documented under the location (page 10). Mode Receipt % – Pipe 100% - Max.
8,600 / Min. Parcel 2,000;/ Truck Receipt % - 35%, has no Max./Min Mode Receipt for Trucks.
Restrictions and additives are documented.
Question 2: 0100- F76 Kodiak AK: Why does this line item not have set aside volumes specified, as it has in previous years?
DLA Energy Response: We have added the 75% set aside to Kodiak F76 and refreshed this on the solicitation.
Question 3: Would it be possible for you to send me the solicitation number associated with the RMW Bulk Fuels purchase from last year so that I may check the previous awarded dollars etc? I have tried unsuccessfully to search for this on my own in beta.SAM but and only finding the 2017 solicitation.
DLA Energy Response: Last year’s RMW Bulk solicitation number was SPE602-20-R-0704.
Question 4: We are a minority owned small business and I noticed in the solicitation that there is a set aside of 15.77%. I was wanting to find out if you can tell me the exact amount of each type of fuel that is part of that set aside?
DLA Energy Response: The set-aside quantities are listed by each item number in the schedule by “SA Quantity.”
Question 5: DLA Energy received multiple questions regarding small business opportunities, teaming arrangements, and mentor-protégé programs with DLA Energy.

Question 7: We reviewed the Set Aside and Preference info (excepts attached) and don't see any specific percentages or amounts that might be attainable with some type of preference, such as a Joint Venture with an 8(a) or some type of Small business concern (women owned, etc).
Are there preference opportunities for this Bulk solicitation specifically?
DLA Energy Response: Thank you for your interest. Solicitation SPE-21-R-0703 is a partial small business set-aside with 15.77% set-aside for small business concerns. There are no preference opportunities for specific small business concerns to enable maximum participation amongst small businesses seeking to submit offer(s) to this solicitation.
Question 8: Item 0100 - F76 for Kodiak CG Support Center: States FOB Restriction "D" - can you explain what this "D" means?

DLA Energy Response: The FOB Restriction of "D" means that only Destination offers will be evaluated to Kodiak. We will not evaluate product that is picked up Origin somewhere else and take it to Kodiak.
Question 9: To confirm the "Max Parcel for this Item is "44,000" and that is in Barrels - right, not gallons?
DLA Energy Response: Parcel sizes are shown in barrels.
