AMENDMENT 0015 RESPONSES TO CONTRACTORS:
All offerors are advised that CLIN 0001 is for PWS Sections 5.1-5.4. A twelve-month task order shall be issued once a year, against which the contractor will submit monthly invoices for the fixed monthly price.
The Government’s estimate is that these services will be required for a total period of 48 months during the life of the contract. The firm fixed price for this CLIN should be submitted as a monthly price, in accordance with the price workbook. Offerors will receive no additional augmentation for the tasks required by PWS Sections 5.1-5.4. The submitted monthly price should be reflective of all supplies, materials, equipment, labor, and other costs associated with performance of PWS 5.1-5.4 requirements.
CLIN 0002 is for PWS Sections 5.5-5.6. CLIN 0002 is requirements based and Task Orders will be issued as needed.
Offerors are to submit pricing in accordance with the revised Attachment 3-Price Proposal Workbook
7.2.18 that reflects 48 months. The Government shall calculate the Offeror’s submitted price in accordance with Solicitation SPE60017R0505, SECTION M – EVALUATION FACTORS FOR AWARD, Factor 3 - PRICE.
Responses to Questions:
1. Reference item 40 – Monitoring well, Price per 2” diameter MW up to 10 feet - Annual Estimated
Quantity 5 – is that 5 wells or 5 feet?
Answer - Units are 5 wells (installed up to 10 feet below land surface)
2. Reference item 41 Monitoring well cost per 2” MW from 11 to 20 feet – annual estimated quantity 50
– is that 50 wells or 50 feet?
Answer- Units are per foot for all depths below 10 feet bls. So, the annual estimated quantity is 50 feet.
3. If you asked for 1 2” well down to 20’ in a task order would you add Ref Item rows 40 and 41 together to get the completed 20 foot well? See green snapshot of the abridged CLIN 0002 below.
Section
Answer - Yes, for 1 2” well down to 20’ in a task order, add Ref Item rows 40 and 41 together to get the completed 20 foot well.
4. On the OM Services & Equipment List provided by DLA as Attachment 7 of Amend 0004 issued 8 Sep 2017 (attached), Clarification requested –– It has to do with the belt skimmers located in the horizontal recovery trench in Rosecrans: The list identifies Belt Skimmers (2) for sumps - quantity 1 – replace annually. Please clarify if this is just the 2" wide belt that is being replaced or the entire unit - the entire belt skimmer – see Sheet M-10f (pg 40 of 77 of pdf Append A) – because, as a point of clarification the entire unit is called the "oil Skimmer" not belt skimmer and product tank.
Answer – To clarify, the Attachment 7 of Amend 0004 reference to the “Belt Skimmers (2) for sumps” is the 4” wide belt. This belt should be replaced annually and not the entire unit (although the Contractor will need to ensure that the entire unit is maintained in working condition). Offerors should refer to the O&M Manual, information provided during the Solicitation, and publically available documents on websites such as GeoTracker. All Offerors were provided the same information, and proposal pricing should accommodate any such uncertainties.
5. Do onsite vehicles require standard State of California registration or can they be construction “mules”
– 4wd electric or gasoline operated ATVs/Quads as they will only be operated on site within Naval Base Point Loma?
Answer – IAW the PWS, the Contractor is responsible for complying with all federal, state, and local laws, policies, and regulations. The Contractor must also comply with DOD and base regulations.
Offerors will determine whether or how to use their ATVs/Quads on site (e.g. within NBPL, on or off roadways or parking lots) and applicability of State of California’s or local laws/regulations.
6. Will the recovered fuel oil 20,000 gallon tank be emptied prior to the contractor change (prior to contract award) or will the new contractor be responsible for disposing and paying for the existing recovered fuel oil? If the new contractor is responsible for this volume disposal – what is the volume we should be expected to cost - as this information is not contained in the 2018 semiannual groundwater report on Geotracker. With bringing on the new horizontal wells – it is anticipated that a significant cost impact could occur that is not defined /quantified in the available information provided by the DLA or available in publicly accessible locations (Geotracker). Or will this additional cost be addressed using
CLIN 0002?
Answer It is expected that the recovery of fuel will be an ongoing process and that the Contractor will need to estimate the costs of fuel disposal as part of their CLIN 0001 price. Offerors should refer to the O&M Manual, information provided during the Solicitation, and publically available documents on websites such as GeoTracker. All Offerors were provided the same information, and proposal pricing should accommodate any such uncertainties. PWS states that Contractor is responsible for handling and disposal of all nonhazardous and hazardous wastes. Any recovered fuel oil is considered a part of CLIN 0001.
7. Regarding Reference Item #087 (Absorbent pads, booms, disposable safety materials – 1 LOT) on CLIN 0002 there is confusion on the annual estimated quantity listed as 800 (previously listed as quantity 200). Is it 800 Lots ; with each lot containing 200 pads?
Answer – Offerors shall provide price for Reference Items as stated in the Pricing Proposal Worksheet (PPW). The PPW states 800 Lots for Reference Item #087, and 800 Lots (of one 200-pack box of absorbent pads) is the “48-MONTHS ESTIMATED QUANTITY.” The PWS was incorrect in describing the lot as “monthly” and will be updated at the start of the contract.
8. Page 2 of the Opening of Negotiations letter, Item 1.(i). This item requests the contractor “provide an affirmative statement that the prices submitted are for the base performance period of December 1, 2018 – November 30, 2022 and the six-month extension period of December 1, 2022 – May 31, 2023.” This is different than what was stated by DLA staff in our August 24, 2018 conference call, when it was stated the CLIN 0001 and CLIN 0002 rates covered the first 4 years and the following six-month extension period would be negotiated at that time. Please clarify the pricing duration.
Answer – The Opening of Negotiation letters 1.(i) were incorrect by stating that Offerors needed to provide an affirmative statement that the prices submitted are to include the six-month extension period of December 1, 2022-May 31, 2013. Offerors are to provide an affirmative statement that the prices submitted are for the base performance period of December 1, 2018 – November 30, 2022.
9. Please identify historic annual regulatory oversight fees and applicable permit costs as the Contractor is required to pay these fees to the State.
Answer - Offerors shall use the estimated pricing as stated in the PWS for regulatory oversight fees.
10. Page 26 of Amendment 13 to the Solicitation states the following: “With regard to Connection 220 of the FLC Industrial User Discharge Permit (IUDP) (City of San Diego 2014), the Contractor is additionally responsible for ensuring the system operates within the limits established in FLC IUDP. The FLC IUDP is included in Attachment 3 for solicitation purposes. The costs for this permit are NBPL’s responsibility and not the Contractor’s.” Our proposal states in Key ID 9 “The Government will pay all City of San Diego Industrial User Discharge Permit fees, including any necessary renewal fees.” Please clarify if the NBPL will pay all City of San Diego Industrial User Discharge Permit fees. Please confirm whether the Contractor is responsible for other utility costs (gas, electrical, water, etc.). If yes, please provide annual utility costs for each utility.
Please clarify if the NBPL will pay all City of San Diego Industrial User Discharge Permit fees.
Answer - Yes, the Government pays for Industrial User Discharge Permit fees. However, the Contractor must ensure to comply with IUDP permit conditions, limits, and support NBPL’s with their reporting requirements. Refer to PWS Section 3.3 concerning utilities and fees.
11. Please confirm if Contractor is responsible for other utility costs (gas, electrical, water, etc.). If yes, please provide annual utility costs for each utility.
Answer – Refer to PWS Section 3.3.
12. CLIN 0002 Price Worksheet, Reference Items 039 through 072: Is labor to be included in these Reference Items?
Answer - Yes. The Proposal Pricing Worksheet Reference Items under “DRILLING, WELL INSTALLATION, AND OTHER GEOLOGIC SERVICES” are numbered 039 through 086, and pricing should include labor. The PWS states “Pricing for operational costs (e.g. materials, crew labor, equipment) will be included unit pricing (e.g. per boring or footage items).”
