RED PLAN

JBAB

Purpose

This Red Plan provides immediate actions to perform in the case of an oil release. These procedures are for spill discovery, reporting to Emergency Dispatch; containment and control; and cleanup and disposal. Detailed spill response and regulatory reporting information is contained in Section 5 of this document.

NOTE:

These instructions are intended to give general guidelines only.

For more information, contact the JBAB Tanks and Spill Response Program Manager at 767‐8602.

If you are uncertain what to do, treat the situation as a worst‐case emergency and contact JBAB Emergency Dispatch at 433‐3333.

When a spill occurs or is discovered on land or water, the responsible person (discoverer) will take immediate action as outlined below. Do the following only if you have adequate training to do so without risk to your own personal safety.

A. Spills greater than 5 gallons or spills that may enter a drain or surface water in any amount:

a. The product or material released.

b. Quantity released. Provide an estimate if exact amount is unknown and clearly convey that it is an estimate.

c. The location of the spill and if it has entered a waterway or storm drain or if entry is imminent.

d. The source of the spill and the root cause if known.

e. Is the source secured?

f. Is the spill contained?

g. Cleanup actions already underway.

h. Any hazards known to be present.

2. Immediate response actions while awaiting response personnel

The following immediate actions shall be taken before response personnel arrive if safe to do so:

1. Secure the source of the release and all activities related to the release. Close any open valves contributing to the release.

2. Contain the spill with available equipment (dirt berms, absorbent socks, sand bags, etc.).

3. Shut off ignition sources such as motors, electrical power, etc.

4. Warn personnel in the immediate area. Evacuate the area if necessary.

5. Cover or protect nearby storm drains or divert the spill from waterways using dikes or man‐made berms.

6. Initiate spill cleanup, if within capabilities.

7. Stand by to direct emergency response personnel when they arrive.

B. Spills on land less than 5 gallons

If you are fully aware of how to protect yourself from all hazards associated with the material, then proceed as follows. Otherwise report the incident to Emergency Dispatch at 433‐3333 to engage response personnel.

1. DO NOT FLUSH SPILLED MATERIAL INTO STORM SEWER, DRAINAGE DITCH, OR SURFACE WATER.

2. DO NOT ADD WATER TO FLUSH OUT ANY STORM SEWER OR STRUCTURE.

3. Collect all spilled material in a properly labeled, approved hazardous waste container.

4. Clean all surfaces or objects that have been contaminated by the spilled material.

1.0 PLAN ADMINISTRATION

1.1. Purpose

The purpose of this Spill Prevention, Control, and Countermeasure (SPCC) Plan is to establish procedures, methods, equipment, and other requirements necessary to prevent the discharge of oil from Joint Base Anacostia-Bolling (JBAB) into or on navigable waters of the United States or adjoining shorelines. The term “oil” includes all forms of hydrocarbon, synthetic, and saponifiable oil covered under Title 40, Code of Federal Regulations (CFR) 112 (SPCC Rule or §112). The terms “petroleum, oil, and lubricants (POL)” and “oil” may be used interchangeably throughout the document and are intended to include the complete realm of substances regulated under §112. The Plan is intended to prepare the owner (Commander, Navy District Washington), hereinafter referred to as Owner, and operator (Public Works Department, JBAB), hereinafter referred to as Operator to ensure early detection and quick response in the event of a discharge of oil and to allow the Operator to respond in a safe, effective, and timely manner to mitigate the impacts of a discharge from the containers included in this Plan. The Operator is responsible to accomplish all actions directed in the Plan.

This Plan was prepared by Naval Facilities Engineering Command (NAVFAC) Atlantic in accordance with the provisions of §112, various industry standards, and Chief of Naval Operations Instruction (OPNAV) M-5090.1, Environmental Readiness Program Manual.

Facilities located within the facility boundary of JBAB that store and transfer oil in support of mission activities are included in this Plan due to the amount of oil stored and/or their location.

Therefore, they may reasonably be expected to discharge oil in harmful quantities into or upon navigable waters of the United States, adjoining shorelines, into the subsurface aquifer, or outside the property onto non-Federal land.

JBAB is required to prepare a Storage Tank Management Plan (STMP) as part of the governing Navy environmental policy as defined by OPNAV M-5090.1. The STMP has similar although not identical requirements as those of the SPCC program. The STMP requirements that are not addressed in the SPCC are presented in Appendix A of this SPCC Plan. The intention of this approach is to meet all SPCC and STMP requirements in a single document.

1.2. Certification of Substantial Harm Determination [40 CFR 112.20(e)]

§112.20(e) If the owner or operator of a facility determines pursuant to paragraph (a)(2) of this section that the facility could not, because of its location, reasonably be expected to cause substantial harm to the environment by discharging oil into or on the navigable waters or adjoining shorelines, the owner or operator shall complete and maintain at the facility the certification form contained in appendix C to this part and, in the event an alternative formula that is comparable to one contained in appendix C to this part is used to evaluate the criterion in paragraph (f)(1)(ii)(B) or (f)(1)(ii)(C) of this section, the owner or operator shall attach documentation to the certification form that demonstrates the reliability and analytical soundness of the comparable formula and shall notify the Regional Administrator in writing that an alternative formula was used.

The Certification of Substantial Harm Determination is located in Appendix B.

1.3. Designated Person [40 CFR 112.7(f)(2)]

§112.7(f)(2) Designate a person at each applicable facility who is accountable for discharge prevention and who reports to facility management.

The JBAB Tank and Spill Program Manager is the Designated Person described in §112.7(f)(2) who reports to facility management and is accountable for discharge prevention.

See Section 6 Table 6.1 of this Plan for additional contact information.

1.4. Professional Engineer Certification [40 CFR 112.3(d)]

Professional Engineer (PE) Certification is located on page v of the Plan.

1.5. Location of SPCC Plan [40 CFR 112.3(e)]

§112.3(e) If you are the owner or operator of a facility for which a Plan is required under this section, you must:

(1) Maintain a complete copy of the Plan at the facility if the facility is normally attended at least four hours per day, or at the nearest field office if the facility is not so attended, and (2) Have the Plan available to the Regional Administrator for on-site review during normal working hours.

Petroleum handling and storage tank compliance oversight is provided through the JBAB Tank and Spill Program Manager. In accordance with §112.3(e), a complete copy of this Plan is maintained at the Environmental Office on the second deck of Building 370, JBAB, hereinafter referred to as the “Environmental Office.” The Environmental Office is attended 0800 to 1600, five days per week (closed on Saturdays and Sundays).

1.6. SPCC Plan Review [40 CFR 112.5(b)]

§112.5(b) Notwithstanding compliance with paragraph (a) of this section, complete a review and evaluation of the SPCC Plan at least once every five years from the date your facility becomes subject to this part; or, if your facility was in operation on or before August 16, 2002, five years from the date your last review was required under this part.

As a result of this review and evaluation, you must amend your SPCC Plan within six months of the review to include more effective prevention and control technology if the technology has been field-proven at the time of the review and will significantly reduce the likelihood of a discharge as described in §112.1(b) from the facility. You must implement any amendment as soon as possible, but not later than six months following preparation of any amendment. You must document your completion of the review and evaluation, and must sign a statement as to whether you will amend the Plan, either at the beginning or end of the Plan or in a log or an appendix to the Plan. The following words will suffice, “I have completed review and evaluation of the SPCC Plan for (name of facility) on (date), and will (will not) amend the Plan as a result.”

The JBAB Tank and Spill Program Manager is responsible for initiating and coordinating comprehensive reviews of the SPCC Plan at least once every five years. The JBAB Tank and Spill Program Manager will amend this Plan within six months of the review and will implement the amended Plan within six months of the amendment to include more effective prevention and control technology if such technology will significantly reduce the likelihood of a spill event and if such technology has been field proven at the time of the review. Such updates are considered technical amendments and must be certified by a PE. Reviews and amendments of the Plan will be documented in the Record of Reviews located on page vi of this Plan.

1.7. Amendments of SPCC Plans [40 CFR 112.5(a)]

§112.5(a) Amend the SPCC Plan for your facility in accordance with the general requirements in §112.7, and with any specific section of this part applicable to your facility, when there is a change in the facility design, construction, operation, or maintenance that materially affects its potential for a discharge as described in §112.1(b). Examples of changes that may require amendment of the Plan include, but are not limited to: commissioning or decommissioning containers; replacement, reconstruction, or movement of containers; reconstruction, replacement, or installation of piping systems; construction or demolition that might alter secondary containment structures; changes of product or service; or revision of standard operation or maintenance procedures at a facility. An amendment made under this section must be prepared within six months, and implemented as soon as possible, but not later than six months following preparation of the amendment.

In accordance with §112.5(a), the Plan will be amended whenever any change in the facility design, construction, operation, or maintenance that materially affects the facility’s potential for an oil discharge, including, but not limited to:

Commissioning or decommissioning containers Replacement, reconstruction, or movement of containers Reconstruction, replacement, or installation of piping systems Construction or demolition that might alter secondary containment structures Changes of product or service Revision of standard operation, inspection, or maintenance procedures.

Amendments to this Plan made to address changes of this nature are considered technical amendments and must be certified by a PE. Non-technical amendments can be made by the JBAB Tank and Spill Program Manager or his designee and include changes to contact information and other changes to this Plan that do not affect the potential for an oil discharge.

All amendments, whether technical or non-technical, must be recorded in the Record of Review and Amendments page of this Plan (page vi).

Discrepancies and recommended corrective actions noted during preparation of this Plan are listed in Appendix C. When discrepancies are corrected in accordance with the recommended actions in Appendix C, the discrepancy list should be noted with a date and signature to document completion of the corrective action. Such updates are not considered technical in nature and should be recorded in the Record of Review and Amendments page of this Plan (page vi) as administrative updates.

1.8. Management Approval [40 CFR 112.7]

2.1. Facility Description [40 CFR 112.7(a)(3)]

2.1.1. Location and Activities

§112.7(a)(3) Describe in your Plan the physical layout of the facility and include a facility diagram, which must mark the location and contents of each fixed oil storage container and the storage area where mobile or portable containers are located. The facility diagram must identify the location of and mark as “exempt” underground tanks that are otherwise exempted from the requirements of this part under §112.1(d)(4). The facility diagram must also include all transfer stations and connecting pipes, including intra-facility gathering lines that are otherwise exempted from the requirements of this part under §112.1(d)(11). You must also address in your Plan:

(i) The type of oil in each fixed container and its storage capacity. For mobile or portable containers, either provide the type of oil and storage capacity for each container or provide an estimate of the potential number of mobile or portable containers, the types of oil, and anticipated storage capacities;

JBAB is a 1,018-acre military installation located in southeastern portion of Washington, DC, just south of the confluence of the Anacostia and Potomac Rivers. South Capitol Street/I-295 borders the base to the east. The Potomac River is located to the west. The Anacostia River is to the north of the Installation, south of the base is the Naval Research Laboratory (NRL). The general vicinity location of JBAB is shown in Figure 2.1.1. The base supports a variety of administrative operations, medical facilities, and maintenance shops. Oil storage at the facility commenced in 1918.

JBAB was established on 1 October 2010 in accordance with congressional legislation implementing the recommendations of the 2005 Base Realignment and Closure Commission (BRAC). The legislation ordered the consolidation of Naval Support Facility Anacostia and

Bolling Air Force Base, which were adjoining but separate military installations, into a single joint base.

JBAB is responsible for providing installation support to 17,000 military, civilian employees and their families, and nearly 50 tenant Commands and mission partners, including ceremonial units.

Major tenants include:

Marine Helicopter Squadron One (HMX-1) 11th Operations Group 579th Medical Group 744th Communication Squadron Civil Air Patrol US Air Force Departmental Publishing Office US Air Force Reserve US Marines Corps Reserve Training Center US Coast Guard The Navy Ceremonial Guard Joint Air Defense Operations Center (JADOC) Defense Intelligence Agency (DIA) Army and Air Force Exchange Services (AAFES) Military Family Housing

JBAB meets the definition of a “non-transportation-related” facility and stores more than 1,320 gallons of oil products in aboveground storage tanks. The facility meets the applicability threshold of 40 CFR 112 and is therefore subject to the EPA SPCC Regulations and must develop a SPCC Plan. Additionally, JBAB must meet the regulatory requirements related to oil storage and spill prevention of the District of Columbia and the US Navy.

The Operator has determined the extents of the facility boundary as defined in the SPCC Rule based on the ownership and operation of equipment at JBAB. The facility consists of all the operations and land area encompassed by the security perimeter fences at JBAB. See Figure

2.1.1 for a map depicting the vicinity location and facility boundary.

Oil containers at JBAB not included in this Plan include Oil-Filled Operational Equipment (OFOE) within the facility boundaries associated with the electrical utility and distribution system that is not under Navy ownership or control. These assets are owned and managed by Potomac Electric Power Company (PEPCO), and are therefore not included in this Plan. In addition, the Naval Research Laboratory (NRL) operates a facility located on the southern border of JBAB. NRL owns and operates five storage tanks at JBAB Building

256. These tanks are included in the NRL SPCC Plan and are not addressed in this document.

Lastly, JBAB has elected to draw the facility boundary to exclude the Morale, Welfare, and Recreation (MWR) activities due to separate operational control of those assets. SPCC coverage for the MWR assets is addressed in a dedicated Tier I SPCC Plan and therefore those assets are not addressed in this Plan.

Figure 2.1.1 provides a general geographic location of JBAB. Figure 1 is a JBAB facility map that provides the physical location for each site with an SPCC-regulated asset. The individual diagrams for buildings with tanks are located in Section 5.2.1 and include site-specific compliance information such as oil storage container details, contents, capacity, discharge prevention measures, potential release scenarios with appropriate secondary containment assessments, and discharge controls. Similar details concerning Drum and Portable Container Storage Areas, Mobile Equipment Areas, Fuel Truck Parking Areas, Fuel Transfer Areas, and OFOE are found in Sections 5.2.2, 5.2.3, 5.2.4, 5.2.5, and 5.2.6 respectively. Spill response procedures, disposal, and contact lists can be found in Section 6.

Underground storage tanks (UST) fully regulated under §281 are included in this Plan in order to use the inventory and discrepancy list as elements of the Storage Tank Management Plan as required by OPNAV M-5090.1 Chapter 31-3.1 and to facilitate management of these assets. Spill release scenarios relating to transfer of oil into and out of these tanks are assessed and appropriate secondary containment measures are specified. Because the fully regulated USTs are treated as SPCC assets in Section 5.2.1, these tanks are not labeled as EXEMPT on the facility diagram.

2.1.2. Facilities, Procedures, Methods, or Equipment Not Yet Fully Operational [40

CFR 112.7]

§112.7 . . . If the Plan calls for additional facilities or procedures, methods, or equipment not yet fully operational, you must discuss these items in separate paragraphs, and must explain separately the details of installation and operational start-up.

All oil storage containers and operations included in this Plan are fully operational. No additional discussion is required per §112.7.

Figure 2.1.1. JBAB vicinity location and facility boundary

3.0 GENERAL REQUIREMENTS FOR SPCC PLANS

The following measures are implemented to prevent oil discharges during the handling, use, or transfer of oil products at JBAB.

3.1. Conformance with Requirements [40 CFR 112.7(a)(1)]

§112.7(a)(1) Include a discussion of your facility's conformance with the requirements listed in this part.

The oil storage containers, drum and portable containers, mobile equipment, mobile refuelers, fuel transfer areas, oil filled operational equipment, and all associated management processes included in this Plan conform to the requirements of the SPCC Rule with the exception of the nonconformance issues noted in the text and summarized on the Deficiency List included as Appendix C.

3.2. Environmental Equivalence [40 CFR 112.7(a)(2)]

§112.7(a)(2) Comply with all applicable requirements listed in this part. Except as provided in §112.6, your Plan may deviate from the requirements in paragraphs (g), (h)(2) and (3), and (i) of this section and the requirements in subparts B and C of this part, except the secondary containment requirements in paragraphs (c) and (h)(1) of this section, and §§112.8(c)(2), 112.8(c)(11), 112.9(c)(2), 112.9(d)(3), 112.10(c), 112.12(c)(2), and 112.12(c)(11), where applicable to a specific facility, if you provide equivalent environmental protection by some other means of spill prevention, control, or countermeasure. Where your Plan does not conform to the applicable requirements in paragraphs (g), (h)(2) and (3), and (i) of this section, or the requirements of subparts B and C of this part, except the secondary containment requirements in paragraph (c) and (h)(1) of this section, and §§112.8(c)(2), 112.8(c)(11), 112.9(c)(2), 112.10(c), 112.12(c)(2), and 112.12(c)(11), you must state the reasons for nonconformance in your Plan and describe in detail alternate methods and how you will achieve equivalent environmental protection. If the Regional Administrator determines that the measures described in your Plan do not provide equivalent environmental protection, he may require that you amend your Plan, following the procedures in §112.4(d) and (e).

Except as discussed in this section, this Plan does not deviate from the requirements in §112.

For instances where this Plan deviates from the requirements in the SPCC Rule, this section includes the reasons for nonconformance, detailed alternate methods, and an explanation of how equivalent environmental protection will be achieved.

3.2.1. Tank Inspection Forms

§112.8(c)(6) requires aboveground tank inspection and integrity testing to be conducted in accordance with a recognized industry standard. Steel Tank Institute (STI) Standard for the Inspection of Aboveground Storage Tanks SP001, September 2011 (5th Edition) is the industry standard in use at JBAB. STI SP001 contains recommended forms to conduct and record monthly and annual inspections of shop-fabricated containers (ASTs) and monthly inspection of portable containers (drums). The STI forms are multi-page and as such make handling, duplication, and storage of hardcopies inconvenient. The PE certifying this Plan deviates from using the format of the STI forms.

Per the SPCC Guidance for Regional Inspectors, EPA (2013 edition) (GRI) (p. 3-1), “environmental equivalence need not be a mathematical equivalence, but it must achieve the same desired outcome, though not necessarily through the same mode of operation (see 67 Federal Register (FR) 47095, July 17, 2002).”

JBAB SPCC Plan September 2016

Monthly and annual tank inspection at JBAB will be recorded on forms which contain the same content as the STI forms but are generally single or two page forms. Monthly and annual tank inspections are recorded on dedicated forms titled “Aboveground Storage Tank Inspection Form Monthly” and “Aboveground Storage Tank Inspection Form Annual.” Drums and other portable container inspections are recorded on a form titled “Monthly Drum / Portable Container Inspection Form Monthly.” Each of these inspection forms are included in Appendix D.

3.2.2. Preventing Physical Damage to Aboveground Piping

After considering facility layout and EPA guidance, the PE certifying this Plan is deviating from the requirement in §112.8(d)(5) to warn all vehicles entering the facility to be sure that no vehicle will endanger aboveground piping or other oil transfer operations. Physical damage to aboveground piping and other equipment may be protected from the possibility of a collision by installing fencing, barriers, curbing, or other physical obstacles.

The primary protection for above ground piping connected to bulk storage containers included in this Plan against the possibility of vehicular collision is by routing away from traffic. In those cases where tank and/or pipe systems are located in areas susceptible to damage from vehicles, protective measures are in place such as fencing, barriers, or curbing. This approach provides superior environmental protection as compared to verbal or written warnings to drivers by physically preventing vehicular damage to piping systems. Any sites with inadequate protection are included in the Deficiency List in Appendix C.

3.3. Spill Reporting [40 CFR 112.7(a)]

3.3.1. Contact List [40 CFR 112.7(a)(3)(vi)]

§112.7(a)(3)(vi) You must also address in your Plan: Contact list and phone numbers for the facility response coordinator, National Response Center, cleanup contractors with whom you have an agreement for response, and all appropriate Federal, State, and local agencies who must be contacted in case of a discharge as described in §112.1(b).

The contact list and phone numbers for the Facility Response Coordinator, National Response Center (NRC), cleanup contractors with whom the facility has an agreement for response, and all appropriate Federal, State, and local agencies who must be contacted in case of a discharge as described in §112.1(b) are provided in Section 6.

3.3.2. Discharge Notification and Response Procedures [40 CFR 112.7(a)(4) & 112.7(a)(5)]

§112.7(a)(4) Unless you have submitted a response plan under §112.20, provide information and procedures in your Plan to enable a person reporting a discharge as described in §112.1(b) to relate information on the exact address or location and phone number of the facility; the date and time of the discharge, the type of material discharged;

estimates of the total quantity discharged; estimates of the quantity discharged as described in §112.1(b); the source of the discharge; a description of all affected media; the cause of the discharge; any damages or injuries caused by the discharge; actions being used to stop, remove, and mitigate the effects of the discharge; whether an evacuation may be needed; and, the names of individuals and/or organizations who have also been contacted.

§112.7(a)(5) Unless you have submitted a response plan under §112.20, organize portions of the Plan describing procedures you will use when a discharge occurs in a way that will make them readily usable in an emergency, and include appropriate supporting material as appendices.

JBAB SPCC Plan September 2016

Refer to Section 6 for spill notification and response procedures as well as emergency contacts.

JBAB has also prepared a Red Plan which contains immediate discharge notification and response procedures. For ease of accessibility, the Red Plan is located at the front of this Plan.

3.4. Predicted Direction, Rate of Flow, and Total Quantity of Oil Discharged as a Result of Equipment Failure [40 CFR 112.7(b)]

§112.7(b) Where experience indicates a reasonable potential for equipment failure (such as loading or unloading equipment, tank overflow, rupture, or leakage, or any other equipment known to be a source of a discharge), include in your Plan a prediction of the direction, rate of flow, and total quantity of oil which could be discharged from the facility as a result of each type of major equipment failure.

Experience indicates a reasonable potential for equipment failure (such as loading or unloading equipment, tank overflow, rupture, or leakage, or any other equipment known to be a source of a discharge) for all bulk storage containers included in this Plan. Therefore, for each container site included in this Plan, a prediction of the direction, rate of flow, and total quantity of oil which could be discharged as a result of each type of major equipment failure is included as Table 5.2.1A. A separate Table 5.2.1A has been prepared for each site. Appendix E is a list of general assumptions and calculations used to develop the numerical data presented in Table 5.2.1A.

In addition, site-specific compliance summary sheets and site maps for individual oil container sites in Section 5 depict flow direction and likely fate in the event of a release.

3.5. Secondary Containment to Address Typical Failure Modes [40 CFR 112.7(c)]

§112.7(c) Provide appropriate containment and/or diversionary structures or equipment to prevent a discharge as described in §112.1(b), except as provided in paragraph (k) of this section for qualified oil-filled operational equipment, and except as provided in §112.9(d)(3) for flowlines and intra-facility gathering lines at an oil production facility. The entire containment system, including walls and floor, must be capable of containing oil and must be constructed so that any discharge from a primary containment system, such as a tank, will not escape the containment system before cleanup occurs. In determining the method, design, and capacity for secondary containment, you need only to address the typical failure mode, and the most likely quantity of oil that would be discharged. Secondary containment may be either active or passive in design. At a minimum, you must use one of the following prevention systems or its equivalent:

(1) For onshore facilities:

(i) Dikes, berms, or retaining walls sufficiently impervious to contain oil;

(ii) Curbing or drip pans;

(iii) Sumps and collection systems;

(iv) Culverting, gutters, or other drainage systems;

(v) Weirs, booms, or other barriers;

(vi) Spill diversion ponds;

(vii) Retention ponds; or

(viii) Sorbent materials.

3.5.1. Bulk Storage Containers

Methods of secondary containment intended to comply with the provisions of §112.7(c) for containers included in this Plan include a combination of structures (e.g., dike, spill pallet, or built-in secondary containment) and land-based spill response (e.g., drain cover, sorbent) to prevent the most likely quantity of oil discharged during a typical failure mode from reaching navigable waters and adjoining shorelines. Typical failure modes, the most likely quantities of oil that would be discharged during typical failure modes, and any active or passive methods of

JBAB SPCC Plan September 2016 secondary containment are presented on individual data sheets for each tank site in Section 5.2.1, Table 5.2.1A.

3.5.2. Drum and Portable Container Storage Areas

Methods of secondary containment intended to comply with the provisions of §112.7(c) for drum and portable container storage areas are presented in Section 5.2.2. The active or passive methods of secondary containment, typical failure modes, and most likely quantities of oil that would be discharged during typical failure modes are presented on individual data sheets for each portable container storage area in Section 5.2.2, Table 5.2.2A.

3.5.3. Mobile Equipment

Methods of secondary containment intended to comply with the provisions of §112.7(c) for mobile equipment with an internal storage capacity of non-motive power oil greater than or equal to 55 gallons are presented in Section 5.2.3. The containment requirements for this equipment during both storage and operational mode are presented on individual data sheets for each type of mobile equipment in Section 5.2.3, Table 5.2.3A.

3.5.4. Mobile Refuelers and Other Non-Transportation Related Tankers

JBAB operates non-transportation related fuel delivery trucks and portable lubrication carts which meet the definition of mobile refuelers in §112.8(c)(2). The methods of general secondary containment intended to comply with the provisions of §112.7(c) for non-transportation related tanker parking areas are presented in Section 5.2.4. Each parking area has an individual data sheet in Section 5.2.4, Table 5.2.4A which presents the active or passive methods of secondary containment, typical failure modes, and most likely quantities of oil that would be discharged during typical failures. The general secondary containment requirements for fuel transfers into and out of the mobile refuelers at each individual container site are addressed in Sections 5.2.1 and 5.2.2.

Standard Operating Procedures (SOP) for fuel handling is included as Appendix F.

3.5.5. Fuel Transfer Areas

Methods of secondary containment intended to comply with the provisions of §112.7(c) for fuel transfer areas (not fuel racks) not readily associated with a specific tank installation are presented in Section 5.2.5. Typical failure modes, any active or passive methods of secondary containment, and most likely quantities of oil that would be discharged during typical failures are presented on individual data sheets for each fuel transfer area in Section 5.2.5, Table 5.2.5A.

3.5.6. Oil-Filled Operational Equipment

OFOE is equipment that includes an oil storage container in which the oil is present solely to support the function of the apparatus or device. OFOE at JBAB includes electrical transformers and hydraulic elevator reservoirs.

OFOE is discussed in Section 5.2.6 which contains an inventory of OFOE and the strategy for secondary containment for these devices at JBAB.

JBAB SPCC Plan September 2016

3.6. Practicability of Secondary Containment [40 CFR 112.7(d)]

§112.7(d) Provided your Plan is certified by a licensed Professional Engineer under §112.3(d), or, in the case of a qualified facility that meets the criteria in §112.3(g), the relevant sections of your Plan are certified by a licensed Professional Engineer under §112.6(d), if you determine that the installation of any of the structures or pieces of equipment listed in paragraphs (c) and (h)(1) of this section, and §§112.8(c)(2), 112.8(c)(11), 112.9(c)(2), 112.10(c), 112.12(c)(2), and 112.12(c)(11) to prevent a discharge as described in §112.1(b) from any onshore or offshore facility is not practicable, you must clearly explain in your Plan why such measures are not practicable; for bulk storage containers, conduct both periodic integrity testing of the containers and periodic integrity and leak testing of the valves and piping; and, unless you have submitted a response plan under §112.20, provide in your Plan the following:

(1) An oil spill contingency plan following the provisions of part 109 of this chapter.

(2) A written commitment of manpower, equipment, and materials required to expeditiously control and remove any quantity of oil discharged that may be harmful.

Secondary containment has been deemed practicable at all locations at JBAB. All containers with inadequate containment are included in the Appendix C Discrepancy List.

3.7. Inspections, Tests, and Records [40 CFR 112.7(e)]

§112.7(e) Inspections, tests, and records. Conduct inspections and tests required by this part in accordance with written procedures that you or the certifying engineer develop for the facility. You must keep these written procedures and a record of the inspections and tests, signed by the appropriate supervisor or inspector, with the SPCC Plan for a period of three years. Records of inspections and tests kept under usual and customary business practices will suffice for purposes of this paragraph.

Inspections and tests of each bulk storage container are mandated in §112.8(c)(6) and described in Section 4.8 of this Plan. The records associated with container inspection and testing are maintained by the JBAB Tank and Spill Program Manager in the JBAB Environmental Office.
