GOV'T RESPONSE TO QUESTS

N40080-20-R-6260

GOVERNMENT RESPONSES TO QUESTIONS SUBMITTED BY NOVEMBER 11, 2020.

NOTE: Similar questions have been gathered for organizational and clarity purposes.

1. Typically these types of requirements are limited to 8a’s from a particular SBA Office, Washington DC office for instance. Can this requirement be limited similarly to 8(a)’s out of the SBA Washington DC office?

GOVERNMENT RESPONSE. No. NAVFAC Washington is seeking to award to an 8(a) concern certified by the Small Business Administration (SBA), with the capacity, experience and interest in providing Regional Asbestos Test and Removal Services to be performed in the NAVFAC Washington’s Area of Responsibility (AOR) in accordance with the PWS ANNEX 0100000, Spec Item 1.2, Project Location.

2. Is bonding required for task orders over $100k? How much bonding capacity will be required for the entire contract?

GOVERNMENT RESPONSE. Bonding is required and applicable to State Laws and regulations for task orders over the Simplified Acquisition Threshold (SAT). See clauses incorporated regarding bond and bid guarantee FAR 52.228-1 and FAR 52.228.15

3. Will the NAVY require other General Contractors awarded NAVY contracts with Asbestos, Lead &

Mold issues on their contracts to use the 8a -prequalified contractor to perform work on their contracts on any of the installations listed in the RFP?

GOVERNMENT RESPONSE. No; as an 8(a) set-aside, the 8(a) awardee will be required to self- perform 51% of the work. The remaining 49% of the work does not have to be an 8(a) firm.

4. Are there potential opportunities identified on the different installations mentioned or will the successful awardee have to search for opportunities, installation by installation?

GOVERNMENT RESPONSE. The award of this requirement will be specific to the Non-recurring orders made against the contract awarded in response to this solicitation.

5. Are there existing asbestos surveys available for work to be completed?

GOVERNMENT RESPONSE. No asbestos surveys are available at this time. However, completed survey results, if applicable, will be made available at the Task Order level.

6. How much work must the 8a Prime contractor or SBA approved 51% JV Partner perform with its own forces?

GOVERNMENT RESPONSE. The 8(a) awardee will be required to self- perform 51% of the work. The remaining 49% of the work does not have to be an 8(a) firm.

7. Are you interested in seeing the selected Prime Contractor’s or Prime JV partners DC, MD & VA, Asbestos, Lead & Mold licenses prior to award (Section F mentions after award review by the KO)?

GOVERNMENT RESPONSE. Licenses should be provided with submission of your proposal and again when work commences and as requested by the KO. REFERENCE: Solicitation Section F, Annex 0200000, Spec Item 2.3.4 Permits and Licenses. See FAR Clauses 52.228-1 and 52.228-15.

8. Will the work be covered under a facility ‘blanket permit’ or will individual/separate permits be required for each task order?

GOVERNMENT RESPONSE. Permit requirement will be determined and only accepted in accordance with state and local jurisdiction; see Spec Item 2.3.4.

9. How many permits should bidders anticipate acquiring as there are several state & local jurisdictions with different requirements and fees?

GOVERNMENT RESPONSE. Permit requirement will be determined and only accepted in accordance with state and local jurisdiction; see Spec Item 2.3.4.

10. Since this is an environmental requirement, are you interested in Contractors Pollution Coverage, Excess

Liability, Errors & Omissions Coverage?

GOVERNMENT RESPONSE. Please review Annex 0200000, Spec Item 2.10 Environmental Management and Sustainability.

11. Is there an incumbent contractor? If so how much work has been performed historically by this contractor?

GOVERNMENT RESPONSE. This is a new requirement. There have been individual contracts for similar services over the past few years with various contractors.

12. Is there an incumbent contractor currently performing these services?

GOVERNMENT RESPONSE. This is a new requirement. There have been individual contracts for similar services over the past few years with various contractors, however not identical to this requirement.

REFERENCE: Section B.2, Prior Contract Information.

13. How will task orders be requested from the different NAVY installations?

GOVERNMENT RESPONSE. Task Orders will be issued by the designated Administrative Contracting Officer (ACO) of each PWD location.

14. Will each base have a separate environmental coordinator responsible for asbestos, lead & mold?

GOVERNMENT RESPONSE. Yes, each Base/Installation will have an environmental coordinator.

15. There are a lot of pricing line items missing for things like equipment rentals, sample clearance, disposal, working on hot or high pipes, what are we to do in that case?

GOVERNMENT RESPONSE. The Contractor shall enter, in the unit price bid space, the unit price for performing composite labor. REFERENCE: Solicitation Sections B.5 FULLY LOADED PRICING and B.8 BIDDING UNIT PRICES FOR LABOR Item c.

16. In Pricing, Section C, Attachment J, Items A023 & A100 (and associated option year line items) – There is reference to “Indiana Licensed Supervisors” needed.

GOVERNMENT RESPONSE. See Revised Attachment J-0200000-07 ELINs Item Numbers A023/B023/C023/D023 and A045/B045/C045/D045 removed "Indiana" from description. REFERENCE:

Attachment J-0200000-07 ELINs, revised.

17. There is no Davis Bacon Wage scale for Washington DC.

GOVERNMENT RESPONSE. Refer to Attachment "J-0200000-02 Davis-Bacon Act WD # DC20200002 Mod 5.pdf" for Davis Bacon Wage scale for Washington DC. REFERENCE: Attachment J-0200000-02 Davis-Bacon Act WD # DC J-20200002.

18. Since the projects could occur in one of several Davis Bacon Wage jurisdictions, should Offerors utilize the highest asbestos worker/heat & frost insulator wage rate when determining the rate schedule? If not, are we able to provide pricing based on each wage determination jurisdiction?

GOVERNMENT RESPONSE: Based on the job category and if there are any applicable job category, DAVIS BACON may be used.

19. Factor 3, Safety, Items a (1) & (2), refer to 2015, 2016 & 2018 (skipping 2017). Which three years should the EMR & DART represent?

GOVERNMENT RESPONSE. Provide the EMR & DART for the three previous complete calendar years 2017, 2018, 2019; see revision.

20. In Section M, 3.a (1) Experience Modification Rate (EMR) and 3.a (2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, ratings from 2016, 2017, and 2018 are requested. May offerors also provide this data for the year 2019?

GOVERNMENT RESPONSE. Provide the EMR & DART for the three previous complete calendar years 2017, 2018, 2019; see revision.

21. How many contracts will be awarded under this requirement?

GOVERNMENT RESPONSE. One contract will be awarded to a single contractor.

22. Regarding the Top-Secret Facility Clearance (FCL) – Is this is an absolute? Because there are only a handful of 8(a) Environmental Companies with TS Clearance and this will determine if we will submit a response.

GOVERNMENT RESPONSE. Top-Secret Facility Clearance (FCL) is not required. Section H.2 is amended to reflect the following: No Top Secret Facility Clearance (FCL) is required; RFP is revised.

23. Section H.2 Security Requirements (pg 55 of 148) states “Reference Section C, Annex 0200000, Spec. item

2.8. Note: The Contractor must possess a current Top Secret Facility Clearance (FCL) at the time of proposal submission to be considered for award.” Spec item 2.8 does not provide any further requirements for Top Secret Facility Clearance. Can you please clarify if Top Secret Facility Clearance at time of proposal submission is in fact a requirement and if so, will you consider changing that to prior to task order execution?

GOVERNMENT RESPONSE: Top Secret Facility Clearance is not required; RFP is revised

24. Should any sub-contractor to be hired on this project by an 8a prime have TS Clearance?

GOVERNMENT RESPONSE: No Top Secret Facility Clearance (FCL) is required; RFP is revised.

25. Solicitation states that escorts will be provided when necessary. Will contractor’s employees be required to have Top Security Clearance for any portions of the work?

GOVERNMENT RESPONSE. No Top Secret Facility Clearance (FCL) is required; RFP has been revised.

26. The list below shows the five factors as listed in Section M (Pg. 139).

a. This list shows Price is Factor 1 but Section M doesn’t have Price numbered. Please verify.

b. There are Two Factor 4’s in the list (Safety & Past performance).

c. I’m assuming the proposal will have all five Factors, but it would be beneficial if the government would provide updated numbering.

i. Factor 1 – Price

ii. Factor 2 – Corporate Experience

iii. Factor 3 – Technical Approach

iv. Factor 4 – Safety

v. Factor 4 –Past Performance.

GOVERNMENT RESPONSE. Numbering for the Factors have been corrected in the revised RFP.

27. Are any addenda to be submitted in Volume 1? Should the SF1449 & acknowledgement of all addendum be included in Volume 1 - Technical proposal or Volume 2 - Pricing?

GOVERNMENT RESPONSE. Yes, acknowledgement of all amendments shall be included in Volume I - Pricing proposal, and Volume II - Non-pricing proposal.

28. L.5 Financial Data – Where does this information go?

GOVERNMENT RESPONSE. GOVERNMENT RESPONSE. Please submit this information with your Price Proposal.

29. Section L5 (pg 137 of 148) states contractor to “provide the latest three complete fiscal year financial statements for the prime contractor, certified by …”. Can you clarify where or in which Tab that should be submitted in the Price Proposal?

GOVERNMENT RESPONSE: Please submit this information with your Price Proposal.

30. Section L6 (pg 137 of 148), Additional Information, can you clarify where or in which Tab that should be submitted in the Price Proposal?

GOVERNMENT RESPONSE: Please submit this information with your Price Proposal.

31. In Section M, “Spec Item Questions for Environmental ANNEX 1800000”, Will you clarify the following statement: “4.2.2. What is your quality of doing field testing?” GOVERNMENT RESPONSE. The question has been revised: The question has been revised: What is your quality assurance methods of doing field testing?

REFERENCE: Solicitation Section M, FACTOR 3, Technical Approach, Questions for Environmental.

33. Section L2, Volume 2 Non-Price Proposal (pg 136 of 148) states “documents should be in Adobe Acrobat format, except the FTE Worksheet should be in Excel format.” I don’t see any additional requirements for what is to be included in the FTE Worksheet. Can you please provide additional details regarding what to include on this worksheet?

GOVERNMENT RESPONSE. The statement ", except the FTE Worksheet should be in Excel format" is removed.

34. Will you provide the following:

a. The Performance Work Statement (PWS)

i. The Offeror must demonstrate experience performing all requirements identified in

Annex 1800000 in the PWS is MANDATORY to be rated Acceptable.

b. Attachment C - OFFEROR’S RELEVANT EXPERIENCE INPUT FORM

i. Use of Attachment C - OFFEROR’S RELEVANT EXPERIENCE INPUT FORM is MANDATORY and SHALL be used.

c. Attachment D – Is there a form? If so please provide.

d. Are there any additional “Attachments”?

GOVERNMENT RESPONSE. The PWS is Section C of the Solicitation (Annex 0100000, Annex 0200000) with all attachments, including Annex 1800000. Attachment D, OFFEROR’S RELEVANT CORPORATE EXPERIENCE INPUT FORM, will be attached. Attachment C, Past Performance Questionnaire form, is attached. Additional attachments listed on page one of “Combined 0200000_1800000 J Management and Administration and Environmental”. REFERENCE: Solicitation, Section C and Section M.

35. Section M states “Use of Attachment C - OFFEROR’S RELEVANT EXPERIENCE INPUT FORM is

MANDATORY and SHALL be used… Do not use more than 3 pages for each experience (i.e., the Attachment ‘D’ form itself and not more than 2 continuation pages).” I don’t see Attachment C or D in the solicitation. Can you please provide Attachment C or D?

GOVERNMENT RESPONSE. Attachment C, Past Performance Questionnaire form and Attachment D, Offeror’s Relevant Corporate Experience Questionnaire, are attached with amendment.

36. RFP Section (1) Factor 1, Corporate Experience, (b), requests that corporate experience be provided via

Attachment C - OFFEROR’S RELEVANT EXPERIENCE INPUT FORM. We are not able to locate this form. Can the Government please provide a copy? GOVERNMENT RESPONSE. Per revised solicitation, FACTOR 2, Corporate Experience, see Attachment C, Past Performance Questionnaire form and Attachment D, Offeror’s Relevant Corporate Experience Questionnaire.

37. The RFP implies a big discussion on Corporate Experience but Section M seems to be looking at three

Attachment C forms.

a. Which of these does the NAVY want to see? A narrative or attachment C forms? Or should both be submitted?

GOVERNMENT RESPONSE. Provide your narrative response on Attachment C, Past Performance Questionnaire form and Attachment D, Offeror’s Relevant Corporate Experience Questionnaire is attached.

38. 36. Section M: (2) Factor 2, Technical Approach: (a)

a. “Each of the five (5) components below must be tabbed in the technical proposal and discussed separately:” There are only four components listed? Is there a fifth component?

b. There are five Factors. Are Factors different from components?

c. The Government uses the term “components” in the requirement, not “Factor”. Please clarify.

GOVERNMENT RESPONSE. There are 5 factors: Price; Corporate Experience; Technical Approach; Safety;

and Past Performance. The factor, Technical Approach has five components: Phase-in; Workforce Management Plan; Key Personnel; Subcontract Management; and Quality Management System. The fifth component is Quality Management System (QMS) in accordance with Annex 02000000, Spec Item 2.6.6.1, Quality Management Plan, and Section E2, Contractor Quality Management System. The components make up the Technical Approach (Factor 3) contractor intend to use for performance success. As a whole, Factor 3, Technical Approach will be evaluated.

39. Please confirm this IDIQ is for 1 base year and 4 option years.

GOVERNMENT RESPONSE. The Government intends to award a performance-based fixed firm-price contract for the period of one (1) 12-month base period and four (4) 12-month option periods; a total of 5 years if the Government needs the services, performance is consistently met, and options are exercised.

40. Please provide the minimum and maxim dollar amounts for each task order/each year.

GOVERNMENT RESPONSE. Minimum: $2,500.00; Maximum: $1,000,000.00.

41. Please confirm the Prime contractor can use subcontractor past performance to fulfill technical requirements.

GOVERNMENT RESPONSE. Yes, the prime contractor can utilize subcontractors to perform on the contract;

however, the prime contractor shall not submit subcontractors past performance for evaluation for award of this solicitation. Per Factor 2, Corporate Experience, "experience of proposed subcontractors will not be considered." REFERENCE: Solicitation SECTION M, Factor 2.

42. Please specify the number of contactors to be awarded.

GOVERNMENT RESPONSE. One contractor will be the awardee.

43. Please confirm the price proposal is to only include:

a. H.6 BLANKET TASK ORDERS

b. ELIN spreadsheet

c. One (1) Signed Bank Reference demonstrating adequate financial resources.

d. Three (3) signed credit references

GOVERNMENT RESPONSE. Please review the Solicitation, Section M, Section L, and all attachments in its entirety for all information required for a complete proposal:

e. In accordance with (IAW) Section H, item H.6, task orders will be awarded as needed by the individual PWDs. See Revision to H.6.

f. IAW Section B, item B.3, Spreadsheet, Attachment J-0200000-07, ELINS Updated is required with proposal.

g. IAW Section L, item L.6, one (1) signed bank reference is required.

h. IAW Section L, item L.6, 3 credit references are required.

44. Please provide the Request Code to upload the documents to DoD Secure Access File Exchange Service, DoD SAFE (https://safe.apps.mil).

GOVERNMENT RESPONSE. DoD SAFE: In order to initiate your drop-off of your proposals (price and non-price), you must email the CS/KO:

SUBJECT: N40080-20-R-6260 REQUEST DROP-OFF

A “drop-off request” from CS/KO will be sent to your email; this request is valid for 14 days. See DoD SAFE Help, Section A, and Section L for more information.

45. The instructions in Section L2. (c) instructs that proposals should be submitted both as printed copies and CD copies, and through the DoD SAFE system. Please confirm whether the Government does want printed proposals.

GOVERNMENT RESPONSE. Proposals will only be received electronically through DoD SAFE; no printed copies will be accepted. Section L.2 is revised.

46. Please clarify Indiana licensed asbestos supervisor requirement.

GOVERNMENT RESPONSE. Indiana licensed is not required. Please see Revised Attachment J-0200000-07 ELINs Item Numbers A023/B023/C023/D023 and A045/B045/C045/D045 removed "Indiana" from description. REFERENCE: Attachment J-0200000-07 ELINs.

47. Please confirm this project is required US citizen only to perform the work.

GOVERNMENT RESPONSE. Please refer to Annex 0200000, Spec Item 2.7.2 Employee Requirements and

2.7.2.6 Proof of Legal Residency. All contract and sub-contract employees will need to provide proof of legal residency.

48. Section L (pg 134 of 148) states “proposals shall be tabbed appropriately, and must include a cover page with the name of the prime contractor, addresses, phone and fax numbers, email addresses, solicitation number, and point of contact. Proposals must be marked as “Volume 1: Price Proposal” and “Volume 2:

Non-Price Proposal”. Recognizing that we are submitting electronic and not paper copies of the proposal, please clarify how proposals shall be tabbed?

GOVERNMENT RESPONSE. You should submit proposal electronically. Your electronic version shall have separated Volumes. For example, you may choose to name a file Volume 2, which has additional file for each Tab and/or Factor. REFERENCE: Solicitation Section L.2.

49. Section L2 (pg 135 of 148) states “SF1449, Section B, Supplies or Services and Prices, starting on page 2 –

Complete each item number by entering the offeror’s proposed price.” However, page 2 says to “See Schedule”. Can you please clarify how we complete each item to our offer?

GOVERNMENT RESPONSE. With solicitation amendment, the page shall be corrected.

50. Section L2, , Volume 2 Non-Price Proposal (pg 136 of 148) states to “submit one (1) original and three (3) copies in 8-1/2 x 11format, font size 12 in three ring binders and tabbed appropriately by major evaluation factors along with two (2) CD copies.” Can you please clarify these requirements given its an electronic submission?

GOVERNMENT RESPONSE. With solicitation amendment, requirement of three copies in a three ring binders is not required.

51. Section L4 – Can NAVFAC please change the RFI due date until after the pre-proposal conference on

November 16, 2020?

GOVERNMENT RESPONSE. An additional opportunity for Request for Information (RFI) will be taken into consideration.

52. Spec 1.5 – Verification of workload and conditions – states as per FAR 52.237-1 offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. However Section B.5 requests fully loaded pricing be submitted to include all costs, OH and profit. At the task order level will the contractor be required to submit a hard bid taking into account information learned from a site visit? And will profit be negotiated at the task order level?

GOVERNMENT RESPONSE. Site conditions for each site will be unique depending on the installation, age of facility etc. The awardee will be afforded an opportunity for a site visit prior to providing a proposal for each task order.

53. Spec 0200000 Section 2.4.2. Government Furnished Utilities. The first paragraph and the second paragraph appear to contradict each other. Is the Contractor responsible for the cost of all utilities as stated in the second paragraph? If yes, how will those utilities be metered and separated when using existing outlets in Government and Contractor shared occupied spaces?

GOVERNMENT RESPONSE. The Government will furnish water and electricity at existing outlets required for the work to be performed under the contract. The Contractor will be responsible for utilities cost for the necessary service lines from the existing Government outlets to the work site; services required by the Contractor, for which there are no available Government outlets; and any additional Contractor-owned /occupied facilities. The utilities quantities will be estimated where meters are not provided based on UFC 3- 401-05N.

54. Attachment J ELIN spreadsheet formulas appear to be incorrect or include additional calculations. For example, A001 cell F13’s formula is =SUM(C13*E13/15). Why is the value divided by 15? There are other cell’s formulas divided by 5, 10, & and 25. Please clarify?

GOVERNMENT RESPONSE. Formulas have been corrected; see Attachment J-0200000-07 ELINs.

55. Attachment J ELIN spreadsheet A046, A047, and A048 Mark-up on Material Cost are confusing. The description instructs Contractors to insert percentages into cells that are shaded or contain the description of work (e.g. A047 goes to cell B63). Also, the example provided shows $4,000 X 1.05 = $4,100 (should be $4,200). Please clarify if these instructions are correct?

GOVERNMENT RESPONSE. Formulas have been corrected; see Attachment J-0200000-07 ELINs.

56. Please clarify the Contractor’s testing, inspection, and sampling scope of work (i.e. Industrial Hygiene scope of work). Specifications 0200000 2.10.2.1 and 1800000 4.2 both indicate Contractor IH Services however there are no ELIN’s for quantity or costs of testing, surveys, lab analysis, etc. Additionally, Specification 1800000 1.1 states that air sampling will be provided by others, however 4.3 states that others will provide a visual inspection without mention of final air clearance sampling.

GOVERNMENT RESPONSE. Specifications 0200000 2.10.2.1 and 1800000 4.2 Sampling, Testing and Laboratory Services calls for the Contractor to develop and submit proposed Sampling Plan for approval per Section F deliverables. Specifications 1800000 4.3 Final Cleaning & Inspection. Refer to the government validation of the cleaning and inspection after being inspected by site abatement supervisor. REFERENCE:

Annex 0200000 2.10.2.1 and 1800000 4.2 Sampling, Testing and Laboratory Services.

57. Can the deadline for submission of proposals be extended by at least 10 business days?

GOVERNMENT RESPONSE. The Government will extend the proposal due date as required; 3 days at minimal.

58. Evaluation Factors b. ii. ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT

YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE

RATING DEFINITION NOTE

(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.

An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating. Also, there should have been NO significant weaknesses identified.

(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract. There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.

A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.

(U) Unsatisfactory Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.

An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.

SECTION B

B.1 MAXIMUM NOT TO EXCEED (NTE) AND MINIMUM GUARANTEE

The maximum NTE value of an ordering period is the total of all the CLINs in that ordering period. The maximum or NTE value of the contract is the total value of all CLINs in the Schedule. Orders shall not be made that exceed the maximum NTE value for any ordering period. The maximum NTE value of an ordering period and of the contract may be increased by written modification to the contract in conjunction with any modification that increases the value of an existing task order that is authorized by a contract clause. Orders in excess of the estimated quantity set forth for any particular CLIN shall not be exceeded without the Contractor’s agreement which shall be indicated by signing or beginning performance of the order.

Concurrently with the award of the basic contract, the Government intends to issue a task order to obligate the contract minimum guarantee for:

CLIN 0001 Base Period Non-Recurring work;

Minimum guarantees do not apply to the option periods.

The maximum or NTE value of the contract is the total value of all the CLINs in the Schedule.

B.2. CONTRACT TERM

This contract contains provisions for one Base Period of up to twelve (12) months with 4 Option Periods of twelve

(12) months each, not-to-exceed a total of sixty (60) months. The Government has the option to extend the term of the contract in accordance with Section I, Contract Clauses, FAR Clause 52.217-9, Option to Extend the Term of the Contract. The Government may or may not exercise the option to extend services for an additional 6 months in accordance with FAR Clause 52.217-8, Option to Extend Services. a. Offerors shall enter unit prices and amounts for Contract Line Items (CLINs) and Exhibit line items (ELINs) as indicated in the schedules and any accompanying exhibits. ELIN unit prices must be rounded to two (2) decimal places only. If an offeror does not round ELIN unit prices to two (2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. ELIN unit prices may not be less than $0.01, unless offering “$0.00.” If an offeror proposes a unit price greater than $0.00, but less than $0.01, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes. (It is required that Offerors use cell format “currency” in the electronic Microsoft Excel ELIN spreadsheet).

b. In the event there is a difference between the unit price and the extended total amount, the unit price will be held to be the intended offer and the total of the CLIN and/or ELIN will be recomputed to take into account the change in the contract ELINs. If the offeror provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price. In the event there is a discrepancy between the Section J ELIN pricing and the Section B CLIN price, the Section J ELIN will be held to be the intended offer, and the Section B CLIN will be adjusted accordingly.
