AMENDMENT 0007
N40080-20-R-6260 GOVERNMENT RESPONSES TO QUESTIONS SUBMITTED March 22, 2021.
1. I saw your solicitation is set aside for 8A. Is that strictly set aside for 8A only? We are a Veteran Owned business and wanted to know if it would be worth our time to apply?
GOVERNMENT RESPONSE: Yes, solicitation N4008020R6261, Regional Asbestos, Lead and Mold Testing and Removal Services is being procured as an 8(a) Set-Aside.
2. Regarding the above solicitation, beta.sam.gov does not have active links to download the following files uploaded on March 12, 2021:
J-0200000-07 ELINS.xlsx 1800000 F Environmental Final JSM.doc
GOVERNMENT RESPONSE: J-0200000-07, ELINs Updated 14 Dec 2020 is attached. 1800000 F Environmental Final JSM.doc is attached and also incorporated in Section M titled ”Questions for Environmental, Specification 1800000”.
3. Can you email those files to me or correct the link on beta.sam.gov?
GOVERNMENT RESPONSE: All documents are available on beta.SAM for all interested vendors to obtain them.
4. Is the $750,000 referenced to only one project or can it be multiple projects on multiple different contracts for one year?
GOVERNMENT RESPONSE: At least one relevant project valued at least $750,000.00/year per contract. Multiple relevant Task Order projects valued at least $750,000.00/year per are acceptable per contract.
5. We understand the need of the environmental manager but to what degree is the energy plan applicable in this scenario and could you elaborate how it will be needed on this project since this isn’t a new build construction?
GOVERNMENT RESPONSE: The Contractor shall provide an Environmental/Energy Manager whose primary duty and responsibility is to ensure Contractor operations adhere to the goals and policies of the Environmental Management System, the Installation Energy Plan, and other specified Sustainability requirements affecting this contract. Compliance with the environmental legislation and energy policies is required, where applicable for
N4008020R6260
Annex 0200000 - Management and Administration, Spec Items: 2.5 Contractor-Furnished Items; 2.6.8 System and Equipment Replacement; 2.10 Environmental Management and Sustainability; and 2.10.1.2 Energy Efficient
6. Do you anticipate the need for being present at multiple sites at the same time for the SSHO?
GOVERNMENT RESPONSE: Reference Annex 0200000 - Management and Administration, Spec Item: 2.7.1.3 Site Safety and Health Officer: The SSHO or an equally-qualified Designated Representative/alternate shall be on-site at all times when work is being performed to implement and administer the Contractor's safety program and government-accepted Accident Prevention Plan. This includes work performed simultaneously at multiple sites.
7. Clarification on due date as Beta.Sam lists the proposal date as April 22 but the amendment 6 lists April
12. Seeing as Beta Sam has listed the due date as April 22nd since February 10th, could you consider extending the due date from April 12th to April 22nd as it is currently reflected on Beta.Sam?
GOVERNMENT RESPONSE: The response due date has been corrected to Thursday, April 22, 2021 at 1:00 PM.
8. Could you confirm the Evaluation Factors for Award on page 139 of the solicitation document as the Factor list does not correlate to the proceeding descriptions and Factor 4 is listed twice.
GOVERNMENT RESPONSE: Question 26 in Amendment 0006 demonstrated a mistake made in numbering of factors on the solicitation. The Factors are listed correctly in Amendment 0006, Section M to reflect the following:
Factor 1 – Price Factor 2 – Corporate Experience Factor 3 – Technical Approach Factor 4 – Safety Factor 5 –Past Performance
