Questions and Answers- Scotia Depot Facility Upgrades SP8000-17-R-0010
Question: Could you provide me with the budget range for this project?
Answer:
The Government does not provide the budget of projects to contractors. We ask interested contractors to submit a proposal consistent with the requirement.
Question: What is the general scope of work?
There are four (4) buildings at the depot facility that will require upgrade services. Please refer to Section 1.1 Scope of Work and Section 5 Specific Task(s) of the Performance Work Statement (PWS) for the specific tasks required at each building.
Question: What is the construction schedule - start & finish date?
Services must be completed within 120 days of the contract award date.
Question: Is it one contract, or multiple primes?
DLA Strategic Materials intends to award one contract.
Question: What is the estimated contract Price?
The Government does not provide the budget of projects to contractors. We ask interested contractors to submit a proposal consistent with the requirement.
Question: Do you think the bid date will be extended from the original June 19th date?
At this time, we do not have a request to extend the closing date.
Question: Is there a website where we can view the bid documents at no cost? And if not, where would I be able to purchase such documents?
We cannot provide a sample of a bid document, and we do not know where or if these documents can be purchased. There is no template for the bid documents. However, offerors should create their proposal in accordance with the requirements stated in the Combined/Synopsis Solicitation documents and attachments.
Question: Regarding building 13- It calls out to replace corroded metal. Do you want cut and patch or replace the whole panel?
Answer: Corroded metal on panels and doors needs to be replaced. The contractor must provide a proposal (can be partial or total) to satisfy requirement.
Question: Can the bid date be extended?
Answer: Yes. The bid date has been extended to June 21, 2017 at 4:00pm EST.
Question: Do we need to provide a bond?
Answer: Yes.
Question: Regarding asbestos abatement- Who will be responsible for air monitoring, the contractor or owner?
Question:
Air monitoring for asbestos abatement is to be provided by contractor. The same subcontractor cannot be used for abatement and air monitoring.
Is the asbestos tile mastic considered ACM to be removed?
The government cannot definitively state whether the asbestos tile mastic is ACM. The offeror should submit their proposal consistent with the requirements in the Statement of Work.
Does the DLA have a paint spec for the project?
No, we do not have a paint spec.
Can the Asbestos abatement/flooring install in Building 12 Be done in 2 phases instead of 4? Can we perform abatement in less steps if possible?
Yes.
The asbestos floor tile has interior walls that are built on top of it. Will it be acceptable to cut the asbestos floor tile flush with the walls, install the carpet/vinyl plank up to it and then cover the rest with the vinyl cove base?
The offeror should submit their proposal consistent with the requirements in the Statement of Work and based on their best professional judgment. The offeror should base their proposal on what they consider to be the best approach to satisfy the requirement.
Question: Regarding building 12- The exterior doors, one has rust holes through the steel, will that be repaired or replaced?
Answer: Corroded metal on panels and doors needs to be replaced. The contractor must provide a proposal (can be partial or total) to satisfy requirement.
