About this agency

The Defense Logistics Agency Strategic Materials, a sub-agency of the Department of Defense, procures raw materials, minerals, and strategic commodities essential to military readiness and industrial defense capacity. DLA Strategic Materials executes contracts across a domestic and international supply chain for materials including rare earths, specialty metals, and critical minerals supporting weapons systems, industrial base resilience, and national defense stockpiling.

The agency has awarded 584 contracts since 2003 with combined potential value of $1.83 billion and $1.48 billion in obligated dollars. Award volume has accelerated in recent years: 13 awards in 2022, 15 in 2023, 10 in 2024, 21 in 2025, and 37 year-to-date in 2026. The most recent award was issued on 2026-08-01. The agency works with 287 distinct prime contractors across the portfolio.

Contract competition is concentrated by value, with the top five contractors by potential value holding 65% of recent award dollars. Glencore LTD. is the dominant supplier by contract value, with 2 awards worth $661.3 million combined potential value. Global Advanced Metals USA Inc., ICF Mercantile LLC, Cliffs Steel Inc., and Cbmm North America, Inc. round out the top five, each holding $100 million to $165.2 million in combined potential value. By award count, concentration is more fragmented; Soldier Systems D-Mil, LLC leads with 8 awards over the last five years (totaling $8.3 million combined potential value), followed by 5N Plus Semiconductors LLC, MNS Pro Companies, Inc., Global Advanced Metals USA Inc., and United States Antimony Corporation with four to five awards each. The top five by count hold 26% of recent awards.

The vast majority of awards carry no small-business set-aside: 477 awards (82%) are unrestricted. Small-business set-asides account for 59 awards (10%), 8(a) sole-source awards for 35 (6%), and competitive 8(a) awards for 11 (2%). Service-disabled veteran-owned small-business awards represent 2 total awards across both sole-source and competitive categories. The set-aside distribution reflects the agency's reliance on established commodity suppliers and material specialists with demonstrated capacity to meet strategic-materials specifications and supply-chain requirements.
