About this file
This amendment modifies the solicitation for the Energy Automation Operational Technology Systems Automated Fuel Handling Equipment Maintenance contract. The amendment provides clarification on two submission requirements related to professional compensation plans. For the requirement to detail the basis for maintaining program continuity if proposing lower compensation than predecessors, offerors need only respond if they know their compensation is lower. For the requirement to provide market compensation survey data, screenshots and other supporting market intelligence materials will not count toward the eight-page narrative limit. All other solicitation terms and conditions remain unchanged.

Amendment 0008 is hereby issued to provide clarification for amendment 0007 issued on 15 July 2021.
Question: Referring to Amendment 007, Bullet 4: “If proposing compensation levels lower than those of predecessor contractors for the same work, detail the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent professional service employees.” Please clarify how Offerors are to respond to this requirement, since the RFP and Amendments did not disclose the compensation level of predecessor contractors.
Answer: This information was not provided in the RFP or amendments. In responding to this submission requirement, it applies only if the offeror knows they are proposing compensation levels lower than those of the predecessor contractors.
Question: Referring to Amendment 007, Bullet 5: “Provide supporting information, to include data, such as recognized national and regional compensation surveys and studies of professional, public, and private organizations, used in establishing the total compensation structure.” Are screenshots requested as part of the supporting information?
Screenshots include market compensation surveys and wage determinations which we approximate to be well above the 8-page limit provided. If screenshots are required, will the government please exclude supporting information from the 8-page limitation in order to ensure adequate data is provided?
Answer: The 8-page limitation is for the narrative to describe the professional compensation plan. Any screen shots or market intelligence information provided to supplement the 8-page narrative will not count as part of the 8-page narrative.
All other terms and conditions remain unchanged.
