About this file
This amendment to a solicitation provides corrective action for the evaluation of price proposals for an energy automation operational technology systems contract. The Defense Logistics Agency will reevaluate price proposals, conduct a new price realism analysis, and make a new source selection decision. Offerors must submit a total compensation plan with a narrative by July 26, 2021 explaining salary, fringe benefits, compensation structure, and supporting data to permit the required price realism analysis. The amendment extends the period of validity for offers to 120 days from the response date. The solicitation is for services supporting the maintenance and sustainment of automated fuel handling equipment at multiple worldwide locations, including personnel, equipment, materials, maintenance program management, and equipment installation. The government will award a five-year firm-fixed price IDIQ contract for transition in, maintenance program management, preventive maintenance, corrective maintenance, site support projects, and transition out.

Amendment 0007 is hereby issued to take corrective action to evaluate price proposals in accordance with FAR Clause 52.222-46 and Sections L and M of the solicitation. As part of the corrective action, the Agency will re-evaluate price proposals, make a new price realism analysis, and make a new source selection decision. The Agency does not expect to re-open negotiations or conduct discussions, but the Agency reserves the right to do so.
Offerors are now being afforded the opportunity to submit a total compensation plan in accordance with FAR 52.222-46.
The total compensation plan is separate and distinct from the previously submitted informal cost breakdowns and statements made in the price and non-price proposals. Neither party submitted a total compensation plan with the supporting narrative and data required by FAR 52.222-46 to permit the price realism analysis required by the clause.
Ensure the total compensation plan is accompanied with a cover letter and narrative explaining the plan. The narrative must, as required by FAR 52.222-46, include the following:
• Detail the salary and fringe benefits for professional (non-SCA covered) employees and provide a narrative summary of the salary and what is included in the fringe benefits.
• Detail the capability of the proposed compensation structure to obtain and keep suitably qualified personnel to meet mission objectives.
• Detail how the proposed compensation structure takes into account differences in skills, the complexity of various disciplines, and professional job difficulty.
• If proposing compensation levels lower than those of predecessor contractors for the same work, detail the basis of maintaining program continuity, uninterrupted high-quality work, and availability of required competent professional service employees.
• Provide supporting information, to include data, such as recognized national and regional compensation surveys and studies of professional, public, and private organizations, used in establishing the total compensation structure.
Ensure the submission is marked in accordance with Section L of the solicitation, and is no more than eight (8) pages in length.
No other changes to proposals are permitted. The requested narrative and data are to support the already submitted Final Proposal Revisions.
This Amendment and the total compensation plan must be signed and returned by the below submission date and time.
The date and time for receipt of the signed Amendment and total compensation plan is DATE: 26 JUL 2021, Time 1200 hours/12:00:00 PM EDT
EMAIL TO: Julie Miller (julie.miller@dla.mil) and Trevor Webb (trevor.webb@dla.mil)
