The proposal must be sufficient in detail and scope to permit evaluation and provide the evaluators a clear understanding of the Offeror’s capability to meet or exceed the defined elements as required by the solicitation. All proposals must clearly and convincingly demonstrate that the Offeror has a thorough understanding of the requirements and associated risks, the Offeror is able, willing, and competent to devote the resources necessary to meet the requirements, and has valid and practical solutions for all requirements and potential risk areas. The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. For Official Use Only – Source Selection Sensitive See FAR 2.101 and 3.104

The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor clearly may be considered a deficiency and/or may result in the factor being rated unacceptable. There is no need to repeat information in more than one volume if an overlap exists; the detailed information must be included in the most logical place and summarized and referenced in other areas. Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.

The Offeror is expected to comply with all requirements of the solicitation. The Government advises the Offeror that taking exception or deviating from any term or condition of the solicitation may make an offer technically unacceptable and rejected without further consideration. Any request to tailor FAR Clause 52.212-4 per FAR 12.302 must be clearly identified by the Offeror in its Executive Summary;

however, the Government advises the Offeror that it is not required to consider and accept any requests to tailor FAR 52.212-4. Any exception or deviation from any terms and conditions of the solicitation will be provided in Vol I, Cover Letter.

3.5.1 The pricing templates “AFHE Maintenance L&M Pricing Matrix” is Excel based and will be provided by the Government for use in the proposal. This template must be submitted in electronic form.

To prevent rounding errors, all rates must be no more than two decimal places. This template is for the Offeror to use as part of their price proposal. This pricing templates will be used to conduct price analysis in order to determine the proposed price as fair and reasonable. This data is considered “Other than Certified Cost or Price Data” IAW FAR 15.403-3.

3.5.2 AFHE Maintenance L&M Pricing Matrix Pricing Instructions

a. The pricing template will be used to state the Offeror’s price for each CLIN throughout the PoP as follows:

i. Tab “Transition In CLIN 0001” - The Offeror must enter a proposed price for three months (90 days) of “Transition In” into the block indicating the amount. The Offeror may propose zero cost if there is no cost, however, the Offeror is responsible for providing all support required. There will be one price indicated on this tab.

ii. Tab “MPM CLIN 0002” - The Offeror must enter a proposed price for each timeframe indicated to provide Maintenance Program Management support to all sites indicated in the PWS. The Offeror may propose zero cost if there is no cost, however, the Offeror is responsible for providing all support required. There will be five prices indicated on this tab.

iii. Tab “PM CLIN 0003” - The Offeror must enter a proposed price for each timeframe and for each site indicated to provide Preventive Maintenance support. The Offeror may propose zero cost if there is no cost, however, the Offeror is responsible for providing all support required. There are 26 sites and five timeframes, totaling 130 prices indicated on this tab.

iv. Tab “CM CLIN 0004” - The Offeror must enter a proposed price for each timeframe and for each site indicated to provide Corrective Maintenance support. The Offeror may propose zero cost if there is no cost, however, the Offeror is responsible for providing all support required. There are 26 sites and five timeframes, totaling 130 prices indicated on this tab.

v. Tab “SSP CLIN 0005” - CLIN 0005 will be a “Not Separately Priced” (NSP) CLIN. The information in this tab will be used for pricing support if/when the need for a site support task order should arise.

vi. Tab “SSU (Labor) CLIN 0005” – The Offeror will input the burdened hourly rate for each labor category for each timeframe as indicated. CLIN 0005 will be a “Not Separately Priced” (NSP) CLIN. The information in this tab will be used for pricing support if/when the need for a site support task order should arise.

vii. Tab “Transition Out CLIN 0006” - The Offeror must enter a proposed price for three months of “Transition Out” into the block indicating the amount. The Offeror may propose zero cost if there is no cost, however, the Offeror is responsible for providing all support required. There will be one price indicated on this tab.

viii. Do not change anything on Tab Total Evaluated Price except the input for Contractor Name and Proposal Date.

3.5.3 The Total Evaluated Price found on the AFHE Maintenance L&M Pricing Matrix spreadsheet is not the total price of the contract but a way to evaluate competitive price proposals in a fair manner.

Note 1: Site Support Projects (SSP) CLIN 0005 - The Government will NOT include any pricing from this tab in the Total Evaluated Price tab. During contract performance, the Government may not utilize every labor category for each timeframe.

3.5.4 The Offeror is responsible for ensuring the pricing formats are complete, contain all the prices/costs necessary to accomplish/meet the requirements of the Contract/Task Order(s), and reflect the Offeror’s proposed Firm-Fixed Price. It is the Offeror’s responsibility to ensure the calculations are correct and pulling information from the correct worksheet cells. If the Offeror does believe there is an error in any of the spreadsheets, inform the Contracting Officer immediately upon discovery. The Government does reserve the right to correct formula errors without consulting the Offeror, but will not adjust any rates or quantities proposed.

3.6 Price Reasonableness

Proposals may be evaluated for price reasonableness. Cost/Price evaluation will be based on the total cost offered for all lots. Each lot consists of the total cost for material, labor, overhead, general and administrative expenses, miscellaneous subcontracting, travel/per diem, contract data and any miscellaneous cost items. Labor will be evaluated by multiplying the labor rate times the estimated annual hours as set forth in the Pricing Model, attached to the solicitation. The other direct cost, i.e., miscellaneous subcontracting, travel/per diem, material, others will be evaluated by ADDING the proposed loading factors such as general and administrative (G&A), material handling, other costs, to the Government’s estimates specified in the Pricing Model. Contract Data is “Not Separately Priced”.

3.7 IDIQ Contract Setup

Task Orders will be issued on an as needed basis. The intent of the Government is to issue an initial Task Order for CLIN 0001 Transition In. This CLIN will be utilized once. Annually, a separate Task Order will be issued for CLINs 0002, 0003, and 0004 for the respective timeframe. CLIN 0005 will be executed, as needed, when requirements are presented and independently evaluated at the time of execution. If at any time during the ordering period, the Government has a need for site support unique maintenance, a request for proposal will be issued to the Contractor and a negotiated Task Order will be issued. At the end of the contract, a Task Order will be issued for CLIN 0006 Transition Out support.
