About this file

This amendment to the solicitation for precious metals recovery services provides responses to bidder questions and historical volume data. Defense Logistics Agency is seeking a contractor to receive, warehouse, process, recover, analyze, and deliver precious metals from scrap to the agency's storage vendor. Services must account for all costs including receiving, warehousing, processing, recovering, assaying, and delivering verified precious metals as London Bullion Market Association-acceptable precious metals or as directed. The contractor will not be paid separately for individual processing but rather will deposit all recovered precious metals to the agency's accounts. The amendment discloses previous two years of material turn-in volumes by material type to inform bidding but does not release unit pricing, which is proprietary.

The purpose of this amendment is to answer the below offeror questions:

Q1. Are there (or will there) be any historical data sets that are shared that would show volume by material type as well as pricing?

(A1) individual unit pricing (pricing per pounds) is proprietary and will not be released. The last two years of material turn‐in is provided below.

CY2021 Net weight Shipped

Q2. Regarding Bid Price – our services are done on a fee basis (usually by weight into process). There are other fees associated with the analysis and content. (Assay Fee, Refining Fee, Logistics Service, Special Reporting, etc.)

Usually, these fees are off set with the actual precious metal found. The value of the material is not known until we find it through processing and lab analysis (this is what the fees are for).

Once the precious metals contained are known, the customer would select a forward market price based on a known market

(London PM Fixed for example) and a value would be established.

Typically, the fees associated with processing the material are then deducted from that value and payment is generated.

We are looking for clarification on what portion of the Price Schedule is the “bid price”.

(A2) The bid prices should account for entire cost to receive/warehouse precious metals scrap, process precious metal scrap, recover precious metals, analyze (assay) and deliver precious metals to DLA’s identified precious metals storage vendor. All amounts of precious metals from assay are to be deposited as COMEX acceptable precious metals or as indicated in performance work statement. We do not pay/negotiate each processing of precious metals scrap as 100% of detected precious metals are to be deposited to DLA’s accounts.
