About this file

This document provides settlement calculation formulas and examples for a precious metals recovery contract opportunity with the Defense Logistics Agency Disposition Services. The contractor will perform recovery of precious metals including gold, silver, platinum, and palladium from electronic scrap materials. Settlement will be determined based on the contractor's assay averages for each metal converted to troy ounces using the material's settlement weight. An umpire process is described where an independent lab can analyze a sample at the government's request, and the final settlement average will be the mean of the contractor's and umpire's assays. Costs of the umpire process are borne by the government. The related federal contract opportunity is solicitation number SP451024R1001 to provide precious metals recovery services for DLA Disposition Services.

General:

Not all Inclusive.

Based on the contractor’s processing method, calculations may be modified as needed.

Formula:

(KTR Assay Avg. PPT) / 1000 x (settlement weight) x 14.583 = Troy Oz due to government

Example:

Contractor performed PM recovery on electronic scrap and analysis reported following:

Umpire Process:

After DLA DS Authorized POC reviews the Production Report and Assay Report, DLA

DS Authorized POC may initiate the Umpire process to be completed. The DLA DS Authorized POC and Contractor shall agree upon an independent lab to use to send the Umpire sample to for analysis.

For assays that will go through the umpire process, settlement will be determined by using the results from the umpire sample and averaged with the Contractor’s results. All umpire results shall be final and binding on all parties. See below for example Umpire settlement calculations.

Costs associated with the Umpire process will be borne on the Government.

Example:
