1. INTRODUCTION:

a. Defense Logistics Agency Disposition Services (DLA DS) is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA) with the responsibility of disposing and reutilizing the United States Government (USG) Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. The headquarters for DLA DS is in Battle Creek, Michigan.

b. DLA DS collects Precious Metal (PM) bearing scrap. The purpose of this contract is to acquire services to recover the maximum amount of PM from PM bearing scrap material. Additionally, services will include the recovery and conversion of non-PM bearing material (e.g., copper) from PM bearing scrap material. The DLA DS Precious Metals Recovery Program (PMRP) anticipates shipping approximately one million pounds of PM bearing scrap material per year for processing.

c. This is a firm fixed price contract which consists of a period of performance of one (1) 12-month base period and four (4) 12-month options. The total contract length shall not exceed five (5) years.

d. DLA DS utilizes Scrap Classification Listings (SCL) to manage PM bearing scrap material. For a better understanding of these codes see (Attachment 1) SCL Descriptions and (Attachment 2) How DLA Manages PM Scrap. Should the SCL descriptions or classifications change, the attachments will be updated by the Contracting Officer (KO) and provided to the Contractor.

e. The KO will designate a DLA DS Authorized POC(s) and provide the list to the Contractor. If at any time those DLA DS Authorized POC(s) shall change the updated list will be provided to the Contractor by the KO.

f. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality controls necessary to perform PM recovery for the USG.

g. The objective of this PM recovery contract is to:

1. Safeguard PM bearing scrap material

2. Maximize the return of PM and other non-PM valuable materials (e.g., copper).

h. Any reference to Contractor throughout this PWS refers to the Contractor or Subcontractor should one be utilized. The Contractor is solely responsible for all associated work to be completed In Accordance With (IAW) this PWS.

9. How will the offeror adhere to the PWS requirements of spill responses explained in paragraph 15 of the PWS?

Failure to address all of the questions in an offeror’s technical proposal may eliminate the offeror from further consideration. The evaluation of offerors submitted technical proposals will be a subjective assessment by DLA based on a consideration of all relevant facts and circumstances provided by offerors in their technical proposal.

Each question addressed by with a written response provided by the offeror will be evaluated on a pass/fail basis. An offeror must receive a pass on every question for an offeror’s technical proposal to receive an overall pass and be considered for award.

14. ENVIRONMENT MANAGEMENT SYSTEM (EMS):

a. DLA Disposition Services (DLA DS) implemented an Environmental Management

System (EMS) in accordance with ISO 14001:2015(E), DOD, and DLA requirements at all appropriate DLA DS facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy of an organization. The DLA DS EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the DLA DS mission. The DLA DS EMS program is explained in the agency EMS Core Instruction. Site supplements may detail information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the appropriate DLA DS tenant facility and the DOD/DLA host facility EMS program. Contractors and their personnel are required to be aware that each appropriate DLA DS facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each DLA DS facility maintains EMS awareness posters that identify the DLA DS Environmental Management Representative (EMR) and host facility EMR for specific guidance concerning an individual facility’s EMS program. Contractors may request current copies of EMS information identified in this Section by contacting the local

COR.
