Statement reads: DLA Distribution is considered as a staff augmentation for this Navy Centric support.

C-27 RFP Attachment J-1
PWS
Yes. Staff augmentation is a term used by DLA when the labor is being provided by DLA utilizing a MILSVC Logistics system, in this case, the Navy System MAT. DLAs Warehouse management system is not used at NNSY.

RFP Section L, File I – Solicitation, Offer and award documents, Section 3: Section K (REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF OFFERORS OR
RESPONDENTS), page 64, is hereby revised to state: “The Offeror shall provide verification that the Defense Contract Audit Agency (DCAA) has audited their accounting system, or self-certify (RFP Attachment J.29) that the Offeror’s accounting system will permit timely development of all necessary cost data to support the non-fixed-

DCAA audit what does the Government want the Offeror to provide as verification?
Answer: Without a DCAA audit, there is no form of verification to provide. Please refer to Section M of the RFP, Page 76. In order to be eligible for award, the Offeror shall have an accounting system, determined by the Government to be acceptable to support the non-fixed-price line items on the resultant contract.
According to the above Answer to our question, it seems that to be eligible for award we would need our accounting system to have been audited by DCAA.
But in the Solicitation Cost Proposal Section P.71 (d) :
The Offeror’s accounting system should be described in sufficient detail to demonstrate that it is acceptable to support the non-fixed-price CLINs on the resultant contract.
The above makes it seem that it does not need to be DCAA audited, as it has to be described in sufficient detail.
Will our Independent CPA Firm’s Audit be enough for us to respond to your solicitation and be eligible for award?
price CLINs on the resultant contract (see FAR Part 16.104(i)). The Offeror’s shall additionally provide a narrative in the price proposal describing their accounting system in sufficient detail to demonstrate that it is acceptable to support the non-fixed-price CLINs on the resultant contract. The Offeror shall provide contact information (physical address, e-mail address, phone and fax numbers) for their local DCAA Office or the independent audit firm to allow the Government evaluators to verify the Offeror’s accounting system meets the Government's requirements.”
Additionally, Section L, FILE IV- Cost Proposal, letter d., page 71, is hereby revised to state, “d. The Offeror’s accounting system should be described in sufficient detail to demonstrate that it is acceptable to support the non-fixed-price CLINs on the resultant contract. Please refer to DFARS Clause 252.242-7006 Accounting System Administration for the accounting system requirements. These requirements are also laid out on page 76 of this document.”
Attachment J.29 has been incorporated into Section J of the RFP and is provided as Attachment 7 to Amendment 0006.
