Government Response
1 Will a Secret Clearance suffice until a Top Secret is obtained?
DD254 DD254 Top Secret Clearance is not required.
2 Will both the Prime and Subcontract require a Secret Clearance prior to the award?
DD254 DD254 Yes
3 Vendors shall send an email to Amber and Karen by 1pm ET on 5 April 2020 requesting a drop-off request for their electronic submission…” April 5 is a Sunday.
Does the Government intend for us to email our requests on a Sunday?
62 RFP L-22 #2 Date updated with Amendment 0002.
4 The RFP indicates that in order to be compliant with Factor 1, Performance Confidence Assessment, Offerors “shall submit the information in separate, tabbed sections (1), (2), (3), and (4), as outlined below.” We see only three sections outlined. Please clarify the number of sections.
65 RFP 3rd para down Updated to state “The Offeror shall submit the information in separate, tabbed sections (1), (2), and (3), as outlined below.”
5 There seems to be a discrepancy in titling between the RFP and the PWS regarding the “Warehouse Specialist Supervisor”. Please clarify the title of the second key personnel, under the Site Manager. Table 2 lists “Warehouse Supervisor” and “Lead Warehouse Specialist”, but we do not see “Warehouse Specialist Supervisor”.
68 RFP
C-5 PWS
Table 2 C-1.3.1(A)(2)
RFP Table 2, C-1.3.1 (A) amended to reflect “Warehouse Specialist Supervisor” as the second Key Personnel, and “Lead Warehouse Specialist” was changed to “Warehouse Specialist Lead” to reflect the correct titling within the PWS.
6 There appears to be a discrepancy in the productivity analysis used to calculate the productive hours for an FTE. The last sentence states the “Government calculated FTEs by dividing total estimated productive labor hours by 1,780.” We think this number should be 1,880 to equal 1 FTE. Please clarify.
68 RFP #C.2, last sentence Updated RFP page 68 to state 1,880.
Attachment 1: Questions and Answers 7 There appears to be a duplication of requirements between Sub-factor (b) Staffing and Organizational Approach (#C.6, 7, 8.) and Sub-factor (c) Risk Management and Employee Retention (#A.1, 2, 3).
Please clarify the requirements between Sub-factors b and c (Section 2, Evaluation Factor 3 Staffing Approach).
68-69 RFP Section 2, Sub-factors (b) and (c)
Removed duplicated lines from sub-factor (b) within the
RFP.
8 Sub-factor (a) Transition Approach lists PWS Section C-
1.6 as Transition Plan. The PWS lists C-1.6 as “ESD Control Program”. Suggest correction of the numbering to C-1.7, Transition Plan, on page C-16.
69 RFP Section 3, Sub-factor (a) Transition Approach, A.3 and B.
Updated Section 3, Sub-factor (a): Transition Approach, A.3. to read, “Addressing at a minimum the requirements in C-1.7 Transition Period; C-1.7.1 Personnel Hiring Actions and Training; C-3.1 Government Property (GP); C-1.7.2 Transition Reports, C-1.8 Required Plans, Program, and Procedures of the
PWS.”
Updated Section 3, Sub-factor (a): Transition Approach, B. to read, “The Offeror shall provide a Transition Plan narrative that addresses the requirements in C-1.7 Transition Plan and all sub-paragraphs.”
9 Regarding Electronic Copies discussed in L-23,8, and the phrase “viewable using the latest version of Microsoft Office for Adobe software,” should “for Adobe” be changed to “or Adobe”?
64 L-23,8. Electronic Updated to say “or Adobe”.
10 Regarding the instruction to “submit the information in separate, tabbed sections (1), (2), (3), and (4), as outlined below,” should the word “tabbed” and the reference to a section “(4)” be deleted?
Note: Tabbed would not apply to an electronic document, and only three sections are listed.
65 L-23, File II, Performance Confidence Assessment
“Tabbed” has been deleted, as well as “(4)”.
11 Please confirm that resumes and letters of intent for key personnel are excluded from page count.
67 L-23, File III, Tech Pro, Sub-factor (a), Key Personnel
Resumes and Letters of Intent are excluded from the page count.
The following statement has been added to Evaluation Factor 3/Subfactor (a)/paragraph A: Letters of intent will not count towards the three-page limitation for resumes. A revised RFP is provided as an attachment to this Amendment.

33 Reference is made to a Government web-based Quality Management Tool. Is this application hosted on a Government Share-Point site?
14 E-5(a) The QMT is a real-time, web-based, relational database application. Although not on a Government sharepoint site, GOV credentials (CAC) are required for access and the Contractor will be provided access to respond to Quality Assurance Surveillance outcomes.
34 The solicitation presents a table with the Government Estimated Labor Hours. The solicitation also incorporates Wage Determination (WD) 2015-4342 Rev.
12 and CBA between SAWTST and IOUE Local 147.
Not all labor categories listed in the table are included in Appendix C of the CBA. Please identify the labor categories and estimated hours of personnel considered members of the CBA and those that are classified as regular Service Contract Act employees subject to WD 2015-4342 Rev. 12.

35 The attached CBA between SAWTST and IOUE Local 147 shows an expiration date of 31 March 2020. FAR 52.222-41(f) Service Contract Labor Standards, Successor contracts, states that neither the Contractor nor any subcontractors shall pay less in wages or fringe benefits provided in a CBA for successor contracts.
Please confirm that Offerors should use the wages and fringe benefits from the CBA incorporated with the solicitation for price development of those labor categories considered part of the CBA.
33 Att. J.3, Appendix C, Wage Table
Please use the most recently applicable CBA rates. If during the time that the solicitation is open, the CBA rates are renegotiated and updated, they will be provided with an Amendment to the solicitation.
Attachment 1: Questions and Answers 36 Offeror’s are instructed to include the following statement in the header and the footer of each page:
“FOR OFFICIAL USE ONLY – SOURCE
SELECTION INFORMATION – SEE FAR 2.101 AND
FAR 3.104” May Offerors include the referenced statement in either the header or footer?
62 L-22, #4 No, the statement shall be included in both the header and the footer of each page.
37 Proposal Preparation Instructions required that text must be no less than 10 point font. Will text included in tables and figures be less than 10 point font?
63 L-23, #6 As the documents will be digital, the text included in tables and figures may be less than 10 point font as long as they can be read when zooming in.
38 Offerors are required to provide verification that DCAA has determined that the Offeror’s accounting system will permit timely development of all necessary cost data to support the non-fixed price CLINs. If the Offeror has never had a DCAA audit what does the Government want the Offeror to provide as verification?
64 L-23, File I, Section
Without a DCAA audit, there is no form of verification to provide. Please refer to Section M of the RFP, Page
76. In order to be eligible for award, the Offeror shall have an accounting system, determined by the Government to be acceptable to support the non-fixed-price line items on the resultant contract.
39 For Performance Confidence Assessment Offerors are required to provide a POC. Due to privity of information. Due to privity of contract between the government and the prime contractor, Contracting Officers and Contracting Officer’s Representatives will not provide information/reference of work performed by a subcontractor. Please confirm that Offerors submitting past performance reference(s) for which they served as a subcontractor should provide the name, phone number and email address of the prime contractor’s point of contact.
65 L-23, File II Yes, please provide a POC for the prime contractor under the past performance reference.
40 Offerors are to complete Table 1 – Contractor Equipment. Please clarify what Offerors are to populate this table with. Is it the equipment Offerors are proposing to use on the contract, or the equipment Offerors have at their disposal in addition to the proposed contractor furnished equipment?
67 L-23, File III, section 2, Sub-factor (b), Table A
Only contractor furnished equipment.
41 Offerors are to provide an organizational chart that shows the total number of FTEs in each functional area and clearly definable work shifts. The historical and projected workloads are monthly metrics. PWS Section
68 L-23, File III, Section 2, Sub- Factor(b) C
The current information provided in TEs 5.1 and 5.2 should be sufficient to staff workforce accordingly.
Attachment 1: Questions and Answers C-1.2.5 B requires the Offeror to provide staffing from 0700-2400 Monday through Friday. PWS Section C-
1.2.5 C requires the Offeror to provide staffing from
0700-2000 Monday through Friday and 0700-1600 Saturday and Sunday. Please provide historical and projected workloads by day and shift or historical and projected staffing by day and shift in order to provide Offerors the necessary information to develop definable work shifts with FTEs.
C-1.2.5 B are required hours for NNSY while C-1.2.5 C are required to support DLA Maritime. Unfortunately, workload cannot be broken out by time frames/shifts.
The majority of workload is processed on first shift, and the offeror shall be able to demonstrate flexibility in staffing to support surges or increased workload during other shifts.
42 Offerors are instructed to provide the turnover rate proposed for the contract. Please confirm Offerors are to propose their expected turnover rate for the contract.
69 L-23, File III, Section 2, Subfactor (c)A.5
Yes per the instructions, please provide the turnover rate.
43 Specific analysis or economic study of the region to support the staffing is applied to retention. Please clarify the type of data from the analysis or economic study is being requested.
L-23, File III, Section 2, Subfactor (c)A.6
Offeror should conduct an analysis of the geographic area, types of jobs, potential competitors, unemployment rates, economic downturn, turnover rates, job losses etc.
These factors should all be considered when conducting an analysis on what it would take to hire and retain a reputable workforce.
44 The Cost Proposal is to include supporting schedules to include a fringe rate. However, fringe includes fixed cost elements, such as Health and Welfare (H&W) or CBA Health and Life Insurance Programs that create a variance in the fringe rate. For example, the current cost element for H&W for an employee making $15 per hour is 28.13%; for an employee making $20 per hour it is 21.10%. Instead of using a static rate for the application of fringe in developing cost, we use actual cost and apply dollars as a cost element. Will the government accept this methodology in lieu of a static fringe rate applied to all labor categories?
70 L-23, File IV, a The offeror shall submit the Cost Proposal, along with any explanatory information for the way that the cost elements are calculated. The calculations made and formulas used need to be clearly identified in the cost proposal.
45 For Direct Labor Costs Offerors are to provide historical information pertaining to the actual escalation rate experience over the past three year period. Please clarify what documentation is required for this metric.
70 L-23, File IV, c.2 This would include documents that reflect the three previous year’s actual escalation rate experience.
46 Please confirm all Technical Evaluation factors and subfactors will be rated “acceptable” or “unacceptable”.
75 M-2.1 Proposals will be rated in accordance with FAR 15.101- 1 Tradeoff Process. The integrated assessment shall include consideration of the strengths, weaknesses, Attachment 1: Questions and Answers and/or deficiencies of the proposals and a consideration of tradeoffs between the past performance evaluation, technical evaluation, and cost/price. Ultimately, the source selection decision will take into account the Offeror's capability to meet the requirements of this solicitation on a timely and cost effective basis.
47 In the event that there is more than one Offeror whose proposal are determined to be in the competitive range and if written discussions are held with Final Proposal Revisions submitted by Offerors, what will the technical evaluation factors at that point continue to be rated as “acceptable” or “unacceptable”?
75 M-2.1 Proposals will be rated as discussed in Question 46.
