| The answer to multiple questions posted with Amendment 0004 clarifies the labor category of the 2nd Key Personnel as “Warehouse Specialist Supervisor”. The answer to question 31 of Amendment 0004 states that Table 2 Exempt/CBA categories added to RFP, ostensibly to identify those labor categories that are subject to the CBA and those that are not. Table 2 shows that the “Warehouse Specialist Supervisor” and the “Warehouse Specialist Lead” are CBA labor categories. However, the CBA does not differentiate between “Warehouse Specialist Supervisor” and the “Warehouse Specialist Lead”. CBA Article 23 states, “Lead-persons shall be a working member of a group who is responsible for leading, directing, instructing, on-the-job training, and checking or approving the work of his/her assigned group.” Article 23 further states, “Lead-persons will receive a premium of $1.00 per hour in addition to his normal rate of pay.” Please confirm that the “Warehouse Specialist Supervisor” is classified as a CBA labor category. |

| In reviewing the government’s Estimated Labor Hours in Table 2, the Phase-In (4 Mo) period lists estimated hours for various labor categories and not others. Given that any new contractor will attempt to hire as many incumbent personnel as possible, are we to assume that the Labor Category hours listed in the Phase-In period are for positions that are vacant on the existing contract or new for the follow-on contract? |

Pg 68 Section L Section 2 SubFactor (b) Table 2 No, this is an estimate of what the Government feels it would take to get the job done and has nothing to do with the current FTE strength of the incumbent. Offerors are to propose what they feel is necessary.
